HomeMy Public PortalAbout2021-10-041 REGULAR COUNCIL MEETING, OCTOBER 4, 2021 CALL TO ORDER Mayor Carrie Tergin called the October 4, 2021 City Council meeting to order at 6:01 P.M. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer*, Vogt, Ward, and Wiseman Absent: None A quorum was present. *Participated via video WebEx. ADOPTION OF THE AGENDA A motion was made by Councilmember Schreiber and seconded by Councilmember Vogt to adopt the agenda. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS a. Kristi Campbell, Director of the Cole County Health Department provided an update. b. Mayor Tergin presented the Alzheimer’s Awareness Day proclamation to Christa Roehl and Joe Pallikkathayil. c. Mayor Tergin presented the Project Homeless Connect proclamation to committee members. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS Fire Chief Matt Schofield gave a brief presentation on Fire Prevention Week. 2 REGULAR COUNCIL MEETING, OCTOBER 4, 2021 ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF City Council Committee announcements: • Committee on Administration - The next scheduled meeting is Wednesday, October 6th at 7:30 a.m. in the Boone-Bancroft Room at City Hall. Staff Announcements: • Sonny Sanders, Director of Planning and Protective Services announced the City Ward Redistricting Open House scheduled for October 5th, 3:00 P.M. – 6:00 P.M. in City Council Chambers. • Mr. Sanders also announced childcare facilities grant opportunities. October 31 st is the deadline to apply for the grants. More information can be found on the City’s website. Mayor Tergin made the following announcements: • This week is Lincoln University’s homecoming. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Stacy Landis, Student Representative, was not in attendance. Councilmember Ward motioned to adopt RS2021-13. Councilmember Vogt seconded the motion. RS2021-13 was passed by the following roll-call vote. Ms. Strope noted that the company name was incorrect on the agenda as Berkley Accident and Health. The packet materials are correct listing United HealthCare and Sun Life. Councilmember Schreiber motioned to adopt RS2021-14. Councilmember Wiseman seconded the motion. RS2021-14 was passed by the following roll-call vote. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. NEW BUSINESS Councilmember Spencer asked about the City Staff vaccination rate. Ms. Strope said based on the number of employees who received the shot through the City’s vaccination event and employees’ self reporting to the City Wellness Program, the estimated rate is approximately 70%. CLOSED SESSION Pursuant to Sec. 610.021 of the Revised Statutes of Missouri, Mayor Tergin entertained a motion to go into Closed Session to discuss the following: 1) Attorney-Client Communications [Sec. 610.021(1)] 2) Real Estate [Sec. 610.021(2)] A motion was made by Councilmember Wiseman to go into Closed Session for the above-stated reasons, seconded by Councilmember Vogt and approved by the following roll-call vote at 7:06 P.M.: Aye: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward , and Wiseman Nay: None Councilmember Spicer left the meeting at 7:06 P.M. He was attending virtually.
