Vice Chairman Kemna called the meeting to order at 7:30a.m. A quorum was present at this time. The
following guests attended the meeting: Mayor Carrie Tergin; Jeff Delong, 410 Brookwood Court; Randy
Hughes, 2407 Scenic Drive; and Michael Shine with News Tribune.
1) Introductions
Introductions were made at this time.
2) Approval of the August 12, 2021 Committee meeting minutes
Councilman Lester moved and Councilman Schreiber seconded to approve the August 12, 2021 minutes,
motion carried.
3) New Business
1. Road Side Park on Missouri Boulevard Masterplan Development (Westside
Business Association, Requestor) (Britt Smith)
Mr. Smith explained MoDOT gave the property to the City and the staff have been mowing the
area. The West Side Business Association and the Jefferson City West Side Rotary have contacted
him regarding upkeep of the property. He introduced Jeff Delong member of those groups.
Mr. Delong explained the business association and rotary would like to do some fundraisers in
order to spruce the area up with low maintenance plants, put in picnic tables, and possibly a small
pavilion.
There was discussion among Committee members, staff and those present regarding the plan,
license agreement, and enhancement of the area. Committee member felt this was a good plan.

2. Mutual Aid Agreement with Holts Summit (Eric Seaman)
Mr. Seaman explained the City of Holts Summit is a wholesale treatment customer and their
sewer system is physically connected to the City of Jefferson. He stated it is in the best interest for
both Cities to provide mutual assistance in the event of catastrophic events to protect public health
and the environment.
Councilman Schreiber moved and Councilman Lester seconded to refer the agreement to the
City Council with recommendation to approve, motion carried.
3. Development Agreement with JCW Boonville Properties LLC (Eric Seaman)
Mr. Seaman explained a subdivision with City of Jefferson sanitary sewer is being built in Cole
County in the southwest corner of Westport Drive and South Country Club Drive. The City has
operated a substandard and non-compliant sewage pumping station adjacent in a drainage basin to
the northeast of the proposed subdivision. To eliminate the pump station, the developer will have to
build his sewer at twice the depth and extend sewer an additional 450 feet than what is necessary to
serve their subdivision. Staff recommends taking advantage of this cost agreement that will expedite
removal of the current pump station.
Councilman Schreiber moved and Councilman Lester seconded to refer the agreement to the
City Council with recommendation to approve, motion carried.
4. Transit Bus Replacement Grant (Matt Morasch)
Mr. Morasch explained Transit wishes to apply for a grant which is 100% federally funded.
There is a need to replace two of the Handiwheels buses.

Councilman Lester moved and Council Schreiber seconded to refer the grant application to the
City Council with recommendation to approve, motion carried.
4) Citizen opportunity to address Council/Staff on Stormwater and Other Public Works Issues
• Mr. Hughes requested the storm drain in his area needs to be replaced.
There was discussion among Committee members, staff and Mr. Hughes regarding the previous
property owner being given the pipe and the property owner had it installed, extensive excavation that
would need to be performed, lining the pipe, and getting the neighbors in agreement to do the work.
• Chairman Fitzwater stated he is still having frustrations with parking downtown and would like to have a
meeting to discuss parking issues.

Subject: Bond Issue for April, 2022
Staff recommends authorizing a referendum for April 5, 2022 for $44M in sewerage
revenue bonds.
Successful passage of the referendum will allow the City to borrow low interest loan
money for sewer system improvements.
Sewer rates will remain on the incremental increase schedule approved by Council in
June, 2021.
Attached is a draft ordinance that Staff recommends being first read at the November
15, 2021 Council Meeting. The deadline to notify County Clerks for the referendum is
January 25, 2022.

SUMMARY: This ordinance authorizes the Mayor and City Clerk to notify the County

BACKGROUND INFORMATION: Staff has identified $44M in needs to keep the sanitary
sewer system in compliance. This referendum will be to sell up to $44M in bonds to further
construct sanitary sewer improvements to remain in compliance.
FISCAL INFORMATION: The City will pay its share of the election expenses for a April 5,
2022 referendum. Subsequent debt repayment costs will be determined based on the
results of the referendum. Approval will utilize sewer rates already set with no anticipated
additional increases.

AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CALLING A SPECIAL
ELECTION ON A REVENUE BOND QUESTION IN THE CITY OF JEFFERSON, MISSOURI
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. The City Council finds it necessary and hereby declares its intent to borrow
$44,000,000 for the purpose of improving and extending the City's sewerage system (the
"Project") and to evidence such borrowing by the issuance of sewerage system revenue bonds
(the "Bonds") of the city in the amount of $44,000,000.
Section 2. A special bond election is hereby ordered to be held in the City of Jefferson,
Missouri, on Tuesday, April 5, 2022 on the following question:
QUESTION
Shall the City of Jefferson, Missouri, issue sewerage system revenue bonds in the amount of
$44,000,000 for the purpose of improving and extending the City's sewerage system, the cost of
operation and maintenance of said sewerage system and the principal of and interest on said
revenue bonds to be payable solely form the revenues derived by the City form the operation of
its sewerage system, including future improvements and extension thereto?
Section 3. The form of Notice of Special Election showing said question, a copy
attached hereto and made part hereof, is hereby approved
Section 4. The City Clerk is hereby authorized and directed to notify the County Clerk of
Cole, Missouri, and the County Clerk of Callaway, Missouri, of the passage of this ordinance no
later than 5:00 PM on Tuesday, January 25, 2022 and to include in said notification all of the
terms and provisions required by Chapter 115, RSMo, as amended.
Section 5. The City expects to make expenditures on and after the date of passage of
this Ordinance in connection with the Project, and the City intends to reimburse itself for such
expenditures with the proceeds of the Bonds. The maximum principal amount of Bonds
expected to be issued for the project is $44,000,000.
Section 6. This Ordinance shall be in full force and effect from and after the date of its
passage and approval.

Subject: Proposed Section 29 revisions
Clean Water laws are enforced by the Missouri Department of Natural Resources but
are delegated to the City for industrial and commercial customers who are connected to
our sanitary sewer system.
Our last pretreatment Code update was in 2016. Much like other parts of the City Code
it is a 'living document' that needs to be updated from time to time to better reflect
Federal and State Clean Water rules.
The attached revisions reflect:
• Adding definitions for Dental Amalgam and Dental Discharger (29-1 Definitions
and Abbreviations)
• Changing definition of Significant Noncompliance reporting period. (29-1
Definitions and Abbreviations)
• Updating code to clarify need for grease and oil equipment and that they are
maintained properly (29-94 Interceptors)
• Changing Pollutant limit for Iron to better reflect industry standard. The new limit
will still be protective of water quality. (29-96 Specific Pollutant Limitations).
• Adjusting time that records are kept by industrial users to reflect federal law (29-
101.1 Records, information, etc., from industrial users.)
• Requiring a one-time dental amalgam compliance report to comply with federal
rules. (29-1 01.1 Records, information, etc., from industrial users.)
• Specifying corrective action in response to a Notice of Violation (29-1 08 Notice of
Violation)

A second draft bill increases surcharges for high strength wastes (Biochemical Oxygen
Demand and Total Suspended Solids). These rates have not changed since 1987. The
rate study by Rafetilis Financial Services recommends incremental increases to the
surcharges over a six-year period.
These charges increase revenue nominally but are intended to incentivize reduction of
loading to the treatment facilities and extend the life of the facilities.
Staff recommends forwarding these bills to the November 15, 2021 Council Meeting.

