The meeting was called to order at 9:00 a.m. by the Hon. William F. Koch, Jr., Mayor.

Noting a quorum present, Mayor Koch announced the meeting to be open.

On motion duly made and seconded the minutes of the Special Meeting of
April 12, 1989 were approved.
Commissioner Armour noted there was no reference made in the April 14, 1989
meeting Minutes to Mr. Dittman's request for approval of proposed safety
changes (speed bumps and striping) to the Gate House entrance -way to Place Au
Soleil or Commission approval of said request subject to review by the Town
Manager. Mr. Armour requested the April 14, 1989 Minutes be amended to
include said omitted item.
The Commission on motion duly made and seconded approved the Minutes of the
April 14, 1989 meeting as amended.

3. Financial Report
Mr. Gwynn reporting for April noted 96% of the roll has been collected and
noted the continuing deficit of about $70,000. On a question from the Mayor
Mr. Gwynn responded there is approximately $30,000 in delinquent taxes.
On motion duly made and seconded the Financial Report was accepted.
4. Police Report
Captain Buchan reported three burglaries with two related arrests. Captain
Buchan said Mrs. Estes' timely call on her suspicions resulted in the
arrests.
Mayor Koch suggested the Town write to Mrs Estes thanking her for her
alertness and cooperation. The Mayor urged all citizens to report any
suspicious action stressing the importance of Crime Watch.
Commissioner Armour noted the importance of instructing children on the
application of Crime Watch.
Mr. Flannery said he is presently working on such a plan.
Captain Buchan is adding a Service Report citing the beach area, AIA traffic,
and vehicle and pedestrian activity during the hours beginning and ending
the school day.
Captain Buchan reported that the department is in compliance with a
Certified Officer on the DUI machine.
On motion duly made and seconded the Commission accepted the Police Report.
5. Planning & Zoning Board Report
Request by Mr. and Mrs. Pulte to remove and replace with a single - family
residence on property located at 3432 North Ocean Blvd. Lots 49A- 50 -51.
Gulf Stream Property 112.
Mr. Mayer explained the vote of the Planning Board in this matter. Mr. Tedesco
made a presentation to the Commission. Discussion ensued with the applicant,
his attorney, residents, the Town Attorney and the Commission. On motion
duly made and seconded the Commission voted to table this matter until the
next regular meeting of the Commission scheduled for June 16, 1989.
Mr. Armour suggested the Town be responsible for following up on verbal
agreements between residents. Mayor Koch stated a telephone call to the Town
would be sufficient for a follow up. Mr. Mayer stated the CO is held until
all agreements are satisfied. Mr. Randolph said the condition should be
made at the outset.
Mr. Mayer noted the St.Andrew's request for a tennis court was withdrawn.

5. Site Plan Review Request by Mr. and Mrs. A. Sipp, 3435 N. Ocean Blvd.
to add a pool- spa- foyer. No variance required.
On motion duly made and seconded the Commission accepted the recommendation
of the Planning & Zoning Board to approve this request.
Discussion on the possible need for a Tree Removal Code.
6. Mr. Randolph gave the Second and Final reading of Ordinance 89 -3 as follows:

PROVIDING FOR THE "POWERS AND DUTIES OF THE
TOWN MANAGER "; PROVIDING FOR SEVERABILITY;
PROVIDING FOR CODIFICATION; AND PROVIDING AN
EFFECTIVE DATE.
On the question by Commissioner Armour if the terms were satisfactory, Mr.
Flannery said they were satisfactory.
On motion by Commissioner Armour and seconded by Commissioner Cross, Ordinance
89 -3 of the Town of Gulf Stream was approved by the Commission.
Mayor Koch noted this was one of the recommendations made by the Consultant.
7. Legal Opinion on moving the Pulte cottage to school property.
Mr. Randolph reported that Town Commission action would be required as
Town Code Section 11 (non- conforming use) contains language disallowing
expansion in any way. In order to accomplish this move the school will
have to apply for a variance to allow for the expansion of a non - conforming
use and for adjustment of setbacks.
The need for timely action was discussed. It was noted that the owner of
the property on which the building will be placed must make the application
for the variances. Mayor Koch said the school will be notified today.
8. Solid Waste Authority- Agreement for Re- Cycling Grant Application
Mr. Flannery summarized the Solid Waste Authority request for the Town of
Gulf Stream to participate in a joint re- cycling application grant to the
Florida Department of Enviornmental Regulation. On motion duly made and
seconded the Commission approved Town participation in the said grant
application.
9. Commission Comments
Mr. Flannery spoke on the conditions accompanying his acceptance of his
present postion as Town Manager; he was asked to accept $40,000 instead
of the $45,000 (the same salary the Police Chief was making) temporarily,
,because of budget problems. Mr. Flannery agreed to do so. Since that
time he has added the duties of Police Administrator and has been offered
$45,000 a year. Mr. Flannery accepted this offer. On motion duly made and

