Truckee Donner Public Utility District Board Room 11570 Donner Pass Road, Truckee, CA 1. CALL TO ORDER-Chair Ingalls called the meeting to order at 4:00 pm. 2. ROLL CALL PRESENT: Members Angelo Perata, Don McCormack, Paul Thomas, Geoff Stephens, Linda Fairman,Chelsea Walterscheid,Al Salas,Ron Ratto,Pat Sutton, and Dan Helm,and Chair Beth Ingalls. ALSO PRESENT: Daniel P. Wilkins,Town Engineer and Jim Smith, Staff Assistant 3. PUBLIC COMMENTS -None 4. APPROVAL OF MINUTES 4.1 Minutes of March 30,1999.Motion by Al Salas,seconded by Paul Thomas,to approve the minutes as submitted.Motion carried unanimously. 5. WORKSHOP 5.1 Home Show Committee Update—Beth Ingalls. Chair Ingalls reported on discussions held by the subcommittee for the upcoming Home Show on May 29th&30th at the Truckee High School. Councilmember McCormack and Member Perata volunteered their services for staffing the booth on Sunday;Members Walterscheid and Salas offered to assist with set up and breakdown,respectively. Items discussed relative to the Home Show: ➢ Recycle"Blue"Bags: Ron Ratto reported 9,000 bags for$1,085 per carton, 100 per box. It was anticipated that both the Glenshire-Devonshire and Tahoe Donner Homeowner Associations would each purchase bags for distribution to their respective participating homeowners. ➢ Logo and bumper sticker design done by Chair Ingalls was approved with only minor modifications, to be produced by a Reno,NV firm and should be available in time for the Home Show.The design included the universal recycle symbol and the slogan"Keep Truckee Green"in white lettering on a green background. ➢ Kitchen magnets were donated by the Tahoe Truckee Disposal Co. ➢ Bumper stickers,kitchen magnets and recycle bags to be used during the year after the show. ➢ Area schools had been contacted asking students to submit hand-drawn recycle fliers and artwork to display in the booth. ➢ CA Waste Management Board would also supply free hand-outs on waste management and recycling goals. ➢ A full Truckee recycling informational packet was being designed and written by Subcom- mittee Members and would be given to people visiting the booth. ➢ Member Sutton agreed to work on soliciting raffle prizes. ➢ Committee to raffle off a year's supply of blue bags.Each booth can do its own raffle;winner need not be present to win. A portion of parking fees from the event goes to a grand prize for the entire show. ➢ Budget request for approximately$100 for cost of raffle items. • ➢ Contingency plans to be made in the event product orders (bumper stickers, etc.) are not delivered in time. ➢ Vermin(red worm)composting display to be provided by Dan Helm as only one segment of the total recycling effort available to the public. ➢ A VCR would be available for showing videos about recycling information. 5.2 Discussion of Bear Proof Containers-ERLI.Ron Ratto of Tahoe Truckee Disposal passed around a series of photos depicting various styles of metal bear proof containers. Some were manufactured by a firm in South Lake Tahoe and one prototype made by Tahoe Truckee Disposal that was on display at the landfill. One-and two-can models were available mounted on a concrete slab. Initial design had been reviewed and approved by the Tahoe Donner Architectural Standards Committee for use within that subdivision. Units would be approximately $600, installed. Chair Ingalls noted that the CWMAC's goal would be to assist in the promotion of the containers and offered to provide display space for the photos at the Home Show. It was also suggested that two different models be placed on display outside the high school during the Home Show. There was a strong Committee consensus to promote the use of the containers throughout Truckee and the Tahoe Basin, as a regional approach. General discussion was held concerning the disposal company's collection fees,extra cans,complaint levels,and clean-up policy if animals knocked over exposed garbage cans. An update was provided by Paul Thomas and Ron Ratto concerning the abuse of the Tahoe Dormer recycling bins,complaints from neighboring residents,and the possibility of temporary removal of the bins in an effort to curtail abusive dumping.Member Sutton suggested that a CWMAC representative either attend the next meeting of the newly formed contractors association or invite their representative to the next CWMAC meeting to discuss the abusive dumping practices(construction debris,sheetrock, and paint cans). Some members felt the problem was stemming more from second homeowners rather than local contractors. It was the CWMAC position that all necessary steps to eliminate the problem was necessary,including possible formation of citizen watch-type programs.Another suggestion was to open garbage bags and attempt to find mail with names and addresses for contact by a CWMAC member and ask for discontinuance of inappropriate dumping. Town Engineer Wilkins felt it was the disposal company's call to remove the recycling bins;however,the disposal company did not want to make that decision alone and asked for the CWMAC to make a recommendation to the Town Council.Continued discussion on this issue to be agendized for a future meeting with accompanying press coverage by the Sierra Sun. 5.3 Budgeting Recommendations for FY 1998/99 SRRE & HHWE Program Implementation. Mr. Wilkins reviewed the projects requiring Committee Member time only, and those projects requiring Committee time and outside funding. Items discussed included: ➢ TV6 recycling program > Legislative monitoring by Town and CWMAC > State Waste Management Board web site > Town web page > Small retailer outreach programs > Blue bag promotion vs distribution programs > Installation of recycling containers in the downtown area as a test program > Waste management conference attendance Town of Truckee Citizens Waste Management Advisory Committee April 27, 1999 Page 2 • Motion made by Member Thomas to fonvard CWMAC recommendations to the Truckee Town Council with latitude for Mr.Wilkins to adjust dollar allocations as necessary to fall within the $10,600 available.Second was provided by Member Perata; motion passed unanimously. Motion made by Al Salas to reimburse Chair Ingalls for computer expenses.No action taken; however the Chair was requested to report personal expenses at upcoming meetings. 6. ADJOURNMENT. Chair Ingalls adjourned the meeting at 6:00 pm after reminding the members that the next meeting would be held at the Tahoe Truckee Disposal Landfill on Highway 89 South at 4:00 pm. The meeting would include a tour of the recycling center followed by a shortened Committee meeting.
