CALL TO ORDER— Becky Bucar called the meeting to order at 4:07 p.m. 2. ROLL CALL: Board Members: Kipp Cooley, Karin Johnson,Alison Pedley, Rick Pendleton, Brooks Rolen Absent: Nancy D'Amico Staff Present: Becky Bucar, Engineering Manager; Kim Szczurek, Administrative Services Director; Todd Landry, Senior Engineer; and Brianna Walsh, Records Technician. 3. PLEDGE OF ALLEGIANCE — Deferred 4. PUBLIC COMMENT - None 5. DISCUSSION ITEMS 5.1 Review Pavement Maintenance Plan, Measure V, and Measure R Becky Bucar, Engineering Manager, presented the Pavement Maintenance Plan. Board Discussion: • Who decides where these trails are installed? Glenshire Drive is scary for kids crossing to school o Projects are continually evolving, there is an improvement planned for this year o Measure V funds were spent on the Glenshire Drive trail • Glenshire Drive/ Dorchester paving was pushed out to the end of the fiscal year/ summer 2017 due to time constraints from the contractor. • Fund balances are looked at over a 5 year period, even if a project is pushed out to a later date. • Some funds are moved year-to-year depending on timing of construction and project types, which is why a 5 year perspective is used. • There isn't a target amount of money kept in the fund, the pavement maintenance plan is a long term look and there are multiple resources used to fund the maintenance. The plan is matched to the revenue estimates. • Not all money for roads is paid through Measure V;there's a lot going into the maintenance fund like TSSA (Town Special Service Area (assessment districts,) general funds, grants, impact fees, etc. ■ Nevada County is very focused on the West Side, part of why Truckee incorporated • Redistricting county lines—would need to be citizen driven effort The Staff Recommendation was moved by Kipp Cooley and seconded by Karin Johnson with the following votes: Ayes: Board Members: Kipp Cooley, Karin Johnson, Alison Pedley, Rick Pendleton, Brooks Rolen Noes: None Absent: Nancy D'Amico Abstained: None Motion passes 5-0 Additional Comments: • Budget workshop to discuss all capital projects is April 17, 2017 4:00 p.m. • There will be a Measure RN workshop to discuss priorities; staff will send an email to the group with date and time. • Town receives gas tax money, if the state goes miles driven, how will that affect the town? o Gas tax–50% snow removal paid via gas tax. 6.