seconded the Commission agreed to pay Mr. Flannery the sum of $45,000
for his service as Interim Town Manager and Administrator of the Police
Department.
Mayor Koch spoke on the Paramedic contract noting he and Mr. Flannery
will attend a meeting next week on this matter.
Mayor Koch invited all to stay for the Civil Defense meeting on Hurricane
Preparedness which will immediately follow this meeting.
There being no further business the meeting adjourned at 10:05 a.m.

AN ORDINANCE OF THE TOWN COMMISSION OF
THE TOWN OF GULF STREAM, PALM BEACH
COUNTY, FLORIDA, PROVIDING FOR THE
"POWERS AND DUTIES OF THE TOWN MANAGER ";
PROVIDING FOR SEVERABILITY; PROVIDING FOR
CODIFICATION; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE TOWN COMMISSION OF THE TOWN OF
GULF STREAM, as follows:
Section 1. The Code of Ordinances of the Town are
hereby amended so as to provide for the specification of the
powers and duties of the Town Manager, as follows:
Powers and Duties of the Town Manager.
The Town Manager shall be the Chief Admini-
strative Officer of the Town. He shall be
responsible to the Commission for the admini-
stration of all Town affairs placed in his
charge by or under the Town Charter or by way
of the ordinances of the Town or the direction
of the Town Commission,
The Town Manager shall:
(a) Recommend to the Town Commission the
appointment of, and when he deems it
necessary for the good of the Town, the
suspension or removal of all appointive
administrative officials provided for by
or under the Charter or by Town
Commission ordinance; the Town Commission
may accept or reject such recommendations
and may make appointments in the absence
of such recommendations.
(b) Appoint, and when he deems it necessary
for the good of the Town, suspend or
remove, all other Town employees. He may
authorize any administrative officer who
is subject to his direction and super-
vision to exercise these powers with
respect to subordinates in that officer's
department, office or agency;
(c) Direct and supervise the administration
of all departments, offices and agencies
of the Town except as otherwise provided
by Charter or by law;
(d) Attend all Town Commission meetings and
he shall have the right to take part in
discussion but may not vote;
(e) Administer all laws, provisions of the
Charter and acts of the Town Commission
subject to enforcement by him or by
officers subject to his supervision;
(f) Prepare and submit the annual budget and
capital programs to the Town Commission;
(g) Submit to the Town Commission and make
available to the public a complete report
on the finances and administrative
activities of the Town as of the end of
each fiscal year;
(h) Make such other reports as the Town
Commission may require concerning the
operations of Town departments, offices
and agencies subject to his direction and
supervision;
(i) Keep the Town Commission fully advised as
to the financial condition -and future
needs of the Town and make such
recommendations to the Town Commission
concerning the affairs of the Town as he
deems desirable;
(j) Sign contracts on behalf of the Town as
directed by the Town Commission;
(k) Perform such other duties as are
specified in the Charter or ordinances of
the Town or as may be required by the
Town Commission;
(1) The Town Manager shall represent the Town
before appointive officers . of other
governmental bodies except when the Town
Commission shall have designated some
other person to act."
Section 2. If any provision of this Ordinance or
the application thereof is held invalid, such invalidity shall
not affect the other provisions or applications of this Ordinance
which can be given effect without the invalid provisions or
applications and to this end the provisions of this Ordinance are
hereby declared severable.
Section 3. This Ordinance shall be codified and
made a part of the official Charter of the Town of Gulf Stream,
Florida.
Section 4. This Ordinance shall take effect
immediately upon its passage and approval, as provided by law.

