MEETING MINUTES for APRIL 24, 2007
I) Call to Order:
The April 24, 2007 Recreation & Parks Commission meeting was called to
order at 5:10 p.m.
II/III) Invocation & Pledcle:
Chairperson Reed gave the Invocation and Commissioner Espeseth led
the Pledge of Allegiance.
IV) Roll Call: Chairperson Reed -Present
Commissioner Espeseth -Present
Commissioner Mendoza -Absent
Vice Chairperson Salazar -Present
V) Agenda Posting: The Agenda was duly posted for the April 2007
meeting as prescribed by the Brown Act.
VI) Approval of Past Minutes: Chairperson Reed requests that a motion be
made for approval of the minutes for the Recreation & Parks
Commission meeting held in March 2007. Commissioner Espeseth
motions that the minutes be approved. Vice Chairperson Salazar
seconds the motion. All Commissioners vote in favor of approving the
minutes as written and the motion is carried. Ayes: 3 Noes: 0.
VII) Correspondence: None
VIII) Public Orals: Irene Garcia, 2737 111`" Street, inquired about parking at
the new Ham Park. Currently there is no set number of spaces. The
architects will work with staff to accommodate as many vehicles as
possible.
Ix) Scheduled Matters:
A. Arsenio Frontela, Public Works, CIP Division, introduced the LPA
Architects currently working on the design for the Ham Park
Replacement Project. The architects proceeded to display a PowerPOint
presentation of three different concept plans. These plans were
created from the information gathered during the Lynwood
Community Workshop held on 3/17/07. The architects discussed all
three Master Plan schemes in detail and provided the Commissioners
with a handout of the PowerPOint presentation. After discussion on the
different concept plans, Chairperson Reed called for a vote to

recommend scheme 3 of the Master Plan to the City Council.
Commissioner Espeseth motioned to support scheme 3, Vice
Chairperson Salazar seconded the motion. All Commissioners voted in
favor of this motion. Ayes: 3 Noes: 0. Scheme 3 of the Master Plan will
be recommended to the City Council for the Ham Park Replacement
Park Project. The following are some of the issues discussed by the
Commissioners and architects:
• Tot Lots -Ham Park had several Tot Lots the new park will have
one Tot Lot with a Youth Park across Atlantic Avenue. The two
Soccer fields are a priority to the community.
• Phase ~ -This phase consists of the green component that
provides landscaping, trees, plants, water run-off, etc. Phase II is
the construction component. The main restroom will be in the
community building in the middle of the park. There may be
another restroom near the ball fields.
• The architects will work with staff on fencing the projects. Entry
points into the park are being identified. The main reason this
firm was chosen is because of their "green" sustainability. They
incorporate recycled materials, water efficient fixtures, day
lighting, natural ventilation, utilize reclaimed water, etc.
• Dan Ojeda, Director of Public Works is working on acquiring funds
from Caltrans and MTA. Currently the project has four-million
dollars for the green component only.
Lighting - Several levels of energy efficient lighting will be
provided for the ball fields.
Batting Cage - A batting cage was considered as a source of
revenue and has come up for discussion. It is not a priority for
the community at this time. Participants at the Community
Workshop held on 3/'17 had the opportunity to list their priorities
for the park in a workbook. A walking trail was the number one
priority, followed by the soccer fields and lighting.
• Funding -Vice Chairperson Salazar commented that AYSO is
receiving assistance from Nike and Citibank. He will provide leads
to Mr. Trejo. Mr. Trejo will in turn work with Public Works on this
possibility. Chairperson Reed stated that we're interested in all
potential funding sources.
• Grass -Vice Chairperson Salazar stated that the grassy area must
be properly maintained or it will turn to dirt. Many of the sports
participants are gardeners and have commented that often the
wrong kind of grass seed is planted. Ground maintenance for the
new park has been discussed at planning meetings. Bermuda
grass is recommended. However, a special mower is needed to

mow this grass and this may pose a budget issue. This will be
addressed when the project advances to that stage.
• Commissioners will be kept abreast of developments. A
Recreation & Parks Commissioner should attend the next planning
meeting.
B. Lynwood Multiple Benefit/Multiple Use Project Identification
Meeting - Mr. Alex Kenefick, Watershed Coordinator will host a meeting
at Plaza Mexico. The meeting is scheduled for 3 p.m. on 5/16/07 in La
Huasteca's upstairs banquet room. This project is a component of the
Corridor Study to widen the 710 Freeway. The Recreation & Parks
Commission is invited to attend this meeting to provide their ideas and
suggestions on the use of the open space along the 710 Freeway river-
bed. The designers are looking for input in terms of proposed projects
for bicycle lanes, walking trails, art work, and wetlands. City staff,
Lynwood community activists, and local government representatives
will be in attendance at this meeting. Mr. Trejo stated that the Master
Plan can be found on a website. Vice Chairperson Salazar requests that
Mr. Trejo email the website address to him. The Minutes Clerk will
remind the Commissioners of the meeting closer to the meeting date.
X) Staff Reports:
A. Facility Usage Report -Attached for review. Chairperson Reed
asks for comments.
B. Division Monthly Reports -The report was passed out at the
meeting by Mr. Trejo. Attendance is being reviewed to see if feasible to
keep offering certain classes and programs or possibly exploring other
options. Chairperson Reed stated she believes there will be a difference
in the programs being offered now that the Senior Citizens have a
convenient and comfortable facility for conducting classes. Chairperson
Reed requests that AARP and the Sr. Center Advisory Committee be
removed from the Division Monthly Report. She inquires as to whether
the Alma Latina dance group still meets. Mr. Trejo responded yes. Vice
Chairperson Salazar asks about the music class. Mr. Trejo responded that
we only facilitate the class.
C. Current Programs/Activity Report - Mr. Trejo reported the
following:
The National Youth Services Day has been rescheduled. The weeds at
the new Ham Park site are very tall and ROP youth are going to weed
the area.
• The Senior Center Grand Opening is scheduled for 4/28/07 from 10
a.m. to 12 noon. The location is 11329 Ernestine Avenue.

• Commissioner Espeseth - No comment
• Commissioner Mendoza -Absent
• Chairperson Reed - No comment
• Vice Chairperson Salazar -Inquired as to the level of awareness on
grants. Mr. Trejo commented that some grants are not worth
pursuing. The Department can't seek every lead. Good grants match
funds. We need approval from the School District. If they aren't on
board we can't obtain funds. Mr. Trejo requests that Commissioners
bring ideas and he'll let them know whether they are feasible or not.
He also stated that the City is working to centralize grants. Every
Department Head has chosen a department representative to attend
grant meetings.
Vice Chairperson Salazar stated that he sent an email request for a
Positive Coaching Alliance professor from Stanford to provide
positive reinforcement. The City of Pico Rivera has .provided this on
a City level. Can the City of Lynwood apply for grants so that parents
can attend workshops? Sponsors such as Nike can pay for on-site
workshops to be held at Bateman Hall. This would be good to
implement with all sports programs. Mr. Trejo asked how often
Soccer workshops are held. Vice Chairperson Salazar stated that a
workshop is held annually in the month of March to establish ground
rules and get everyone on the same page.

The meeting was adjourned at 6:25 p.m. The next regularly scheduled
meeting will be held on May 22, 2007 in the Lynwood City Hall Council
Chambers.
