HomeMy Public PortalAboutOpen Space Committee (18) Open Space Committee Minutes March 31, 2004 Roll Call — Richard Anderson, Pat Davison, Beth Christman, Hershel Deardorf, John Eaton, Beth Ingalls, Tony Lashbrook, Cappy Mann, Perry Norris, Stephanie Olivieri, Ted Owens, Steve Randall, and Steve Wright. Representatives from the polling firms met with the Committee to initiate the "kick off° meeting related to designing the proposed poll. Josh Morris from Shilts Consultants (SCI) and Tim McLarney from True North, Inc. reviewed the proposed process from this point forward. Over the next 2-3 weeks they will prepare the first draft of both the telephone and written poll questions. They will then meet with the Committee to continue to refine the questions until consensus is reached and actual polling can begin. They project that they will be making 300 phone surveys and mail approximately 3,000 surveys (with an expectation of a 25% response). None of the written or phone surveys will be made to the same respondent nor will they overlap those people being surveyed by the Recreation District during this same time period. The Committee then reviewed previous discussion topics with the consultants including potential definitions of open space, possible revenue options and potential administrative authorities. Based on the general dialogue, the consultants felt that they now have enough information, added to their past experience in crafting open space polls, to allow them to make a first draft of sample questions. They specifically recommended against polling for issues related to the type of administrative authority and instead suggested that the poll on the primary issues be conducted and then the Committee and Council should resolve this particular issue. The next meeting will be set when the first draft set of questions is developed — in approximately 3 weeks. The Town Committee meeting will then be scheduled for 5 pm or later.
