The agenda packet states the minutes were to be emailed to the then sitting Town Council, before the meeting, but were never imaged as a part of the packet. Additionally, no minutes were found in the Minute Books kept in the safe. After searching the "S Drive," IT was able to recover a version of the minutes. Attached is the meeting minutes from the February 2, 2003 recovered on March 3, 2017. The minutes have not been altered in any way and have been printed as they were saved in 2003. Town Administrative Center 10183 Truckee Airport Road, Truckee, CA 1. CALL TO ORDER— Mayor Owens called the meeting to order at 6:00 pm. 2. ROLL CALL: Councilmembers Threshie, Ingalls and Florian, Vice Mayor Susman and Mayor Owens. Also present: Public Works Director/Town Engineer, Dan Wilkins, Assistant to the Town Manager,Alex Terrazas, Town Planner, Duane Hall, Town Manager, Stephen Wright, Town Attorney, Dennis Crabb and Town Clerk, Patt Osborne. 3. PLEDGE OF ALLEGIANCE —Juanita Schneider. 4. PUBLIC COMMENT George Blanz,stated he allowed his appeal to lapse therefore Town Council should have no reason to not agendized his item with regard to his consumer complaint against USA Media. It was moved by Councilmember Threshie to agendized Mr. Blanz's item.The motion died due to a lack of a second. Pat Davision, CABPRO, Field Representative, thanked Council for the use of the Chamber for Congressman Doolittle's visit and Commander Berry for the handling security. Dennis Dickinson, asked for a Town clean-up day for fire safety. Emilie Kashtan, provided Council with an update of the Donner Lake water issue indicating that new lines are in the process of being hooked up. Councilmember Threshie, announced his appointment of Robie Wilson Litchfield to the Town of Truckee Planning Commission. 5. PRESENTATIONS - None Town of Truckee February 20,2003 Regular Page 1 6. CONSENT CALENDAR It was moved by Councilmember Threshie, seconded by Vice Mayor Susman and unanimously carried to approve Agenda Item 6.1 as follows: 6.1 Minutes of February 6, 2003 with amendment. 7. COUNCIL IMMEDIATE PRIORITIES 7.1 RESOLUTION 2003-05 ADOPTED AUTHORIZING THE PUBLIC WORKS DIRECTOR/TOWN ENGINEER TO EXECUTE DOMUMENTS TO ESTABLISH THE TOWN OF TRUCKEE AS THE LEAD AGENCY FOR THE PREPARATION OF PROJECT APPROVAL AND ENVIRONMENTAL DOCUMENTS(PA&ED)FOR THE SR89/UPRR RAILROAD UNDERPASS (MOUSEHOLE). So moved by Vice Mayor Susman, seconded by Councilmember Ingalls and unanimously carried. 8. PUBLIC HEARINGS - None 9. STAFF REPORTS 9.1 WEST REED AVENUE ASSESSMENT DISTRICT - COUNCIL CONSENSUS TO DIRECT STAFF TO ANALIZE NEW INFORMATION AND ADDRESS THE ISSUES OF OWNERSHIP OF WEST REED AVENUE (INTENT AT INCORPORATION), STAFF TIME/COSTS TO CONTINUE THE ENGINEERING PROCESS,AND THE IMPORTANCE OF THE PROJECT WITHIN THE CURRENT LIST ENGINEERING PROJECTS. Dan Wilkins, Public Works Director/Town Engineer, stated on September 20, 2001 Council directed staff to engage Shaw Engineering for the purpose of preparing engineering documents for the potential formation of a West Reed Avenue Assessment District. The base study has been completed by Shaw Engineering and staff defining, what is believed to be, the best engineering solution to help solve flooding and deteriorated road conditions along West Reed Avenue. During the study various options relating to the level of proposed improvements were considered and evaluated. Due to the existing topography and proximity.of private improvements to the existing roadway, rebuilding West Reed Avenue to meet current Town standards is not practical. Staff would note that it is highly unlikely that if this subdivision did not previously exist that it could be permitted under current regulatory requirements due to the presence of slopes in excess of 20% to 30% throughout the subdivision. 1 Town of Truckee February 20,2003 Regular Page 2 The engineering study that has been performed calls for what staff believes to be the minimum allowable improvements including ongoing maintenance necessary while still allowing Town involvement. These improvements include regarding the existing roadway, keeping a 12' wide travel lane with several turnouts, placing a roadside ditch on the north side of West Reed Avenue, and drainage improvements above and below West Reed Avenue. Mr.Wilkins stated anticipated costs for completing these improvements is$500,000. Based on discussions with Shaw Engineering, input received from public workshops, input received from a West Reed Avenue resident subcommittee and input from Town engineering staff, a method was developed by which to distribute these costs and maintenance costs among all property owners. The study revealed there were some drainage courses that may be appropriate for the Town to participate in upgrading and some areas that may be appropriate for Caltrans to participate in upgrading. Preliminary discussion with Caltrans' hydraulic division indicates that Caltrans may be willing to contribute up to $100,000 toward this project through a cooperative agreement with the Town. With regard to road ownership Mr. Wilkins stated that during the study preparation the issue of ownership was questioned and reviewed. West Reed Avenue was dedicated to Nevada County in 1924 at the time that the Green Point Subdivision map was recorded. The map does not indicate if the road was dedicated for public access or public maintenance. Absent this information, staff has reviewed past maintenance practice on West Reed Avenue. Since