Wright, Town Manage SUBJECT: Discussion of Open Space Definitions RECOMMENDATION: Provide direction as desired DISCUSSION: The primary purpose of tonight's meeting is to discuss possible definitions of Open Space for the Truckee area and/or criteria for making that determination possible.Attached for Committee consideration is the recent agenda packet from the joint Town Council/Planning Commission meeting where this issue was considered.Also attached is a set of the draft minutes from that meeting so that Committee members who where not in attendance can review the basics of the discussion that occurred. In addition, this packet includes excerpts from a number of agencies in the business of open space acquisition and maintenance (thanks Pat). The excerpts attached are not the entire contents of agency web pages or report documents, but rather those portions that provide information about how those agencies attempted to define open space in their jurisdictions. It is hoped that through Committee discussion general direction could be established so that the next steps in the process of the Committee's work can proceed. Before actually moving forward with a ballot measure it might be appropriate to again revisit the ongoing General Plan process to see if there are significant similarities or conflicts between the Committee definitions and those coming out of the GP process. Based upon prior discussions, it is anticipated that the next meeting could focus on a discussion of the variety of revenue raising alternatives could occur and then at a subsequent meeting conversation with one or more pollsters could occur to provide direction for the next steps in the Committee's process. Discussion — Should our effort have a relationship to the current General Plan process? 4. Discussion —What should our definition of Open Space be? Different from the General Plan? 5. Adjourn Open Space Committee Discussion Topics • Options for financing —sales tax, property tax, TOT, property transfer tax, Mello Roos, G.O. bond, other. Identify then prioritize. • What should $$$ be used for? o Acquisition of land for OS o Acquisition of trail/access easements o Acquisition of land to sell or trade for other land o Maintenance of OS ., o Maintenance of trails o Building facilities o Educational efforts o Other.:: • What land should be acquired? Should it be on a map or should it be a philosophy? Priorities? • Should we have an inventory of available land? • Who should administer the$$$?Who should own the land?Who maintains it? How much flexibility should they have to spend the $$$? • Review what other agencies have done (don't reinvent the wheel). • What should a poll try to ascertain? o A response to specific ballot language? o What specific community interests there are like vacant OS vs. trails vs. recreation space vs. recreation facilities o The level of funding (taxpayer willingness) • Who elseshould we involve in this process? Should there be partners sought to share in the polling effort? (TDR&PD?) • Some land may have liabilities (like Jibboom hillside). Should we consider acquiring those types or should we avoid them? • Should we look beyond the Town limits for either open space land acquisition or for individual citizen involvement (i.e. tourists/visitors)? • Should we consider an Open Space District as a separate organizational entity, or should we use a local entity to administer this program? • What should our relationship be with the current General Plan update process? • Identify existing activities in Town —current OS, current efforts, map. Environmentally sensitive land,scenic vistas, etc.
