First, a study of the City's organization and operating procedures was conducted by Allan Rusten. The outcome was a definitive set of policies and procedures contained in a new manual. The recommendations resulting from this study will save the City of East Orange nearly $900,000 a year. Allan Rusten served as the Project Manager of this study. (1) Allan Rusten and William McCarthy conducted an evaluation of the Police Department's planning and operations for a parade and demonstration which resulted in the shooting deaths of five persons in a clash between the Communist Workers Party and the Ku Klux Klan. (2) Rusten also conducted an assessment of the organiza- tion and management practices of the city government and recommended changes to improve the City Manager's capacity to operate effectively. Greensboro imple- mented 90percent of our recommendations. (3) Rusten also assisted the City in reorgan- izing and strengthening the Manpower Program it was directing for a consortium of three governmental jurisdictions. (4) Rusten also conducted an assessment of the Law Enforcement Division of the City's Alcoholic Beverage Control Board. Contact: Mr. Tom Z. Gwynn Phone : (305) 276 -6002 (3 05) 276 -5116 -4- Huntsville, Alabama For Mayor Joe Davis, Allan Rusten conducted a revenue forecasting and mobili- zation study to meet anticipated increases in environmental and other costs. Among the findings of this study were inequitable rate structures for water customers and those receiving sanitary sewer service, and gaps in fees charged for use of the sanitary landfill. New utility rates and landfill fees were developed, along with a proposed new tax to be levied against nonresidents who work in Huntsville and use City services. (1) Allan Rusten conducted an overall assessment of the organization and man- agement of the Agency, and he assisted the Administrator in formulating goals and objectives for his first year in the position. (2) Allan Rusten and Peter Larson then conducted a management audit of the CRA's largest department, the Department of Planning and Urban Design. The management audit focused on the organization, management, operations, workloads, and staffing of the department. (3) Under the provisions of two consecutive one -year retainer contracts, Rusten is providing general management consulting assistance to the Agency. Specific assignments include execu- tive searches and assessment centers to fill key executive and management positions; reorganizing the Agency; strengthening the performance evaluation process and develop- ing an incentivized compensation plan based on annual goals and objectives (perform- ance contracts); strengthening budget formulation and monitoring procedures; defining the duties and responsibilities of various executive and management staff, conducting management audits of other departments such as Real Estate and Community Affairs; and assessing the organization and management structure of the Project Operations unit of the Agency. (1) Engaged to determine the steps necessary to implement Community Develop- ment capability, Allan Rusten managed this in -depth analysis and evaluation of the Model Cities Program and a review of the relationship between the program and the City's other agencies and departments. Recommendations were developed for the most desirable approach to be followed in order to provide comprehensive planning, program management, project monitoring, and evaluation capacity in the City. (2) Rusten continued to assist the City in its efforts to implement a new management -5- process resulting from previous recommendations. Training and technical assistance to City staff were included. (3) We also help reorganize the structure and operations of the City's Manpower Program. (1) Under the direction of Allan Rusten, we conducted an assessment of the organization, management, operations and staffing levels of the Pompano Beach Police Department, then formulated recommendations to correct identified deficiencies. James Nolan participated in the study. (2) Allan Rusten and Jim Nolan, in a subsequent engagement, assisted the City in conducting a national search for a new Chief of Police. (3) Three years later, Rusten Associates was engaged by the City to conduct a comprehensive reassessment of the police department and to determine what progress had been achieved since the initial assessment. Allan Rusten and Jim Nolan conducted the reassessment. (4) Rusten Associates was engaged by the City a fourth time to provide training and technical assistance to the police department. Allan Rusten and Jim Nolan again constituted the project team. (5) Rusten Associates' fifth engage- ment was to conduct an assessment of the City's present and future secretarial and clerical needs, including its utilization of computers and other office automation techniques. (1) Allan Rusten directed an operational effectiveness review of the overall city government. This involved a diagnosis of each city department, including the Departments of Public Works, Planning and Public Safety. In addition, Rusten conducted a review of the Redevelopment Commission and the Housing Authority. (2) We subse- quently worked with the City in developing a housing plan, a citizen participation process, and improved monitoring procedures. Allan Rusten directed a management review of this largest department in the county government, with its 23,000 employees and annual budget of nearly one billion dollars. The review included all hospitals, compre- hensive health centers and health centers operated by the County. Our recommenda- tions spelled out essential new management processes, including a strategic planning process, and staff reductions which save the County $1.7 million annually. Department of Community Development. Rusten also directed a management audit or assessment of this department, which consisted of 500 employees and had an annual budget approaching $20 million. We recommended a reorganization of the department to streamline its management and to reduce its annual operating costs by nearly a half million dollars. Rusten Associates participating in these studies included Sandra Braunstein and Dinah Griggsby. These included a mental retardation center, a mental health center, a drug treatment facility, an alcohol detoxification unit, and a drug education and prevention operation. The feasibility study involved a review of the current program including management, operations, service levels, safety records, costs, and fees; a survey of private pool management firms in the region to determine their capabilities, interests and costs; a national survey of aquatics program contracting experiences; and the development of detailed cost comparisons on which to base our recommendations. (1) Allan Rusten directed an analysis of the County's Planning Department and developed recommendations concerning the organization of the department and other planning - related units of the county government. (2) We also analyzed the County's merit system and updated it, along with the County's Affirmative Action Plan. (3) Rusten Associates conducted an analysis of the organization, management, operating procedures, and staffing of the County Executive's Office. (4) More recently, we assisted the County in analyzing ways in which selected services might be consolidated with the service delivery systems of neighboring governments. Contact: Mr. John T. Allan Rusten conducted an organiza- tional analysis of the Division of Public Health and developed recommendations con- cerning its management, structure, and staffing configuration. Rusten Associates partic- ipated in an assessment of the State's mental health system, focusing on its interrela- tionships with the criminal justice system (e.g., law enforcement agencies, the courts, prosecutors, and public defenders). Some 15 municipal police departments and County Sheriff's departments were reviewed during this project, directed by Allan Rusten. Allan Rusten directed a study of the Office of Education's personnel system and organization, then developed a manual detailing policies and procedures. Dinah Griggsby also participated in this project. State of New Jersey Allan Rusten participated in a study of the efficiency of operations of the State courts. Allan Rusten directed a HUD demonstration project to provide technical assistance to small municipalities and towns in strengthening their management capacities. -10- FOR RELATED ORGANIZATIONS National Recreation and Park Association Two separate engagements were performed for NRPA. (1) Rusten Associates conducted a management audit of this organization, which serves parks and recreation departments in city, county and state governments through- out the United States. Allan Rusten was the Project Manager of the study. (2) Rusten Associates was engaged by NRPA a second time to provide training to staff in the areas of strategic planning, budget formulation, budget management, and the develop- ment of annual work programs with measurable objectives.