The Solid Waste Authority of Palm Beach County requests the
Town of Gulf Stream to participate in a joint application for
recycling grant money from the Florida Department of Enviromental
Regualtion under the grant program established by the Florida
Legislature. As you know, 1988 revisions to solid waste management
laws require recycling 30% of the solid waste stream in all Florida
Counties by 1994. To assist local governments in pursuing
recycling programs the State has established a six year grant
program which will disburse $25,000,000 statewide annually. These
grants are to enable local government to operate solid waste
management recycling and education programs to carry out the
purposes of the recycling legislation.
In Palm Beach County the Solid Waste Authority is charged with
the responsibility of ensuring that the goal is met. The statute
and grant rules strongly encourage the Authority and cities to
apply jointly through interlocal agreements. In Palm Beach County
only two cities would qualify to apply on their own because each
applicant must have a 1988 population of greater than 50,000.
Additionally, they must match the grant on a dollar- for - dollar
basis if applying individually. However, if a sufficient number
of municipalities apply jointly with the Authority, there is no
matching requirement. The county as a whole would be entitled to
approximately 1.2 million dollars each year.
First year funds will be used for the purpose of curbside
containers to be made available to any city wishing to start a
program, and for a county wide public information campaign
consisting of newsletters, brochures, and advertisements to promote
recycling and benefit the county as a whole. In subsequent years,
each participating city will have the option to submit to the
Authority individual project plans that will be included in the
application to DER. Pages 3 -4 of the interlocal agreement explain
these application procedures.

In order to apply jointly for the grants, the Authority and
the municipalities must enter into interlocal agreements to
determine how the grant funds, if awarded, shall be used. An
interlocal agreement for the grant application is enclosed. The
Authority urges you to join in this recycling grant program by
approving and entering into this interlocal agreement.
The deadline set by the Department of Enviromental Requlation
for filing grant applications, for the fiscal year ending September
30, 1989 is May 19, 1989. Accordingly, the Solid Waste Authority
will need to have interlocal agreements returned to us by May 16,
1989. Please contact me with any questions you may have, or ask
for Caroline Mixon in my absence. In the interest of meeting the
States deadline, your prompt attention is needed and will be most
appreciated.

MANAGEMENT GRANT APPLICATION
THIS AGREEMENT made and entered into this ____ day of
, 1989, by and between the SOLID WASTE AUTHORITY OF PALM
BEACH COUNTY, an independent special district created pursuant
to Chapter 75 -473, Laws of Florida, as amended, hereinafter
called "Authority ", and the
Florida, a municipal corporation, chartered and organized in
accordance with the laws of the State of Florida, hereinafter
called "City ", in order to make a joint application to the State
of Florida, Department of Environmental Regulation (DER) for the
Solid Waste Management Grant Program for the funding of recycling
and related education projects in accordance with Chapter 403,
Part IV, Fla. Stat.
W I T N E S S E T H:
WHEREAS, the Authority has been empowered by law and through
interlocal agreement to carry out the powers, obligations and
requirements in Palm Beach County, Florida, prescribed to a
"county" pursuant to the provisions of Chapter 403, Part IV, Fla.
Stat.; and
WHEREAS, Chapter 403, Fla. Stat., makes the Authority
responsible for initiating recycling programs and insuring
municipal involvement; and
WHEREAS, the State of Florida ( "State ") has established a
six -year grant program for recycling and education projects; and
WHEREAS, without making joint application with the
Authority, the City [would be unable to obtain any] (would have
to provide matching funds to receive any) grant benefit; and
WHEREAS, if' the Authority on behalf of the unincorporated
areas of the county and on behalf of municipalities, together
comprising seventy -five percent (758') of the total incorporated
population within the county, jointly make application for a
grant, then a grant may be obtained without any matching funds;

WHEREAS, cooperative arrangements through interlocal
agreements for implementing recycling programs are encouraged
throughout Chapter 403, Fla. Stat.; and
WHEREAS, municipal opportunities to participate in recycling
and grant programs are maximized by joint application with the
Authority; and
WHEREAS, desires to work with the
Authority toward achievement of the State recycling goal and to
maximize the benefits of the grant program for the City and all
of Palm Beach County.
NOW, THEREFORE, for and in consideration of the mutual
covenants and promises hereinafter contained to be kept and
performed by the parties hereto, and for the mutual benefit of
the and the Authority, it is agreed as
follows:
1. City acknowledges and understands that the Authority, by
law and through interlocal agreement, takes the place of the
"county" to carry out the powers, requirements and obligations
prescribed to a county as set out in Chapter 407, Part IV, Fla.
Stat.
2. City hereby authorizes the Authority, on behalf of the
City and the Authority, to submit to the DER a joint application
for a solid waste grant for the first grant year (ending
September 30, 1989) and subsequent grant years (beginning October
1, 1989 -1993) with the deadline for filing. the first year
occurring in May 1989.
3. City acknowledges and understands that the Authority
will submit the grant application for the benefit of the City,
the unincorporated areas of the county, and the county as a
whole, as is appropriate, and that said application will be made
also on behalf of other participating municipalities.
4. City agrees to provide to the Authority all information
needed to develop a complete recycling plan and grant application
and to comply with all reporting requirements prescribed by
Florida Statutes and /or DER Rules and Regulations.

