SUMMARY STATEMENT:
Several individuals have expressed an interest in being on the Conference Center
Committee. Staff recommends appointing the following:
Judd DeBoer Rick Fereday Scott Findlay
Fred Drake Bill McMurray
The following three Council members have also expressed an interest in being on the
Committee:
Allan Muller Kirk Eimers Ralph Colton
Additionally, several other people are available to provide technical support and
professional guidance:
Robert Strope Lindley Kirkpatrick Dennis Coyle
Bill Courter
Staff is continuing to solicit up to two additional Committee members.
RECOMMENDED ACTION:
Appoint the five recommended members to the Conference Center Committee;
determine Council representation; appoint Robert Strope and Lindley Kirkpatrick
as staff support to the Committee.

AB01-144 – Conference Center
There is an opportunity to create a conference/convention facility in McCall that can
accommodate both large and small groups of people. Such a facility would fill a niche
in the market, and reinforce McCall as a destination community.
Preliminary discussions have been held with a number of potential partners, including
State agencies, property owners, and individuals in the hospitality and recreation
industries. All indications are that a strong market exists for some type of facility.
Additionally, there could be a number of ways to form public-private partnerships to
implement the project, ranging from economic development grants and land
acquisition to public ownership.
To be a truly successful public-private partnership, such a project must have
community support. Staff recommends that the City Council designate a citizen’s
committee to evaluate the concept and make recommendations for action. A draft
‘charter’ for the committee follows.
Conference Center Committee Charter
The Committee has the following responsibilities:
1. Evaluate the feasibility of a conference/convention center in McCall.
2. Define the program and market for the facility.
3. Select and evaluate possible sites.
4. Identify public-private partnerships, funding sources, and an implementation
plan.
5. Provide a preliminary recommendation to the City Council by January 10,
2002.
Membership on the Committee will include representatives from State and local
government, the hospitality industry, the Chamber of Commerce, the development
community, and the general public.