AN ORDINANCE AMENDING CHAPTER 29 (SEWERS AND SEWAGE DISPOSAL) OF THE
CODE OF THE CITY OF JEFFERSON, MISSOURI, BY CHANGING DEFINITIONS,
ADJUSTING SPECIFIC POLLUTANT LIMITATIONS
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. Chapter 29 (Sewers and Sewage Disposal) Sec. 29-1 (Definitions and
Abbreviations) is amended as follows:
Dental amalgam An alloy of elemental mercury and other metal(s) that is used in the practice of
dentistry.
Dental Dischargers A facility where the practice of dentistry is preformed including, but not limited to.
institutions, permanent or temporary offices, clinics, home offices, and facilities owned and operated
by Federal, state or local governments, that discharges wastewater to a publicly owned treatment
works
Significant noncompliance. Applies to all significant industrial users (or any other industrial user that violates
C, D, or H hereof) and shall mean:
A. violations of wastewater discharge limits, defined here as those in which 66 percent or more of all of the
measurements taken during a six-month period exceed, by any magnitude, the daily maximum limit or
the average limit for the same pollutant parameter numeric pretreatment standard or requirement,
including instantaneous limits, as defined in article Ill;
B. Violations in which 33 percent or more of all of the measurements for each pollutant parameter taken
during a six-month period equal or exceed the product of pretreatment standard or requirement
including instantaneous limits, as defined by article Ill multiplied by 1.4 for BOD, TSS, fats, oil and
grease, and 1.2 for all other pollutants except pH;
C. Any other violation of a pretreatment standard or requirement as defined by article Ill (daily maximum,
long-term average, instantaneous limit, or narrative standard) that the director of public works
determines has caused, alone or in combination with other discharges, interference or pass through,
including endangering the health of POTW personnel or the general public;
D. Any discharge of a pollutant that has caused imminent endangerment to human health, welfare or to the
environment or has resulted in the POTW's exercise of its emergency authority to halt or prevent such
a discharge;
E. Failure to meet, within 90 days after the schedule date, a compliance schedule milestone contained in a
local control mechanism or enforcement order for starting construction, completing construction, or
attaining final compliance;
F. Failure to provide, within 4S 30 days after the due date, required reports such as baseline monitoring
reports, 90-day compliance reports, periodic self-monitoring reports, and reports on compliance with
compliance schedules;

G. Failure to accurately report noncompliance;
H. Any other violation, which may include a violation of BMPs, or group of violations which the director of
public works determines will adversely affect the operation or implementation of the local
pretreatment program.
Section 2. Sec. 29-94 (Interceptors) is amended as follows:
Sec. 29-94. Interceptors.
Grease, oil and sand interceptors shall be provided at the user's expense wAeA, in accordance with the Building
Code or the opinion of the Director of Public Works, they are necessary for the proper handling of liquid wastes
containing grease in excessive amounts or any flammable wastes, sand, and other harmful ingredients except, that
such interceptors shall not be required for private living quarters or dwelling units. All interceptors shall be of a
type and capacity approved by the Director of Public Works and shall be so located as to be readily accessible for
cleaning and inspection. Grease and oil interceptors shall be constructed of impervious materials capable of
withstanding abrupt and extreme changes in temperature. They shall be of substantial construction, watertight
and equipped with easily removable covers which when butted in place shall be gas-tight and watertight. WAeFe

Traps and Interceptors shall have cleaning schedules as frequent as necessary to prevent discharge of grease and
oil to the sanitary sewers. Owner shall maintain records of cleaning in a manner acceptable to the Director of
Public Works. Records shall be maintained for a least one (1) year and shall be made available to City staff
during periodic inspections or upon request.

Sec. 29-96. Specific pollutant limitations.
A. The biochemical oxygen demand (BOD) and the total suspended solids discharged to the City's POTW shall
not exceed 450 mg/1. Any discharges(s) in excess of the limit shall enter into an agreement with the City for
an exception and/or implementation of an approved pretreatment program.
B. No person shall discharge or cause to be discharged wastewater to the POTW containing concentrations
in excess of the limitations as set forth for the following substances:

