CALL TO ORDER — Mayor Wallace Dee called the meeting to order January 18, 2018 at 9:00 a.m. and January 19, 2018 at 8:00 a.m. 2. ROLL CALL: Council Members; Flora, Goodwin, Abrams, Vice Mayor Tirman, and Mayor Wallace Dee. Staff Present: Kim Szczurek, Administrative Services Director; Andy Morris, Town Attorney, Dan Wilkins, Public Works Director/Town Engineer; Rob Leftwich, Chief of Police; Denyelle Nishimori, Community Development Director; Jeff Loux, Town Manager; and Judy Price, Town Clerk. 3. PLEDGE OF ALLEGIANCE — deferred. 4. PUBLIC COMMENT — none. 5. WORKSHOP ITEM 5.1 Teambuilding for Council and Town Staff to improve working relationships, discuss the decision making process, and set Town priorities for the coming year. Introductions and Icebreaker: What do you see as the major challenges facing Truckee in 2018? Who are "we" as a community (e.g. community culture, make-up, character), and what are the trends? Are we serving everyone? • Managing and leading in an evolving community — how do we adapt? • Long-term vision continued connection with the river • Continue to experience growth — manage growth and quality of life balance • Housing, housing, housing.... • Reaching second home owners • Long-range housing — TOT, second home owners and rentals • Long-term economics adaption o Diversity from tourism and construction o Quality of life balance • Them vs. us mentality what is Truckee growing into? o Which locals are we referring to? • 50% second home mix o Fear that the census may identify that has tipped o Challenge will be if 60% become second homes o Regulation of Transient rentals will be discussed by the Mountain Housing Council 0 51 % to 53% full time. • Short-term wildfire issues • Community resilience/climate change • Safety in general, how do we treasure and maintain it • Maintain a stable workforce for Town and local businesses • Development understanding that workforce housing is as important an infrastructure as sewer and water • Building on positive School and Hospital systems • Uniqueness of the community • Transit, traffic, mobility, accessibility o Image that growth is bad because it brings more traffic o Balance need with reality is a community conversation o Leaders in transit outside of busses • Climate change local o Bigger weather events o What is the new normal • How do we maintain the historic nature of downtown • Cognitive of consequences both intended and unintended of policy changes • Starved for local news o Leads to complacency • How do we serve? o Underserved Hispanic community o How do we engage the underserved in the General Plan Update process • Homogeneous Council and Commission o Has a broader age range than historically • Day care at Town Council meetings • Awareness of scheduling conflicts with school events • Library Service Study • Public art plan o Identify the process for public art o Recognize/support the shops downtown that represent a number of local artists Action Items Reach out. - To the School District (and others) for schedules of events (back to school nights etc.) so we do not incur community meeting burn -out and we pay attention to when people can attend To the School District for assistance on reaching the Hispanic community in the General Plan Update process and other processes Utilize Truckee High leadership to engage youth Overview (and Celebration) of Major Goals and Accomplishments during 2017 Communications and Decision -Making • Revisit Council "norms (to be passed out)" Do we still agree with these? How do they impact deliberations and decision -making? o See attached edited Norms How effective are the existing TM communication tools: Friday Notes; occasional emails Monday/Tuesday phone call with TM, other? o Council affirmed the current practices for communication Council items, staff reports, presentations, attorney memos: too much, too little, too dense, more links, more attachments, just right? o Good in general, but slightly shorter more focused staff reports with more links are preferred; could do a better job with the recommendation section to summarize the action in plain English; presentations can be more concise as well o If Council is approving a document it should be included in the packet. o If the document is reference material or past action, it can be linked. ■ Links should identify the linked document and why they are referenced Town Clerk/Communications Department: Council is comfortable with this name change Should we do anything differently in terms of communication and decision -making? Action Items • If Council is approving a document, it should be included in the packet • If the document is reference material or past action, it should be generally linked to the staff report o Links should be identified by what document referenced and why it is referenced " Council Members will pose questions regarding Town business and agenda items ahead of the meeting to the Department Head first (ok for the Department Head to defer); Department Head will inform Jeff about questions "Case Study" in dealing with issues where there is (or might be) Council and community disagreement  what can be learned from the Cannabis issue related to Council and staff actions and approach? (E.g. other topics we might learn from  solid waste, housing policies?) " Staff data and information, timing, options, level of "direction," etc. " Community workshop process " Council deliberations and decision -making " Other? Action Items to consider when in a controversial situation " Set a date for the decision to be made from the beginning and work to the deadline " Get to big picture policy threshold questions for Council earlier to frame and focus the discussion " Focus the community dialogue and move it along a bit faster " Consider other workshop types that encourage interaction and are solution or consensus driven where that is appropriate rather than just input and brainstorming Overview