1. CALL TO ORDER— Mayor Goodwin called the meeting to order at 6:00 p.m.
2. ROLL CALL: Council Members; Flora, Tirman, Abrams, Vice Mayor Wallace Dee, and
Mayor Goodwin.

4. PUBLIC COMMENT— none.
5. PRESENTATIONS
5.1 Gerald Herrick, long-time Truckee Day Chairman, received the Proclamation for
Truckee Day, June 3, 2017.
5.2 The Truckee Day Hall of Fame Induction was presented to Anna Grahn-Nilsson.
5.3 Introduction of new employees:
• Chief Building Official, Johnny Goetz, introduced Office Assistant, Kelly
Huelskamp.
• Street Maintenance Manager, Thom Ravey, introduced Street Maintenance
Worker II, Kyler Coxson.
6. CONSENT CALENDAR
Staff pulled Item 6.2 to continue to the next regularly scheduled meeting of the Town
Council.
Staff pulled Item 6.5 to table until a later date.
It was moved by Vice Mayor Wallace Dee, and seconded by Council Member Flora,
to approve Consent Calendar Items 6.1, 6.3, 6.4, 6.6 and 6.7 as follows:
6.1 Adopt Resolution 2017-19 authorizing access to state and Federal level summary
criminal history information for employment with the Town.

6.3 Accept the Treasurer's Report for the Quarter Ended March 31, 2017.
6.4 Authorize the Town Manager to execute an updated Joint Powers Agreement with
the Public Agency Risk Sharing Authority of California (PARSAC).
6.6 Authorize the Town Manager to increase the contract amount with JD Floss
Hardwood and Carpets from $43,078.16 to $77,036.21 for the purpose of replacing
additional carpeting and installing wood flooring not previously included in the
Town Hall Remodel Project, and maintain the existing $6,500 of contingency
authorization for that contract.
6.7 Approve Resolution 2017-24 awarding an $11,440 one-time performance based
pay amount to Town Manager, Tony Lashbrook, and approve an Employment
Contract for the Town Manager for the period May 20, 2017-July 15, 2017.
The Consent Calendar carried with the following vote:
Ayes: Council Members Tirman, Abrams, Flora, Vice Mayor Wallace Dee,
and Mayor Goodwin.

The motion passed unanimously.
6.2 Amend Municipal Code Title 9.07-Unclaimed Property.
Recommended Action: Waive the first reading and introduce Ordinance 2017-03
amending the Town of Truckee Municipal Code Title 9 Chapter 9.07 Unclaimed Lost
Property.
Andy Morris, Town Attorney, pulled the item to continue it to the next meeting due to the
item being incorrectly on the consent calendar.
6.5 Solid Waste and Recycling Consultant HF&H Consultants to expand services to
assist with Memorandum of Understanding.
Recommended Action: Authorize the Town Manager to amend the contract with HF&H
Consultants to increase the amount awarded in the amount of $77,718 to continue
assisting the negotiation of a new solid waste franchise agreement and expanding the
scope of work to include negotiation of a new Memorandum of Understanding with
Placer County for post-collection services.
Tony Lashbrook, Town Manager, pulled the item to table it to a future meeting in order to
further discuss some figures with the consultant that were provided.
7. DISCUSSION ITEMS
7.1 STAFF REPORT: Housing Work Plan
Recommended Action: Review the proposed Housing Work Plan, prioritize the proposed
tasks, and direct staff to move forward with the Work Plan.

Council Discussion:
' • The Town can't control what the Special Districts charge in fees. It may be worth
talking to the Special Districts to see their response to the idea of reduced fees or
incentives.
• The Town does have some pull with the Recreation and Park District and the Fire
Protection District.
• Educational outreach to the absent homeowners may be worth the effort in order
to educate and make them aware of how acute the housing crisis in Truckee is.
• There was discussion about prevailing wage, and there are only a few very
specific things that are not subject to prevailing wage. AB 199 would require that
any project that has any public input will require prevailing wage — but it hasn't
been passed yet. The Town is maintaining awareness as it moves forward.
• The consultant will have some latitude to make suggestions in regard to funding
sources.
• Overall this is a solid housing work plan.

