HomeMy Public PortalAbout2021-05-11 minutesAPPROVED12021 PUBLIC TRANSIT ADVISORY COMMITTEE Meeting Minutes Tuesday, May 11th, 2021 Boone/Bancroft Conference Room 1:30 p.m - 2:30 p.m. **FY19-FY20 (April 2019- April 2020) No Meetings (Tornado, Flood, and COVID-19) During this time period, Ann Bax, Brian Wekamp, and Terry Donner resigned or rolled off committee). Current board appointed -Angela Hirsch (Chair) and Wayne Lee (Vice -Chair) expired on November 2020. New members added during this time period, Ian Shadrick, Glenn Bonner, and Susan McCurran. Introductions: The meeting was called to order by Chair Angela Hirsch promptly at 1:30 p.m. Self -introductions were completed by all attendees. a. Welcoming new members, Mr. Ian Shadrick, Ms. Susan McCurran, and Mr. Glenn Bonner. 2. Approval of Agenda Mr. Mehmert asked the committee to amend the agenda prior to adopting by adding the topic "Token Transit" between c/d of agenda. Wayne Lee moved to accept the agenda with the requested amending. Sara Eicholz seconded the motion. The motion carried. APPROVED12021 3. Transit Administration Report- Mark Mehmert, Transit Director a. Past Election/Current Member Status A discussion transpired in regards to extended time -period between meetings (flood, tornado, and COVID-19) also past election, past (resigned members) and newly member(s), and last recorded elected officers. Susan McCurran moved to retain Angela Hirsch as Chair and Wayne Lee as Vice - Chair from the previous time period. James Nelp seconded the motion. The motion carried unanimously. b. Refresh/Briefing of Committee Duties Mr. Mehmert briefed and refreshed board member on the history of transit (JEFFTRAN), provided an overview of fixed routes and Handi-wheels overall operations, overall stats, historical budgets, 2021 budget and establishment of P -TAC committee. c. Update of recent activities Mr. Mehmert briefed the committee on recent transit -related developments with anticipated grants, COVID-19 responses (fare suspension, shut down etc.) facility feasibility and upcoming replacement decisions. Also, federal mandate until September 151h, 2021 (mask requirement) d. Token Transit Mr. Mehmert provided a demonstration of Token Transit. Token Transit is a phone app that facilitates the purchase of bus tickets. This software is a contactless fare payment used with a smart phone. It helps to avoid close contact, eliminate risk of loss of bus passes, reduce counterfeit issues, provide flexibility and yet coordinate with other entities. He recommended the Committee support/endorse and vote to move to Public Works and Planning Committee. Ian Shadrick moved to endorse and move the token transit for the purchase of token transit. Wayne Lee seconded the motion. The motion carried. e. FY21 Calendar discussion The committee discussed future meetings and decided to meet the second Tuesday's in January, April, July, and October at 3:30pm. No meetings will be held in November and December of the calendar years. The committee decided to adopt the remaining dates in 2021 as July 13, 2021 and October 12th, 2021, this will also include to adopt the Public Tranist Advisory Committee Inclement Weather/Cancellation Policy (During the winter months, if)efferson City Public Schools cancel classes due to inclement weather on a scheduled meeting date the meeting will also be cancelled. All items on the agenda will then be addressed at the next scheduled meeting). Glenn Bonner moved to adopt both remaining calendar dates in 2021 of July 13th, and October 12th, 2021 along with the winter advisory public works clause. Wayne Lee seconded. The motion carried. 4. Public Comments (none) S. Adjourn Wayne Lee moved to adjourn at 2:28 p.m., seconded by Ian Shadrick. Meeting adjourned, next meeting scheduled on July 13th, 2021 at 3:30 pm
