BUDGET WORKSHOP MINUTES
May 14, 2018, 2:00 p.m.

1. CALL TO ORDER — Mayor Wallace Dee called the meeting to order at 2:00 p.m.
2. ROLL CALL: Council Members, Flora, Goodwin, Abrams, Vice Mayor Tirman, and
Mayor Wallace Dee.
Note: Council Member Abrams and Vice Mayor Tirman left the meeting for
approximately 30 minutes at 4:00 p.m.
Staff Present: Dan Olsen, Police Support Services Manager; Rob Leftwich, Chief of
Police; Becky Bucar, Engineering Manager, Denyelle Nishimori, Community
Development Director, Andy Morris, Town Attorney; Dan Wilkins, Public Works
Director/Town Engineer; Erica Mertens, Administrative Analysist Il; Christina Earnhardt,
Administrative Services Manager, Hilary Hobbs, Management Analyst; Jeff Loux, Town
Manager; Kim Szczurek, Administrative Services Director; Nicole Casey, Senior
Accountant; Nicholas Martin, Administrative Analyst II; and Judy Price, Town Clerk.
3. PLEDGE OF ALLEGIANCE — deferred.
4. PUBLIC COMMENT — none.
5. WORKSHOP ITEM
5.1 Fiscal Year 2018-2019 Annual Operating and Capital Improvement Budget Review.
Recommended Action: Provide direction for preparation of the Final Budget for 2018-
2019.
Review introduction letter and revenues.
Review recommended expenditures by department.
Capital Improvement Program.
Summary of action items:
• Looking at cost of changing to electric vehicles and hybrids.
• Contact Homeowner Associations on trial maintenance.
• Under the Brickelltown Maintenance District Capital Improvement Project;
move $20,000 to Risk Management Set aside.
• Review any additional inspection requirements or strings with tax credit
projects.
• Break out staffing based on General Fund or other revenue sources.
• Look at Code compliance in the future.
• Provide a timeline to the partners for the next phase of the West River Street
project deliverables.
• Continue with Church Street design. Check in with the California Public

Utilities Commission (CPUC).
Add an unfunded project for the Jibboom to Coburn Crossing streetscape.
Grant for the transit center site feasibility study.