Council Direction:
• Do outreach to educate out-of-the-area homeowners about the housing
crisis in the Truckee area.
• Move forward with the Development Code updates and the funding source
study, then prioritize the others with what the Town can directly change
and affect.
7.2 STAFF REPORT: Truckee Long-Range Transit Plan
Recommended Action: Provide comments on the Truckee Long Range Transit Plan and
consider adopting the Plan.
Dan Wilkins, Director of Public Works/Town Engineer, presented from the staff report,
(presentation on file with the Town Clerk).
Gordon Shaw, LSC Transportation Consultants, presented to Council (presentation on
file with the Town Clerk).
Council Discussion:
• Questioned whether increasing parking fees would create a disincentive to
private car use, which in turn may help to fund transit operations.
• The new routes are a great idea. We need to look at where people will be able to
park to access the bus pick-ups.
• It generally takes 3 years for the public to become fully aware of transit
opportunity and use.
• Anecdotally, Aspen, Colorado offers free shuttle service every 10 minutes on
their busiest routes however, they are more compact in service area which
means that what you can do in 10 minutes in Aspen, can only be done in half an

hour in Truckee. They also have parking disincentives like paid parking
everywhere, plus they have been offering transit for 40 years so the ridership is 111more aware. Mammoth Lakes also offers free busses every twenty minutes
through two o'clock in the morning. They get 30% of the skiers to the ski areas
without private transportation.
• Truckee is auto-centric and low density; which both work against public
transportation.
• It is unfortunate to see that transit to Reno is no part of the long range plan; it
seems to be particularly overlooked.
• As a general rule, after one year, ridership should be at 50% of what it will end up
being. Moving forward, that number should be indicative of what your ridership
would ultimately be.
• The AMTRAC system is somewhere to start looking because those buses are
already running, and they are practically empty.
• There may be some cost savings to be had with modifying the Dial-A-Ride
services.
Mayor Goodwin opened the item for public comment.
Jaime Wright—Truckee North Tahoe Transportation Management Association:
• She sat on visioning committee.
• Encouraged the Council to approve the plan set before them.
• Plan is in alignment with the Council's priority to reduce greenhouse gasses.
Lindsay Romack—Truckee Resident:
• Next week there is a meeting between Placer County, the California Highway
Patrol, and Caltrans in regard to creating a third lane on 267 for Northstar traffic.
• She would like to see an extension of the service times / routes, and would love
to see extended subdivision service.
• Big proponent of increased evening service to get people downtown.
Suzie Tarnay—Truckee Resident:
• The park and ride idea is a really great, but for winter use a 5 minute walk to a
pickup location would not be feasible for parents with small children.
• Possibly look at parking areas that are used for summertime pool access that
could be used for this type of parking during the winter months.
Mayor Goodwin closed public comment.
Council Direction:
• Council would like to see the report come back at a later date with report
numbers to include information about transit to Reno in order to round out
the regional area as a whole.
• Have the Town's legal department communicate with our Legislators
regarding the legislation that prohibits individuals from riding the AMTRAC
busses from Truckee to Reno if they did not arrive on a Train in Truckee.

7.3 STAFF REPORT: Solid Waste Franchise Agreement Proposal Review
Recommended Action: Provide direction to staff to proceed in finalizing negotiations
with Tahoe Truckee Sierra Disposal (TESD) for a new solid waste franchise agreement.
Tony Lashbrook, Town Manager, pulled the item to table it to a future meeting in order to
continue discussions with the consultant before bringing the final figures back to Council.
7.4 STAFF REPORT: Amendment to Purchasing Ordinance
Recommended Action: Waive the first reading and read by title only Ordinance 2017-04
revising and restating Chapter 3.12 of the Municipal Code, comprising the Town's
purchasing ordinance.
