Open Space Committee Minutes February 23, 2004 Roll Call — Richard Anderson, Florence Cox, Beth Christman, John Eaton, Beth Ingalls, Steve Randall, Lynn Saunders, Hugh Williams, Jody Scowcroft, Leigh Fitzpatrick, Dave Polivy, Tony Lashbrook and Steve Wright. Consultant Josh Morris from Shilts Consultants was also in attendance. Polling consultant Josh Morris reviewed the background and credentials of his firm, Shilts Consultants, Inc. He then reviewed the two primary types of revenue raising ballot measures, special taxes and benefit assessments, and the methodologies used by his firm to evaluate voter support for each. The Committee members then discussed the potential ramifications of the broad types of questions that might be asked. The Committee also discussed the various options outlined in the Shilts proposal and reached consensus on recommending option 3. b. which is a combination of telephone and mail surveys. The Committee felt that this was the most thorough survey of all of the options and that since the TDRPD was using the same firm and the same option, that there was a cost savings advantage too. Since the proposal cost exceeded the current budget allocation, the Committee reached consensus that a request should be made to the Town Council for an additional budget allocation for the required funding. Should the Council support the budget adjustment, the next step would be for the Town Manager to complete a professional services agreement with the Shilts firm and then schedule a "kick off meeting" with the Committee as soon as possible— probably within about 3-4 weeks. The actual survey work and data analysis (including specific recommendations based upon survey results) was estimated by Josh Morris to take from 3 to 6 months from start to finish. The next Committee meeting will be scheduled as the "kick off meeting" as soon as the Council approval and contract agreements can be finalized.
