LPA will be presenting the three (3) schemes in the form of a Power Point Presentation. Although all three schemes were found very creative staff has review and found Scheme No. 3 which incorporates the separation between the playing fields and passive Park to be the most appropriate to the specific needs of this community and project. Staff is recommending that the Park and Recreation Commissioners support the selection of Scheme No.3. The project identification meeting will be held at La Huasteca's upstairs banquet room at Plaza Mexico on Wednesday, May 16, 2007 at 3:OOPM. attending will be: One Representative from the Lynwood Engineering Department, The Lynwood Parks and Recreation Commission, One representative from the Lynwood Parks and Recreation Department (if possible), Deborah Jackson from Quality of Life Services, Yvette Byrd and/or her Mother (Lynwood residents and activists), Adolfo Lopez (Lynwood Commissioner of Communi ty Affairs and water supply/urban runoff enthusiast), Bill Grady (pffce of Congresswoman Linda Sanchez), Frank Simpson and Valarie Shatynski (Rivers and Mountains Conservancy), and Alex Kenefick (Watershed Council). Alex Kenefick Watershed Coordinator Compton Creek Watershed Management Plan llttp://mail.lynwood.ca. ••- 4/19/2007 CITY OF LYNWOOD RECREATION & PARKS COMMISSION MEETING MINUTES for March 27, 2007 1) Call to Order: The March 27, 2007 Recreation & Parks Commission meeting was called to order at 5:14 p.m. 2/3) Invocation & Pledge: Commissioner Reed gave the Invocation and Commissioner Espeseth led the Pledge of Allegiance. 4) Roll Call: Commissioner Reed -Present Commissioher Espeseth -Present Commissioner Mendoza -Present Daniel Salazar was also present -See below - 9.) Scheduled Matters 5) Agenda Posting: The Agenda was duly posted for the March 2007 meeting as prescribed by the Brown Act. b) Approval of Past Minutes: Commissioner Reed motions for review and approval of the minutes for the Recreation & Parks Commission meeting held in February 2007. Commissioner Mendoza seconds the motion that the minutes be approved as written. All Commissioners vote in favor of approving the minutes and the motion is carried. 7) Correspondence: None 8) Public Orals: Frank and Pearline Calderon, residents at 4010 Josephine Street in Lynwood were in the audience but had no comments 9) Scheduled Matters: A. Introduction & Swearing-in of New Commissioners - Ms, Andrea Hooper, City Clerk was present to swear in our newest member of the Commission, Mr. Daniel Salazar. Commissioner Reed welcomes Commissioner Salazar to the Commission and asks him to say a few words. Commissioner Salazar stated that he grew up in the City of Lynwood but didn't get involved in City affairs until he had children of his own. His daughter has participated in T-ball, Tennis, Soccer and Karate. He noticed that the Soccer program needed assistance and eventually he became a Soccer Commissioner. He sees this as a great opportunity to contribute to all programs. Commissioner Salazar asked if he would be receiving additional information on the Recreation Commission. 9) Scheduled Matters: Continued Ms. Hooper stated that the Minutes Clerk would mail the agenda and minutes to him on a monthly basis as well as order a name tag and name plate for him. She stated that Council may eliminate business cards for Commissioners as this is a large expense. The Brown Act and Commission Ordinance are currently being amended and he will receive copies of these documents once they are revised. Ms. Hooper stated that the Commissioner's Handbook is also under revision. The Commission will not be following Robert's Rules of Order. Ms. Hooper reminds all of the Commissioners that they are not to delve into the affairs of other departments or commissions but stick only to issues that pertain to the Recreation & Parks Commission. B. Commission Reorganization - Mr. Jose Trejo, Interim Deputy Director opened the floor for nominations. Commissioner Espeseth motions to nominate Commissioner Reed for the position of Chairperson. Commissioner Reed accepts the nomination. Commissioner Mendoza seconds the nomination. All vote in favor of the nomination and the motion is carried. Ayes: 3 Noes: 0 Commissioner Mendoza motions to nominate Commissioner Salazar for the position of Vice Chairperson. Commissioner Salazar accepts the nomination. Commissioner Espeseth seconds the nomination. All vote in favor of the nomination and the motion is carried. Ayes: 3 Noes: 0 10) Staff Reoorts• A. Facility Usage Report -Chairperson Reed comments that no fees are waived on the current report. She