5. Authority agrees to solicit other municipalities in the
county to join in this grant application in order to achieve the
application level of 75i of the total incorporated population in
the county as stated above.
6. Authority agrees to submit grant applications based on
the following guidelines and in accordance with the DER Rules and
Regulations:
A. Application for the first grant year (present
year) ending September 30, 1989, will be based
solely upon a county -wide plan for applying the
grant funds to benefit the county as a whole.
B. Application for subsequent grant years (October 1,
1989 -1993) will be based upon the following:
1) For municipalities (other than City) that
have entered into interlocal agreements with
the Authority under this grant program and
similar to this interlocal agreement
(Participating Cities) that submit a written
plan for a qualifying grant project to the
Authority prior to 30 days before the filing
deadline established by DER, such plan will
be included in the grant application,
providing it meets the filing requirements
set out in the DER Rules and Regulations.
2) The Authority's qualifying project plan for
the unincorporated areas of the county.
3) For participating cities that do not submit a
plan for filling the requirements of Section
6 -H -1 above, the Authority will either
include them in the Authority's plan for the
unincorporated areas of the county or will
.include them in a qualifying plan to benefit
the county as a whole.
7. Authority agrees to distribute funds received under

this grant program to participating cities as follows:
A. Funds shall only be distributed on the basis of
expenditures approved by DER.
B. For the first grant year (ending September 30,
1989), no funds will be distributed to
participating cities, but all grant funds received
will be applied to benefit the county as a whole
based upon such approval as is given by DER of the
submitted plan.
C. For subsequent grant years (October 1, 1989 - 1993),
grant funds shall be distributed by the Authority
to participating cities or applied by the
Authority to unincorporated areas of the county or
for the benefit of the county as a whole on the
basis of grant application approvals by DER. That
is, if a participating city's submitted project
plan,is approved in whole, or in part, or denied
totally, then that participating city shall
receive funds accordingly based on the percentage
of its plan that has been approved.
D. Authority will distribute grant funds to the City
and all other participating cities within thirty
(30) days of receipt of grant program funds from
the State. _
8. City agrees that Authority will be entitled to deduct
and retain for the Authority's account, from any funds
distributable to the City, 5$ of the amount distributable to the
City, to cover Authority administrative costs.
9. City shall maintain accurate records of all expenditures
of grant funds and shall make these available to the Authority
and DER as provided in Chapter 17- 716.430, F.A.C.
10. City agrees not to make separate application for grants
under this program or to take any action which would conflict
with or frustrate the intent of this agreement as long as this

agreement is in effect.
11. Nothing contained in this agreement shall prohibit City
from making application for grants under other provisions of
Chapter 403, Fla. Stat. that are not in conflict herewith.
12. This agreement shall remain in affect through the life
of the DER Solid Waste Grant Program, currently scheduled to
expire on September 30, 1994.
13. This agreement may be modified only by the mutual
written consent of both parties.
14. In the event of a change in law that abrogates or
modifies any provision or application of this agreement, the
parties hereto agree to enter into good faith negotiations and
use their best efforts to reach a mutually acceptable
modification of this agreement.
15. This agreement may be terminated by either party
provided that such termination be given in writing to the other
party at least 90 days prior to the close of any grant year and
shall be effective upon the close of such grant year.
Notwithstanding termination, any rights or duties imposed by law
shall remain in effect, in particular but without limitation the
exchange of information to fulfill the State's annual reporting
requirements.
16. All formal notices effecting the provisions of this
agreement shall be delivered in person or be sent by registered
or certified mail to the individual designated below, until such
time as either party furnishes the other party written
instructions to contact another individual:

17. If any clause, section or provision of this agreement
shall be declared to be unconstitutional, invalid or
unenforceable for any cause or reason, or is abrogated or negated
by a change in law, the same shall be eliminated from this
agreement, and the remaining portion of this agreement shall be
in full force and effect and be as valid as if such invalid
portion thereof had not been incorporated herein.

