ON TUESDAY, FEBRUARY 27, 2007 IN THE LYNWOOD CITY HALL COUNCIL CHAMBER. recreatn\commission agendas & minutes\recreation & parks jan.2007 agenda nov.2006 minutes CITY OF LYNWOOD RECREATION & PARKS COMMISSION MEETING MINUTES for NOVEMBER 28, 2006 1) Call to Order: The November 28, 2006 Recreation & Parks Commission meeting was called to order at 5:00 p.m. 2/3) Invocation & Pledge: Commissioner Reed gave the Invocation and Commissioner Espeseth led the Pledge of Allegiance. 4) Roll Call: Chairperson Flores -Present Vice Chairperson Wood -Present Commissioner Reed -Present Commissioner Espeseth -Present Commissioner Mendoza -Present Commissioner Hernandez -Present 5) Agenda Posting: The Agenda was duly posted for the November 2006 meeting. 6) Approval of Past Minutes; Chairperson Flores motions for review and approval of the minutes for the Recreation & Parks Commission meeting held in October 2006. Commissioner Espeseth motions that the minutes be approved and Commissioner Hernandez seconds the motion. All Commissioners vote in favor of approving the minutes and the motion is carried. The minutes will be approved with one correction noted by Chairperson Flores. He stated that in the month of October under Commission Orals he spoke about the "Coalition of Cities" and not "League of Cities." 7) Correspondence: None 8) Public Orals: Frank and Pearline Calderon, residents at 4010 Josephine Street in Lynwood were in the audience. Mrs. Calderon wished everyone a Merry Christmas and hoped everyone had a wonderful Thanksgiving, Vice Chairperson Wood asked Mr. Calderon why he wasn't present at the Veterans Day Ceremony to recite the Pledge of Allegiance. Mr, Calderon stated that he forgot about the event. Ms. Autra C. Adams, Interim Director of the Department came by to say hello and listen in. 9) Staff Reports: A. Facility Usage Report -The report will be mailed to Commissioners. B, Division Monthly Reports -Vice Chairperson Wood asks if there is a Women's Basketball League. Mr. Jose Trejo, Interim Deputy Director stated that there is a co-ed league that plays in the CTC gym and Hosler gym. C. Current Programs/Activity Report -- Mr. Trejo reported the following: • Toys for Tots Baseball Tournament on 12/2 and 12/3, Toys will be turned over to Rozie Carrillo, Recreation Superintendent II for Community Services Day on 12/20. • Commissioners'/Board Members Dinner at Bateman Hall on 12/12 beginning at 6 p.m. • Winter Wonderland will open with atree-lighting ceremony on the front lawn at Lynwood City Hall beginning on 12/13 and will run through 12/21. • Candy Cane Lane Christmas Parade on 12/15 - begins at Atlantic & M.L.K. at 7 p,m. • Citywide Posada on 12/16 beginning at 5:30 p,m. on the front lawn at City Hall. There are a number of requests from residents that have their hearts set on having their own Posada in their own neighborhood. • Winter Wonderland Gospel Concert - 3 p.m. to 5 p.m. on 12/17 on the front lawn at Lynwood City Hall • Winter Wonderland Live Stage Show - 5:30 p.m. to 7;30 p.m. on 12/20 on the front lawn at Lynwood City Hall • Winter Wonderland Toy Give-Away - 5:30 p.m. to 8:30 p.m, on 12/21 on the front lawn at Lynwood City Hall 10) Scheduled Matters; A. Senior Center Dedication - The Senior Center Dedication scheduled for 11/18/06 has been postponed until the building is completely constructed and fully operational. Commissioner Reed called for a motion to recommend postponement of the dedication to City Council; Commissioner Espeseth seconded the motion, all five Commissioners voted in favor and the motion was passed. Mr. Trejo stated that he would prepare a recommendation to Council on behalf of the Commission. Chairperson Flores asked if the Senior Center Committee is kept abreast of progress on the project. Commissioner Reed responded that they are kept informed. Commissioner Hernandez stated she hopes the Senior Center will not be named affer any individual. B, Recreation Staff Changes - Mr. Trejo reported that two senior staff members and one new staff member were transferred to the Marketing Division. There will be no replacements for these positions in the Department at this time. Once the new Recreation Director and Assistant Director are in place, they will reassess staffing. Commissioner Reed commented that she thought the changes