would like it to go on record that the fees were not waived for Mayor Byrd's recent party. All fees were paid. She asked about the frequency of Rotary meetings. Chairperson Reed was informed that the Rotary Club meets every Thursday at Bateman Hall, Room # 1 beginning at noon. B. Division Monthly Reports -Passed out at meeting by Mr, Jose Trejo, Interim Deputy Director of Recreation. Commissioner Mendoza remarked that the report states that the Aqua Aerobics Class is closed. Mr. Trejo responded that the report reflects activities for the month of February and that the pool is now open. Chairperson Reed informs Mr. Trejo that the report needs revision as two meetings are no longer being held: The Senior Center Committee was disbanded by a Council Member and AARP lost their membership. C. Current Program/Activity Report: Continued These events are located across the park from one another. Any Council Members that show up for Baseball will pertorm the ribbon- cutting. Mr. Trejo invites the Commissioners to attend. • Senior Citizens Easter Activities - 4/5/07 - 1 p.m. -Senior Lounge • Citywide Easter Egg Hunt - 4/7/07 - 11:00 a.m. -Diamond # 3 • National Youth Services Day - 4/21/07 - 11:00 a.m. -Lynwood City Park - This event is a fundraiser for the purchase of playground equipment for Los Amigos Park. The program will feature a talent show and food sales. The Department only learned about this program one-week ago and is facilitating something that will not require too much work in order to encourage youth participation. Raising funds for playground equipment is a good cause that is much needed in this community. • Senior Center Grand Opening - 4/28/07 - 10:00 a.m. - Commissioners will be receiving formal invitations. Mr. Trejo apologizes for not bringing the April 2007 activity calendars. The Minutes Clerk will mail the calendar to the Commissioners. Ms. Phyllis Cooper, Marketing & Grants, was in the audience to present Commissioner Espeseth with several awards that she did not pick up at the Women's Commission Luncheon held on 3/22/07. Commissioner Espeseth was awarded with one "Women on the Move" certificate and one "Women on the Move" plaque; both from the Lynwood Women's Commission plus one commendation from L.A. County Supervisor Yvonne Brathwaite Burke, all in honor of her dedicated service to the City of Lynwood. 1 1) Commission Orals: (Please abide by the 3-minute time limit for each Commissioner) • Commissioner Espeseth -She is still concerned about youth playing ball on her street in the midst of traffic. • Commissioner Mendoza -Complained about two big holes in the ground filled with water. The holes are located on Birch Street near the restrooms, snack bar and ball diamonds. He is worried about mosquitoes breeding in the hot weather and someone possibly falling in the holes and breaking a leg. Jose stated that the Department is aware of this problem and that it is possibly a broken sprinkler head. 11) Commission Orals: Continued • Chairperson Reed - She attended a workshop on the Ham Park Replacement Project last Saturday. Public Hearings will start in May regarding the Ham Park replacement park. Chairperson Reed hopes that we will have our 5m Commissioner appointed by then. There was an article in the Wave newspaper on the park being finished in 2009. Mr. Trejo stated that the City is working with the State and School Board. Phase I is landscaping, Phase II is construction. Chairperson Reed stated that she needs dates for the next meetings for Lynwood Meadows Park and Rose Park. She is being asked questions and she can't give the correct answers. Chairperson Reed commented that John Soltis and Pauline Galbraith were honored at a recent Council meeting for their many years of dedicated service to the City of Lynwood. Mr. Soltis served as a Karate Instructor and Ms. Galbraith as an Aerobics Instructor. Chairperson Reed also commented on the budget crunch being felt by all U.S. cities. The National Recreation & Parks Association is trying to fund programs. The City of Lynwood is always conducting free events and feeding people. We need to look at the fee schedule and start charging. She commented that the Senior Center can be used as a rental facility. Jose stated that the senior citizens held agoal-setting workshop about iwo-weeks ago at which rentals were discussed. Further workshops will be held to discuss programming. There is a fee schedule currently in place. 12) Adjournment: The meeting was adjourned at 5:55 p. m. The next regularly scheduled meeting will be held on April 24, 2007 in the Lynwood City Hall Council Chamber.
