SUMMARY STATEMENT:
Through a Cooperative agreement with ITD, the City has received $212,000
for improvements to Third St., between Park St. and Railroad Ave. In the FY01 budget, the Council appropriated $160,000 to fund the replacement of the water and sewer lines in this
area. The sewer replacement partially satisfies our commitment to reduce l&l.
Last fall, one bid was received for the project. The bid was higher than anticipated and was rejected.
The project was re-advertised and four bids were received on January 31. The low bid was from Masco, Inc. for 288,049.50, after correction of math errors.
There was an irregularity
in Masco’s bid, involving an addendum to the bid documents that required a specific type of pipe. Masco did not acknowledge receiving the addendum, as required, but did quote the appropriate
type of pipe. As the attached letter from Dave Bieter indicates, the City has the right to waive irregularities in the bid.
RECOMMENDED ACTION:
Waive any irregularities in the bid
from Masco, Inc.
Authorize the Mayor to sign a contract, Notice to Proceed and any other
Necessary documents with Masco, Inc. for the construction of the Park Street Turnbay Project,
in the amount of $288,049.50