Recently we had a small daytime party at my
house and -about 6 cars were parked along Ilidden
Har-Lor Road. A police officer advised that there
were several "complaints" and that we Should move
the ears - which we promptly did.
O All of these cars were parked in single file
along my property th.it adjoins Hidden HaLhol- Road.
They were parked well upon the "yrLss,, and there
was no obstruction of the road at any point.
In order that we will not in the future vio-
late any city /county laws in this respect -, I would
like to see a copy of the ordinance that applies in
this instance.

I am in receipt of your letter dated April 12, 1989 (copy enclosed).
In your letter you state that about six cars were parked along Hidden Harbor
Road well up gn the grass and there was no obstruction of the road at any
point. I can well understand how anyone would think that an obstruction
does not exist if at least a portion of the roadway is clear. However, after
driving to the area and observing how narrow the road is, I can also under —
Ostand how the Police Officer believed that two vehicles, one east bound and
one west bound could not pass one another.
The Police Officer that took the call was contacted and he stated there
had been two cumplaints un the parking situation. fie verified the fact
that the roadway was not completely blocked but was also of the opinion that
two vehicles would not be able to pass one another with the-way the six vehicles
were parked.
The Officer was also concerned with the possibility that large emergency vehicles
such as a fire engine and /or ambulances may have to negotiate the narrow roadway.
There are no set Town Ordinances regarding the parking of vehicles such as your
visitors did. However, Ordinance #71 -2 was enacted to allow the Town to adopt
the Florida State Uniform Traffic Control Law. Under State Law the
obstructing of any portion of a roadway is contrary to the Law.
Please be assured that we have no intention of ever harassing our citizens or
rheir guests in any way. Our intention has and always will be to insure your
safety and security in the community.

This letter acknowledges receipt of Resolution No. 89 -1 endorsing the Solid
Waste Authority's selection of the West Boca Site #1 as a landfill, transfer
station site, and if required a future burning unit site; requesting support from
the PBC Board of County Commissioners of the West Boca Site since the Solid
Waste Authority has obtained all required and necessary expert opinions and has
expended in excess of six hundred thousand dollars ($600,000) in the selection
process; requesting other municipalities within Palm Beach County to join in
this effort in order to avoid further excessive expenditures at tax payers
expense.
The Palm Beach County Board of County Commissioners officially received and
filed Resolution No. 89 -1 at the April 25, 1989 Board meeting.

POLICE AND FIRE COMMUNICATIONS AGREEMENT
This Agreement, entered into this a5 Z, day of
Ct 198_, by and between the City of Delray Beach,
Florida, a municipal corporation, hereinafter referred to as,
"the City" and the Town of Gulfstream, Florida, a municipal
corporation, hereinafter referred to as, "Town ".
W I T N E S S E T H:
WHEREAS, the Town desires to enter into an agreement
with the City in order to obtain Police and Fire Dispatching and
Communications Services from the City.
NOW, THEREFORE, the City and the Town in consideration
of the mutual promises and benefits hereby agree as follows:
Section 1. This agreement is to become effective
as of June 15, 1988.
Section 2. This agreement shall expire, and
terminate on June 15, 1991.
Section 3. The Town shall pay twenty thousand
dollars ($20,000.00) per year to the City for Police Dispatching
and Communications Services provided to the Town from the City
for the period of June 15, 1988 through June 15, 1991. There
will be no additional assessments or reimbursements for this
period.
Section 4. The City shall provide dispatching and
communications services to include the handling of:
a. Radio dispatching of police emergency and
911 calls
b. Radio dispatching of non - emergency calls
C. Radio and telephonic dispatching of calls
for emergency medical service relayed to
the City Fire Department
d. Receiving calls for fire protection that
will be telephonically relayed to the
Town of Ocean Ridge Fire Department
e. Electronically recording and maintaining
radio transmissions for thirty (30) days
f. Access to information from Palm Beach
Sheriff's Department's P.A.L.M.S.
Computer System and the State F.C.I.C.
and Federal N.C.I.C. Computer Systems via
radio voice or telephone voice
transmission.
g. Recording and maintaining for two years a
daily dispatch log and Incident Report
Cards to be issued a numerical identifier
and contain the following information:
1. Type of call or incident
2. Date and time of call or incident
3. Location of incident
4. Complainant or caller's name
5. Name of the assigned or responding
officer
Section 5. The Town shall be responsible for
maintenance of_ any radios or equipment purchased after the
execution of the original agreement, providing maintenance and
repairs as needed through a Motorola subcontractor.
Section 6. The City shall provide only
communication services and dispatching services except that the
City may unilaterally add any communications, dispatch,
information or record keeping services that enhances the City's
ability to provide that service to its own service area.
The Town shall conform to those
procedures and policy necessary to assure that the communications
and records keeping for the Town's service area is in harmony
with the communications and records keeping of the City.