were a good move for the Department. - C. Christmas Parade - 12/15/06 - Weird AI Yankovich former Lynwood resident will serve as Grand Marshall of the parade. He currently has a hit record "Straight Outta Lynwood". Commissioner Mendoza's daughter and Vice Chairperson Wood's son were in the same Lynwood High School class with Weird AI. Vice Chairperson Wood stated that the tamales and hot chocolate are a big hit at the parade. The Chairperson will ride in a vehicle and the remaining commissioners will ride in a trolley. - (Not on Agenda) Weight Room -Vice Chairperson Wood stated that the room has areas where the paint needs to be cleaned up. He stated that employees want to use the weight room as a fitness center but they don't know how to use the equipment. Commissioner Mendoza asked if anyone is monitoring the activities of the weight room. Mr. Trejo stated that an outside contractor will monitor and demonstrate the use of the equipment. Commissioner Reed asks if the monitor can be extended. Mr. Trejo stated that changes will be based on attendance; he can make a recommendation. Commissioner Reed commented that music is desperately needed in the weight room. Mr. Trejo stated that music is being planned for the weight room. Commissioner Reed hopes that something can be done temporarily. She also commented on the outlet switch-plates not being replaced after painting and that the squat machine has not been brought back. Seniors may use the weight room until the Senior Center is fully operational at which time they may prefer to use their own facility. A flier noting the new weight room schedule was passed out to the Commissioners. Vice Chairperson Wood stated that there is less equipment in the room that wasn't needed. 1 1) Commission Orals: (Please abide by the 3-minute time limit for each Commissioner) • Commissioner Espeseth -She attended the Ethics Workshop on 10/4. The speaker was great. Only about 15 people attended. She commented on youth playing baseball at all hours of the night on her street. • Commissioner Mendoza -Commented that at one time the City used to commemorate both Memorial Day and Veterans Day in honor of veterans. • Vice Chairperson Wood - He apologized for not attending the previous meeting. His 91-year old mother passed away. His family misses her but they are coping. Vice Chairperson Wood is looking forward to the Commissioners' Dinner and the Christmas Parade. • Commissioner Reed -Stated that more elements must be put into the Veterans Day Program itself. The audience was not very large. Commissioner Mendoza remarked that the day of the event has been changed around through the years but a larger audience has never materialized. Vice Chairperson Wood stated that N. Enrique Martinez, Lynwood City Manager is a veteran himself. Mr. Martinez would like a professional Color Guard to be used at next year's Veterans Day event. Vice Chairperson Wood also commented that with additional staff in the Marketing Division they should be able to advertise the event better. Currently only about three Board Members attend the Veterans Affairs Council on a regular basis. Chairperson Flores -Lynwood has one team participating in the B Division of the SCMAF Southeast Football Tournament on Saturday, 12/2. The first game will be held at 12 noon at Montebello High School and a field across the street from the High School. Chairperson Flores thanks everyone that attended the SCMAF Installation at which he was appointed President of SCMAF. He stated that everyone knows he is from the City of Lynwood. Vice Chairperson Wood stated that Chairperson Flores is always there for the youth and being appointed as President of SCMAF is awell-deserved feather in his cap. Mr. Trejo asks Chairperson Flores to write a description of his appointment. • Commissioner Hernandez -Announced that she attended the Ethics meeting held on 10/4. It's hard for some people to attend due to conflicting work hours. She is inviting the Commissioners to coach Basketball. Commissioner Hernandez wishes everyone a Merry Christmas and stated that she will be at all of the Christmas celebrations, 12) Adjournment: The meeting was adjourned for the holidays at 5:45 p,m. The next regularly scheduled meeting will be held on January 23, 2007 in the Lynwood City Hall Council Chamber.
