ON TUESDAY, APRIL 24, 2007 IN THE LYNWOOD CITY HALL COUNCIL CHAMBER. recreatn\commission agendas & minutes\recreation & parks 2007.March agenda & February minutes CITY OF LYNWOOD RECREATION & PARKS COMMISSION MEETING MINUTES for February 27, 2007 1) Call to Order: The February 27, 2007 Recreation & Parks Commission meeting was called to order at 5:00 p.m. 2/3) Invocation & Pledae: Vice Chairperson Wood gave the Invocation and Commissioner Espeseth led the Pledge of Allegiance. 4) Roll Call: Chairperson Flores -Present Vice Chairperson Wood -Present Commissioner Reed -Present Commissioner Espeseth -Present Commissioner Mendoza -Present Commissioner Hernandez -Present 5) Agenda Posting: The Agenda was duly posted for the February 2007 meeting. 6) Approval of Past Minutes: Chairperson Flores motions for review and approval of the minutes for the Recreation & Parks Commission meeting held in January 2007, Commissioner Espeseth motions that the minutes be approved with two corrections and Commissioner Reed seconds the motion. All Commissioners vote in favor of approving the minutes and the motion is carried. The corrections to the January minutes are as follows - (Corrections in italics) 1. 10) Scheduled Matters: A. Christmas Parade Review -Commissioner Hernandez commented that security made her leave the viewing stand because she was not wearing a red ribbon. 2. 10) Scheduled Matters: A. Christmas Parade Review -Commissioner Reed stated that the deputies were right there on top of the fight that broke out. 7) Correspondence: None 8) Public Orals: Frank and Pearline Calderon, residents at 4010 Josephine Street in Lynwood were in the audience. Mrs. Calderon stated that the entertainment for the Sunday Soulful Affair was great and it was a nice program overall. However, she felt that the program was too long and much of the audience left after the meal was served and eaten. The attendance was good but could have been better, it was not a complete full-house like for the Poncho Sanchez concert. Issues that should be addressed are methods of advertising events, attendance and length of programs. 8) Public Orals: Continued Commissioner Reed stated that the attendance was great because the program ran from 1 p.m. to 7 p,m. People were in and out. It was not meant for people to stay for the whole duration of the program. The entertainment was terrific, the length of the event was pertect. The event was advertised on Radio Station KJLH, on a Plaza Mexico Billboard, in the local paper and on the news. Commissoner Reed stated that Autra Adams, Interim Director of Recreation & Community Services and the City Clerk, Andrea Hooper were in attendance at the event. Ms. Hooper stated that she agreed that the program was too lengthy. She recommends the hours be from 2 p.m. to 6 p.m. The MC was a beautiful comedian and kept the program moving along well. Commissioner Reed asked about the status of the Department budget and if programs will be cut. Ms. Adams gave a brief report on the Department budget. The Recreation Department, along with all City Departments, has been directed to cut their respective budgets for the 2007/2008 fiscal year. This will require downsizing or eliminating events. Commissioner Reed inquired if the Recreation & Parks Commission will be involved in choosing which events to cut. Ms. Adams stated that due to time constraints there was no time to invite the Commission to participate in the process. Cuts were made based on comments and attendance at events. Commissioner Espeseth asked for the cost of the Christmas Parade. The Parade cost approximately 575,000 with the bulk of the expenses going to the Sheriff Department and Pageantry Productions. Commissioner Reed stated that there is no savings in having the Parade during the day instead of at night. The City should skip the parade for one year and use the money to pave a street. 9.) Scheduled Matters: A. COMMISSION APPOINTMENTS - Ms. Hooper announced that she mailed out re-appointment letters on behalf of the Mayor and the City Council. Ms. Hooper thanks the Commissioners for their faithful service and tells them to await their letter that was mailed the previous day. She also stated that all of the commissions have been cut from seven members to five members. There will likely only be four members present at the next meeting. Mayor Pro Tem Pedroza has not yet appointed anyone to any of the commissions. Ms. Hooper appreciates the time and effort this body has put into the Parks & Recreation Commission. Each Council Member will be choosing two youth to serve on the Youth Commission. The new Commissioners must take an ethics course by January 2008. Returning Commissioners had a January 2007 deadline to complete this course. 