of Major Upcoming Town Initiatives and Emerging Questions: where are we headed, and how do we handle the new issues/questions? " Budget process " Taking over Library Services from the County? " The "combination bank shot" and beyond? (Recreation and Park District corporation yard change, library/museum expansion, possible time to consider options with TDRPD) " Others? Action Items o Use a watermark or stamp to identify completed projects. o Capital Improvement Project (CIP) - review new projects and the remainder by exception only (not every project); clearly mark the completed CIPs o There are concerns with how TBID is viewing their role and the narrow interpretation of how funds can and should be spent (especially transit) o Establish a closer relationship with the TBID committee o Morgan Goodwin volunteered to attend the TBID meetings o Staff will meet with TBID soon so there are no surprises Adjourn 4:45 p.m. Friday, January 19 Recap of Day One and Preview of Day Two- what do we need to change, add, revise to get the most out of the day? Overview of Major Upcoming Town Initiatives and Emerging Questions • General Plan Update process —what overall philosophies/goals should guide the process; timing and time horizon, scope of the update process; role of Council and Planning Commission, tough questions (later!) • Housing: regional perspective, regional management/institution? Short term rentals? Missing middle/work force housing? o See action items below. • Renewable energy, energy efficiency and sustainability — how much do want to dive into this? o Other communities have included regulation requiring buildings permitted over a particular square footage have solar panels installed • Community resilience — wildfire safety, emergency preparedness, etc.? o Event speakers o The Fire District Citizens Academy o How do we reach second homeowners and tenants? ■ Welcome packet — single page with emergency information • Additional New Initiatives and Ideas o Sister City Program — Sister City International $480 annually ■ Albertville France potential city Action Items • General Plan process as outlined by staff seems reasonable and appropriate — February 13th will be brought to the Council • Consider creative digital approaches to outreach like a mobile app for the General Plan • In addition to all the other community engagement suggestions, use a General Plan Technical Advisory Committee to review highly detailed policy work and serve as a consensus building group to resolve competing interests o Staff will recommend a diverse set of community interests that will need to be represented on the committee o There is Council interest in having two Council members and one Planning Commissioner serve on the committee o The Committee will have open, noticed meetings and will encourage public participation o Cap the number of committee members to 20, preferably fewer, but representative of as many community viewpoints as possible and not just the usual suspects • Follow up with Emanuels, Jones and Associates regarding Homeowner Associations restrictions on second units and other legislative efforts • Move consideration of what to do about short term rentals from a medium to a higher priority on the housing work program • Potentially have the Mountain Housing Council provide Council with a white paper to help understand the impacts of short-term rentals (survey)- work with the MHC on what they intend to do with STRs o What percentage are being rented and kept available for the owners use? o What percentage renting rooms or portions of the house to supplement income? o What percentage are owned for the sole purpose of renting on the second home market? • Staff will provide Council with information on what other communities are doing regarding short term rental regulations " Look at the opportunity to install solar on Town buildings versus the cost of paying for a clean energy portfolio from the PUD; evaluate getting to 100% renewable in the General Plan Update process " Follow up with Emanuels, Jones and Associates regarding insurability in Truckee with respect to wild fire hazards " Continue the planned trainings, education and organizing around community hazard preparedness; put information at Town "Keep Truckee Green" booth at Truckee Thursdays Priority Setting for 2018: Linking Identified Challenges and New Questions to Priorities " Remind ourselves of our basic services and activities " How do we bring competing priorities to Council - staff reports, budget process, staff allocations, mid -year? Priority Setting for 2018 " What are we "adding"  General Plan, more bike paths and trails, recycling and solid waste at a higher level, other? " Are there activities we should stop doing or do at a reduced level? " Are there activities we should start doing, change or do more? " How do we best "spend" our time (staff, money (consultants, budget), and community capacity? Action Items " Revisit Goals in light of challenges and new questions o Tighten up Mission Statement, add language to recognize base services o First goal okay o Combine the second and fifth goals o Reduce the wording in the third goal o Combine the fourth and seventh goals - reframe and focus outcome o Remove the sixth goal o Affordable/workforce/attainable/achievable o "Local' broad and encompassing o Create a new sustainability goal o Value employees and acknowledge them publically o Engage the community during the General Plan process o Address homelessness in the Housing Element o Acknowledge employees when the goals are accepted by Council o Public Arts Plan and Policy �% A policy, process and procedure protocol document need to be a priority �% Strategies for funding art �% Others incentives in the Development Code �% Incorporate art into the architecture and design of structures �% Acknowledge Art is an economic strategy Closing Comments; any additional ideas and initiatives Adjourn 3:30