Section 4 . .:. Sec. 29-101.1 is amended as follows:
Sec. 29-101.1. Records, information, etc., from industrial users.
A. When required by the Director of Public Works industrial users shall have on file with the City,
wastewater information deemed necessary for determination of compliance with this chapter, the City's
NPDES permit conditions, and State and federal law. Such information shall be provided by completion of
a questionnaire designed and supplied by the Director of Public Works and by supplements thereto as
may be necessary. Information requested in the questionnaire and designated by the user as confidential
is subject to the conditions of confidentiality as set out in section 29-7.
1. Any industrial user and POTW subject to the reporting requirements established in this chapter
shall maintain records of all information resulting from any monitoring activities required by this chapter.
Such records shall include for all samples:
a) The date, exact place, method, and time of sampling and the names of the person or persons
taking the samples;
b) The dates analysis were performed;
c) Who performed the analysis;
d) The analytical techniques/methods use; and
e) The results of such analyses.
2. Any industrial user subject to the reporting requirements established in this section shall be
required to retain for a minimum of five three years any records of monitoring activities and results
(whether or not such monitoring activities are required by this Chapter) and shall make such records
available for inspection and copying by the Director of Public Works. This period of retention shall be
extended during the course of any unresolved litigation regarding the Industrial User or POTW or when
requested by the Director or the Regional Administrator.
B. Where a person owns, operates or occupies properties designated as an industrial user at more
than one location, separate information submittals shall be made for each location as may be required by
the Director of Public Works.
C. The Director of Public Works shall implement measures to insure the confidentiality of
information provided by a user pursuant to this chapter.
D. Existing and new dental dischargers must submit a one-time compliance report for dental
amalgam on a form designed and supplied by the Director of Public Works

Section § Section 29-1 08 is amended as follows:
Sec. 29-108. Notification of violation.
Whenever the City finds that any user has violated or is violating this chapter, wastewater contribution
permit, or any prohibition, limitation of requirements contained herein, the City may serve upon such
person a written notice stating the nature of the violation. Within ten days of the date of the notice, a
plan for the satisfactory correction thereof shall be submitted to the City by the user. The plan shall
contain a description of the noncompliance and its cause; the period of the noncompliance including
exact dates and times, and if the noncompliance has not been corrected, the anticipated time it is
expected to continue; and steps taken to reduce, eliminate, and prevent the reoccurrence of the

noncompliance. Submission of this plan in no way relieves the user of liability for any violations occurring
before or after receipt of the notice of violation. Nothing in this section shall limit the authority of the City
to take any action, including emergency action or any other enforcement action, without first issuing a
notice of violation.

Section 1. Chapter 29 (Sewers and Sewage Disposal) Sec. 29-141 (Rates and
surcharges) is amended as follows:
B. A surcharge rate is established for any wastewater discharged into the City treatment works which
contains more than 300 milligrams per liter of suspended solids, or more than 250 milligrams per liter
biochemical oxygen demand as defined and determined by analytical methods published in Standard
Methods for the Examination of Water and Wastewater. Surcharges for suspended solids and BOD shall be
paid at the rates established in Rate Table II, and shall be paid in addition to the normally established rates
listed in Rate Table I. The charges shall become effective on the dates listed in the table, and shall be

Subject: Potential Airshow at the Jefferson City Memorial Airport
Staff request the Committee support to continue negotiation and coordination with the
local group who wish to bring an airshow to the Jefferson City Memorial Airport and
move a resolution forward to the Council authorizing the City Administrator to sign a site
use agreement and 002535 Request for Military Aerial Support.
Recently staff was approached by a local group wishing to bring an airshow to Jefferson
City. This desire was increased after a recent event at the airport drew an estimated
crowd of over 5,000 people with little advertisement of the event. It is the hope to
conduct the first airshow in the fall of 2022. Follow on event could be held yearly after
that.
The planning has progressed as far as possible without execution of a form 002535.
This form is used by the military in prioritizing events that they would support and is
usual submitted approximately a year in advance of the event.
Members of the group will attend the meeting to answer any questions.