9.) Scheduled Matters: Continued Commissioner Reed asked if there are any other changes to the commissions. Ms. Hooper responded that two new commissions are being considered: Culture & Tourism and Art in Public Places. The Mayor would prefer to combine them into one commission with only five members. Commissioner Hernandez asks about the goals and objectives of the commissions. The commission(s) will help bring art, culture and tourism to the City of Lynwood. Commissioner Hernandez asked on how many Commissions a person can serve. A person can be the member of only one Commission. Chairperson Flores suggests that if individuals are not reappointed they should consider continuing to serve if it's really important to them. They should continue to support the Commission and the Department and fill the audience seats. B. BEAUTIFICATION PROGRAM -The new Commission will proceed with the Beautification Program if they so choose. C. UPCOMING EVENTS -Easter Egg Hunt -Saturday, April 7, 2007 in Lynwood City Park on Diamond #3. Other activities include Easter Egg Decorating Contest, Picture Frame Decorating and pictures with the Easter Bunny. 10) Staff Regorfs: A. Facility Usage Report - Passed out to Commissioners at meeting. Commissioner Mendoza commented that the print is too small to read. The Minutes Clerk made note of that comment and will inform the staff person that prepares the report. Commissioner Reed wanted to know if the fees were waived for Mayor Byrd's dinner. She commented that seven events were going on that day. Who waived fees and why? If one Council member pays they should all have to pay. It should be kept the same across the board. Chairperson Flores would like that information if possible. Commissioner Hernandez wants to know if the Chamber mentioned is the regular Chamber or the Latino Chamber. B. Division Monthly Reports -Passed out at meeting by Mr. Jose Trejo, Interim Deputy Director of Recreation. C. Current Programs/Activity Report -- Mr. Trejo reported the following: • Barona Resort & Casino Trip - 3/13, 7:30 a.m. to 6:30 p.m. • Magic Mountain Trip - 3/30, 9 a.m. to 6:30 p.m. Youth Baseball Opening Day - 3/31, 9 a.m., Diamond # 1 -Lynwood City Park 11) Commission Orals: (Please abide by the 3-minute time limit for each Commissioner) • Commissioner Espeseth -She is concerned about youth playing in the middle of her street due to traffic. She is also concerned about balls going into people's yards and breaking windows. • Commissioner Mendoza - He mentioned that the dates are wrong on the City calendar and that it is hard to read due to the colors used. • Commissioner Reed -She discussed plaques for both Pauline Galbraith, Senior Aerobics Instructor and John Soltis, Shorei Rye Karate Instructor for the second meeting in March. Mr. Soltis has served youth in the City for many years. Commissioner Reed also commented on the price of Baseball registration. She feels that $70 is high when youth are also expected to provide a case of soda or water, sell candy, and have parents work in the snack bar. Youth then turn around and have to buy water that they supplied to the program. • Vice Chairperson Wood - He commented that the Baseball uniforms cost S50 (the youth get to keep them), two new baseballs are provided at each game. Helmets and catcher's gear must be replaced yearly. The league pays for a picture package, along with secondary insurance and a trophy at the end of the year. The balance of the money is used for umpire fees. The league sends teams to the Pony Tournament. Youth are not required to sell candy, they may opt to pay a $25 fee instead. The prices in the City of Lynwood are lower than any prices in surrounding cities. Baseball is a break-even proposition. If not reappointed, Vice Chairperson Wood would like everyone to know that it's been a great experience serving on this Commission. He has enjoyed working with Oscar Flores. • Chairperson Flores -Invites the Commissioners to a Teen Summit on March 24, 2007, he would like to see the City of Lynwood represented. He is now working in the City of Bell Gardens Recreation Department. Chairperson Flores encourages the Commissioners to continue to provide input. The Recreation Department will welcome suggestions. • Commissioner Hernandez - If she is invited back to the next Recreation meeting she would like to see how the new parks will work. Mr. Trejo stated that the public is being invited to a 4-hour workshop with the design firm on 3/17/07 at Bateman Hall. This is a discussion meeting only - no renderings will be provided. The parks are completed in several phases; land preparation, construction, plus the design is still to be determined. Commissioner Hernandez also commented on the drama/modeling classes held on Monday and Wednesday for ages 5 to 18 in the Hosler Music Room. There are four sessions from 4 p.m. to 7 p.m. Her daughter is participating, She stated that word of mouth will bring more participants to the program. 12) Adjournment: The meeting was adjourned at 6:00 p.m. The next regularly scheduled meeting will be held on March 27, 2007 in the Lynwood City Hall Council Chamber.