Section 14. The City shall have the right to limit,
direct or deny access, to individual representatives of the Town,
to Information and Communications capabilities provided in
Section 4, when such access has been abused, in violation of
Florida Statutes, in violation of the City, County, State or
National directives and procedures governing the acquiring and
use of sensitive information and equipment, may jeopardize the
City's law enforcement effort or the representative is found to
be a security risk.
IN WITNESS WHEREOF, the parties have caused these
presents to be signed by the duly authorized officers on

ORDINANCE NO. 89 -3
AN ORDINANCE OF THE TOWN COMMISSION OF
THE TOWN OF GULF STREAM, PALM BEACH
COUNTY, FLORIDA, PROVIDING FOR THE
"POWERS AND DUTIES OF THE TOWN MANAGER";
PROVIDING FOR SEVERABILITY; PROVIDING FOR
CODIFICATION; AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE TOWN COMMISSION OF THE TOWN OF
GULF STREAM, as follows:
Section 1. The Code of Ordinances of the Town are
hereby amended so as to provide for the specification of the
powers and duties of the Town Manager, as follows:
Powers and Duties of the Town Manager.
The Town Manager shall be the Chief Admini-
strative officer of the Town. He shall be
responsible to the Commission for the admini-
stration of all Town affairs placed in his
charge by or under the Town Charter or by way
of the ordinances of the Town or the direction
of the Town Commission.
The Town Manager shall:
(a) Recommend to the Town Commission the
appointment of, and when he deems it
necessary for the good of the Town, the
suspension or removal of all appointive
administrative officials provided for by
or under the Charter or by Town
Commission ordinance; the Town Commission
may accept or reject such recommendations
and may make appointments in the absence
of such recommendations.
(b) Appoint, and when he deems it necessary
for the good of the Town, suspend or
remove, all other Town employees. He may
authorize any administrative officer who
is subject to his direction and super-
vision to exercise these powers with
respect to subordinates in that officer's
department, office or agency;
(c) Direct and supervise the administration
of all departments, offices and agencies
of the Town except as otherwise provided
by Charter or by law;
(d) Attend all Town Commission meetings and
he shall have the right to take part in
discussion but may not vote;
(e) Administer all laws, provisions of the
Charter and acts of the Town Commission
subject to enforcement by him or by
officers subject to his supervision;
(f) Prepare and submit the annual budget and
capital programs to the Town Commission;
(9) Submit to the Town Commission and make
available to the public a complete report
on the finances and administrative
activities of the Town as of the end of
each fiscal year;
(h) Make such other reports as the Town
Commission may require concerning the
operations of Town departments, offices
and agencies subject to his direction and
supervision;
(i) Keep the Town Commission fully advised as
to the financial condition and future
needs of the Town and make such
recommendations to the Town- Commission
concerning the affairs of the Town as he
deems desirable;
(j) Sign contracts on behalf of the Town as
directed by the Town Commission;
(k) Perform such other duties as are
specified in the Charter or ordinances of
the Town or as may be required by the
Town Commission;
(1) The Town Manager shall represent the Town
before appointive officers of other
governmental bodies except when the Town
Commission shall have designated some
other person to act."
Section 2. If any provision of this Ordinance or
the application thereof is held invalid, such invalidity shall
not affect the other provisions or applications of this Ordinance
which can be given effect without the invalid provisions or
applications and to this end the provisions of this Ordinance are
hereby declared severable.
Section 3. This Ordinance shall be codified and
made a part of the official Charter of the Town of Gulf Stream,
Florida.
Section 4. This Ordinance shall take effect
immediately upon its passage and approval, as provided by law.