events , expos itions and fairs , and public events which contribute to the public knowl edge
of Armed Forces equipment and capabilities (including recruiting and ROTC events).
Complete Sectio ns I-III and V-V II (Section IV is not applicable when requesting static
displays only). Requests must be made from the requesting organ ization in accorda nce
with each services policy in paragraph 9 of these instructions. The requester must satisfy
all safety and ope rationa l req uireme nts fo r the requested aircraft. Requests received
closer than 60 days (90 days for Marine Corps support) wi ll not allow adequate planning
for some organizations to support .
6. Civilian -sponsored req uests fo r perfo rmances by a fli ght demonstratio n team (Blue
Angels and Thunderbirds) w ill be co nside red o nl y fo r eve nts w hi ch a re : (1) aviation
or iented (e.g ., air shows, airport events, historica l aviation events); (2) pla nning civilian
aviation partic ipation ; (3) open to a ll Mi litary Services for participation, and (4) held
during the air show season (mid-Ma rch to mid-November). A part ia l reimb urse ment cost
(lodging and meals) of $6 ,000 per official demonstration (including any performance
where admission is charged to view a team) is payable by a ll nonmi litary requeste rs as

7. Req uests for single aircraft demonstrations (e.g .. F-22 , F-18 , Harrier) will be considered
for eve nts as described in paragraph 6 (1) th rough (4) above . Ai r Force requests for support
must be received by Ju ly 1 of the yea r prio r to the event. Army and Air Force single
aircraft demonstrations must be received for process ing at least 60 days prio r to the event.
Navy sing le ai rc raft de monstration requests must be received by July 1 of the year preceding
the year of the event. USMC Har ri er AV-8B, Osprey MV-22 , and Li g htning II F-35B
demonst ration or static d isp lay req uests must be received by Aug ust 26 of the year preceding
the year of the eve nt. Th e Ha rri e r de mo nst ration ca n onl y be pe rformed over a prepared hard
surface o r open water. (Scheduled Harrier events will receive two aircraft, one for
demonstration and one for static display. Fifty gallons of distilled water must be provided for
each Harrier demonstration.) Mea ls, lodg in g , a nd transportation fo r the aircrews must be
provided by the requester. Social media cove rage, at a minimum. is expected fo r all ftyovers
and static displays. Eac h Service w ill provide socia l media hashtags and handles to be used.
8. Civi li an-sponsored req uests for the U .S. Army parac hute tea m, the "Golde n Knights," are
considered for eve nts open to the pub li c such as ai r shows. sporting eve nts, fa irs, and othe r
outdoor eve nts that help connect the publi c with Ame rica's A rm y and en hance the U.S.
Army's marketing and engagement efforts. Appea ra nces on mili tary insta ll atio ns are only
approved in support of offic ia l "open house" programs. All requ este rs, mil itary and civi lia n,
must prov ide vehicles, hotel rooms. and a dai ly show fee. T he show fee must be received 60
days before the event or it wi ll be ca nce ll ed. Contact the Golden K nig hts fo r the current yea r's
support manu al wh ich in cludes the most up-to-date in fo rmation o n support re qu ire ments and
current show fee. T he Go lden Kni ghts' show sched ule is re leased in mid-January
approximate ly 30 days afte r the Internationa l Cou nci l of Air Shows (!CAS) convention . Afte r
the official sc hedu le is re leased, the Golden Knights co nsider additional performances if the
even t is req uested at least 60 days pri or to the event and the re is a team avai lable . In the
event of a cancellation , previously submitted requests are automatically co nsidered. The
show requester completes Section I, II , Ill , V, and V II of this fo rm and forwa rds the form to the
nearest FAA Flight Standards District Office (FSDO) for completion of Section IV . Please
send the completed form to the contact listed below.

Subject: Parking Garage Renovation
Staff request the Committees support to bring a consultant contract for the parking
garage renovation project to the full Council for action.
Per previous discussions, staff issued a Request for Qualifications for consultant
selection related to the parking garage renovation. Eight consultant teams responded
to the request of which 4 were selected for interview by the selection committee.
Ultimately the committee recommended the selection of the consultant team lead by
Structural Engineers Associates (SEA) from Kansas City, Missouri. SEA has extensive
experience in parking garage construction and renovation. The selection committee
found their experience coupled with proximity made them uniquely qualified for the
project.
Currently staff is working with the team to develop a final project scope and fee which
would be incorporated into a final agreement. It is anticipated that the agreement would
be ready to present to Council at the first meeting in December.
