CALL TO ORDER- Mayor Owens called the meeting to order at 6:08 p.m. 2. ROLL CALL: Council Members: Threshie, Ingalls, Vice Mayor Susman, and Mayor Owens. Commissioners: Leyton, Litchfield, Riley and Commission Chair Jensen. Councilmember Florian and Commissioner Richards were noted as absent. Also Present: Community Development Director, Tony Lashbrook, Town Planner Duane Hall, Associate Planner, Heidi Scoble, Assistant Planner, Stacy Wydra, Assistant Planner, Denyelle Nishimori, Planning Technician, Elizabeth Richardson, Town Manager, Stephen Wright and Judy Price, Town Clerk. 3. PLEDGE OF ALLEGIANCE—deferred 4 WORKSHOP TOPICS 4.1 Town Council and the Planning Commission provided direction on the General Plan Update issues of Open Space and Conservation, Community Character. Mayor Owens opened the Workshop and introduced David Early. David Early from Design Community and Environment provided a presentation to guide the discussion and facilitated the break out groups. The presentation included: • Introduction of new dates for workshops, January 15, 2004, February 12, 2004 and March 11, 2004. • An overview of Phase 1 and Workshop 1 of Phase 2. • Discussion of using an organizational devise called the Transect for planning purposes. o Dividing a geographic area by densities of development: • Wilderness Town of Truckee General Plan Update Workshop Page 1 4 • Semi-rural • Rural residential • Suburban • Town center • Open Space issues break out group discussion topics: o Desired types and locations for open space • Determine the reason for the open space will determine the type of open space. • Wilderness • Resources areas • Habitat • Community gathering spaces • Recreational areas • Parks o Permanent protection of open space. What are the appropriate tools to protect open space? o Requirements for open space for new development. • What types of development count towards open space requirements? • Should golf courses count to open space? • Community Character break out group discussion topics: o Clustered development • Define clustering • Rural clustering • Rural suburban clustering • Medium density residential cluster • Full mixed use development • Where in and around Truckee is each of the types of clustering appropriate? o Neighborhood centers and connectivity of neighborhoods • Character of neighborhood centers • Size and type of centers • ' Connecting centers • Do Truckee's neighborhoods need additional focal points? o If yes, where and what amenities should they provide? • Should the neighborhood centers be connected and how? o Corridors - Four (4) were identified. • Donner Lake • Preserve the cottage character; or • Improve with recreational access • Gateway area Town of Truckee General Plan Update Workshop Page 2 • • Retain and improve existing; or • Create a town in this area; or • Move back to rural area • Brockway road • Identify Town oriented nodes; or • Improve as suburban and residential corridor; or • Enhance as a rural character • West River St • Should it be an improve industrial area; or • Enhancethe river and move the industrial; or • Create an extension to downtown What is the appropriate design strategy? Should it be improved for bicycle and pedestrian traffic? If yes, what would the improvements be? The public broke into eight groups for 95 minutes to discuss the questions posed by the Consultant. Each group chose a representative to outline their findings before Council and the Commission. Detailed results from the Groups to be provided by the consultant. Public input; Council and Commission direction. Open Space 1. Priorities for open space a. Wilderness b. View sheds c. Habitat corridors d. Parks 2. Tools to acquire open space should include any possible avenue. Open space should not be acquired by eminent domain. a. Transfer from development b. Trusts c. Agency cooperation d. Taxes e. Density bonuses offered to developers 3. Preference open space definition to be: The bulkof open space should be none residual, usable open space, for passive recreational use. a. Different open spaces should be.defined. Development policies for each definition are necessary and should be based on the degree of open space defined by the amount of land disturbance. Additionally on open space 1. Golf courses should be removed from the General Plan as an appropriate use of land in Truckee. Town of Truckee General Plan Update Workshop Page 3 2. Plan for connectivity to open space in adjacent areas. 3. Community parks or gathering places on the river downtown and in Glenshire. 4. Consider additional site specific criteria for open space. Community Character 1. Clustering a. Clustering should be evaluated on a site specific basis using a Conservation Subdivision Design. b. Clustering should be defined based on the goals of the clustering including: i. Increase open space ii. Improve circulation iii. Adjacency and connectivity issues 2. Neighborhood centers and connectivity a. Town wide greenbelt or park trail system to link the Town b. Increase transit c. Economic evaluation of neighborhood centers d. Flexibility in zoning for increasing neighborhood centers Corridors 1. Gateway a. Add traffic calming b. Enhance landscaping c. Move parking to the side and back of buildings d. Add pedestrian access separate from the vehicle throughway e. Corridor should be considered from Freeway access to Freeway access f. Increase mixed use 2. West River St a. Current General Plan is adequate b. Encourage uses to enhance the river c. Encourage uses that enhance recreation on the river d. Pedestrian crossing over the river close to downtown 3. Donner Lake a. Increase access to public peers b. Maintain the cabin feel c. Separate auto and pedestrian traffic 4. Old Brockway Road a. Traffic calming narrow the roadway b. Add a bike lane c. Increase pedestrian traffic d.. Create a scenic corridor e. Increase vegetation Town of Truckee General Plan Update Workshop Page 4 Council encouraged the public to stay involved and communicate with the Council between the sessions to improve the productivity of the workshops. 5. PUBLIC COMMENT Andrew Esler,Truckee resident requested the Consultant's provide more statistical information at the workshops. Response: Tony Lashbrook, Community Development Director announced the next General Plan Workshop scheduled for December 11, 2003. It will address affordable housing and information is available on the Town website www.townoftruckee.com and hard copies can be pickup up at Town Hall. 6.