the Town's incorporation West Reed Avenue has not been maintained by the Town. Discussions with Town Public Works staff, who worked for Nevada County prior to Town incorporation, has also identified that in their experience, which dates to twelve years prior to Town incorporation, Nevada County did not maintain this road. Staff has also reviewed the Nevada County maintained mileage report and road inventory that was in place during 1991. This identifies West Reed Avenue as a non-county maintained road. Based upon this information, it is staffs opinion that the status of West Reed Avenue is that it was dedicated for public access but not accepted for public maintenance. Dave Lopez, Caltrans, I-80 Corridor Project Manager, stated he would follow up on drainage issues to see if Caltrans caused any of the problem and if so what can be done to solve the problem. The following persons spoke in favor of an assessment district and/or cost sharing: Mr. White Brad Woods Marty Woods Russell Slaske Bob McConnell Brad Mills 1 Town of Truckee February 20,2003 Regular Page 3 The following person spoke against an assessment district and/or cost sharing: Emilie Kashtan i Clayton Gerow, asked that Council address issues after road ownership is determined. Mr.Wilkins stated the Council may wish to take no further action on issues related to West Reed Avenue until a petition of support of at lease 2/3 of the homeowners, as calculated based on the cumulative assessment amount that would be levied on homeowners responding in favor of a district divided by the total assessment amount of the potential district, is received by the Town. Mayor Owens stated the timing and conduction of a straw poll would be up to the homeowners and asked that Town staff be involved, to some extent, so there is no bias. Mayor Owens indicated the Town could not take any further steps until two items have been addressed 1) new information be analyzed, and 2) ownership of the road be determined. Upon staff addressing these issues the item may be agendized for Council discussion and the possibility for the homeowners to move forward with a straw poll on their own terms and reporting back to Council with the results. 9.2 COUNCIL AUTHORIZED THE FOLLOWING: PUBLIC WORKS DIRECTOR/TOWN ENGINEER AUTHORIZED TO EXECUTE A CONTRACT AMENDMENT WITH URS GREINER/WOODWARD CLYDE(IN THE AMOUNT OF$8,000): EXECUTE A CONTRACT WITH BICKETT ENGINEERING (IN THE AMOUNT OF $426,220); AND SUBMIT A BUDGET AMENDMENT OF $400,000 OF AS 1600 FUNDS FOR CIP 60-03-17 FOR THE PURPOSE OF PERFORMING DESIGN WORK ON THE SR89/180 ROUNDABOUT PROJECT. So moved by Vice Mayor Susman, seconded by Councilmember Florian and unanimously carried. 9.3 STAFF DIRECTED TO SOLICIT LETTERS OF COOPERATION/PARTICIPATON FROM THE EIGHT (8) PROPERTY OWNERS OF THE SITES BEING CONSIDERED FOR A NEW CORPORATION YARD. Dan Wilkins, Public Works Director/Town Engineer, stated of the 23 original proposed sites reviewed by the Site Selection Committee for a new Corporation Yard site only eight (8) remain as follows: 1) Joerger Drive Airport Property, 2) Joerger Drive TTSA or TSD property, 3)Joerger Drive Teichert Property,4) Soaring Way Airport or PC-3 Property, 5) Existing Caltrans Corporation Yard, 6) Forest Service Site, 7) TDPUD Bridge Street Extension Site, and 8) TDPUD Property Adjacent to Pioneer Commerce Center. Mr. Wilkins stated the other sites were eliminated due to one or more of the following: visibility, residential neighborhood, river corridor, industrial displacement size and/or remote location. Town of Truckee February 20,2003 Regular Page 4 Mr. Wilkins stated to further evaluate the aforementioned eight properties the Site Selection Committee is recommending that a prioritization matrix be used consisting of criteria that would be scored on a range of 1 to 3. Criteria factors are as follows: Within or Near Airport Flight Safety Zones = 1 Land Availability = 2 Off-Site Infrastructure and Site Access Development Costs = 2 Proximity to Center of Town = 2 Environmental Factors = 3 Property Acquisition Cost = 2 Neighborhood and Zoning Compatibility = 3 Potential for Shared Site Access or Development Costs = 1 Ease of Ingress and Egress = 1 Mr. Wilkins stated the Site Selection Committee is recommending that two (2) Planning Commissioners be added to the Committee, that a workshop be scheduled to obtain public comment, and that Town staff coordinate with the Committee to obtain consultant services to perform the majority of the "technical" work necessary to collect the more detailed site data. Dennis Dickinson expressed his concerns to Council with regard to the absence of an Emergency Response Plan for the proposed improvements to the Town's Corporation Yard. It was moved by Councilmember Ingalls seconded by Councilmember Threshie and unanimously carried to solicit letters of cooperation/participation from the eight property owners and appoint Planning Commissioners Jensen and Tryggvi to the Site Selection Committee. 9.4 RECOMMENDED COMMENTS APPROVED FOR THE NOTICE OF PREPARATION FOR NORTHSTAR-AT-TAHOE HIGHANDS PROJECT, MAYOR AUTHORIZED TO SIGN RESPONSE LETTER , TO PLACER COUNTY. So moved by Councilmember Florian, seconded by Councilmember Ingalls and unanimously carried. Note: Comments on file in the Town's Community Development Department. 9.5 MARCH 6, 2003 REGULAR TOWN COUNCIL MEETING CANCELLED DUE TO A MAJORITY OF COUNCILMEMBERS ATTENDING THE CALIFORNIA REDEVELOPMENT AGENCY ANNUAL CONFERENCE. 10.
