CALL TO ORDER — Council Member Flora called the meeting to order at 6:00 p.m. 2. ROLL CALL: Council Members; Flora, Goodwin, and Abrams. Absent: Vice Mayor Tirman, and Mayor Wallace Dee. Staff Present: Chris Ring, Information Technology Supervisor, Kim Szczurek, Administrative Services Director, Nicole Casey, Senior Accountant; Christina Earnhardt, Administrative Services Manager; Hilary Hobbs, Management Analyst, Yumie Dahn, Associate Planner; Denyelle Nishimori, Community Development Director, Kirk Skierski, Assistant Planner; Jenna Gatto, Planning Manager; Jeff Loux, Town Manager; Andy Morris, Town Attorney; and Judy Price, Town Clerk. 3. PLEDGE OF ALLEGIANCE — led by Truckee Boy Scout Troop 267. 4. PUBLIC COMMENT - Lauren Lake, bicyclist: • Mentioned the deadly vehicle versus bicyclist accident on Highway 89. • Requested the bike lanes in Truckee be prioritized to be complete before Memorial Day. Response: Dan Wilkins, Public Works Director/Town Engineer, provided information regarding the Town practice of prioritizing centerline striping. The bike lanes are scheduled to be completed before July 4'h this year. 5. PRESENTATIONS 5.1 Proclamation for the 150`h Anniversary of the First Passenger Train Arriving in Truckee from Sacramento. The proclamation was received by Jim Hood, President, Truckee Donner Railroad Society and Chaun Mortier, President, Truckee Donner Historical Society. 5.2 Kim Szczurek, Administrative Services Director and Chris Ring, Information Technology Supervisor Introduced Ernest Pages, Sceins Consulting. Sceins Consultants, Ernest Pages, presented (presentation on file with the Town Clerk). Council Questions: • The initial focus will be on the fundamentals of stabilizing the Town's infrastructure, then expansion into open data Geographic Information System (GIS) can occur. Town of Truckee Town Council Regular June 12, 2018 Page 1 " Total budget $200,000 per year. " The Town budget included an additional GIS specialist staff member. I o Staff did not recommend moving to the fully staffed recommendation from the study. o There are some placeholders in the 5 year Capital Improvement Project. " The plan was laid out so some items can move forward independently as finances allow. " It is critical for the Town that all the software programs communicate with each other. Council Member Flora opened the presentation items to public comment. Seeing none, Council Member Flora closed public comment. 6. CONSENT CALENDAR It was moved by Council Member Goodwin, and seconded by Council Member Abrams, to approve the Consent Calendar Items as follows: ' 6.1 Approve the Minutes of May 8, 2018 Regular, May 14, 2018 Budget, and May 22, 2018 Regular and Closed Sessions. Morgan Goodwin abstained from the minutes of May 8, 2018. 6.2 Adopt Resolution 2018-36, calling for the General Municipal Election on November 6, 2018, and requesting Nevada County Board of Supervisors consent to the consolidating the General Municipal Election with the Statewide General Election. 6.3 Authorize the Town Manager to execute individual task orders with LSC ' Transportation Consultants, Inc. for the life of their on -call contract so long as individual task orders do not exceed $50,000 per project and there are adequate funds in the individual Capital Improvement Project budgets. 6.4 Authorize the Purchasing Agent (Administrative Services Director) to make purchases which, in the aggregate, shall not exceed $79,000 during fiscal year 2017118 for outside consultant Richard Blair (dba Black Diamond Computer Consulting) and authorize a not to exceed amount of $75,000 for fiscal year 18119. 6.6 Approve the Memoranda of Understanding, with attachments between the Town and the Mid -Managers (MM) Group and Town and the General Employees Membership (GEM) for the period July 1, 2018 to June 30, 2023. 6.6 Adopt Resolution 2018-43 approving the abandonment of a 64 square foot portion of an eight -foot wide public utility easement located along the northern side yard property line of 10329 Jeffrey Way (Assessor's Parcel Number (APN) 16-500-43; or Lot 83 on the Processer Lakeview Estates Subdivision Map, Book 4, Page 12); and 2) Authorize the Town Manager to sign the Indemnification Agreement between the Town of Truckee and Randy Hood regarding APN 16-500-43. 6.7 Authorize Town staff to execute contract change orders 8 and 9 for the Town Hall Remodel and Town Hall Tenant Improvement Projects with CNW Construction, Inc. in an aggregate amount of $36,775.24. 6.8 Approve Resolution 2018-38 authorizing the establishment of the Gann Appropriations Limit for the 2018-2019 fiscal year in the amount of $18,986,940. 6.9 Authorize the Purchasing Agent (Administrative Services Director) to make a software purchase of up to $70,000 in the 2017118 fiscal year with SHI International ' Corporation. Town of Truckee Town Council Regular June 12, 2018 Page 2 6.10 Adopt Resolution 2018-46 revising the conditions of approval imposed by ' previous Resolution 2017-54 on the abandonment of two five-foot wide public utility easements located on each side of the common property line between 16096 and 16065 Woodbridge Court (APNs 49-260-13 and 49-260-14 or Lots 13 and 14 on Cambridge Estates Phase 1 Subdivision Map, Book 8, Page 6). The Consent Calendar carried with the following vote: Ayes: Council Member Goodwin, Council Member Abrams, and Council Member Flora. Noes: none. Absent: Vice Mayor Tirman and Mayor Wallace Dee. Abstained: none. The motion passed 3-0. DISCUSSION ITEMS Item 7.4 taken out of order. 7.4 STAFF REPORT —Workforce Housing Ordinance. Recommended Action: Rescind Resolution 2017-09, which continued the tiered implementation of the Workforce Housing Ordinance, and adopt Resolution 2018-41 determining the project exempt from California Environmental Quality Act (CEQA) per Section 15061 (b)(3) and approving the full implementation of the workforce housing requirements. Yumie Dahn, Associate Planner, presented from the staff report (presentation on file with the Town Clerk). Council Discussion: Code amendments: o Simplify the calculation method. o Move to rental employee preference. o Ownership options, including alternative equitant options for developers. o Primary residence only no short term rentals. Council Member Flora opened the item for public comment. Seeing none, Council Member Flora closed public comment. The staff recommendation was moved by Council Member Goodwin, seconded by Council Member Abrams, and adopted with the following vote: Ayes: Council Member Goodwin, Council Member Abrams and Council Member Flora. Town of Truckee Town Council Regular June 12, 2018 Page 3 7.6 PUBLIC HEARING - Continuation of Solid Waste and Recycling Rate Setting and ' Delinquent Account Items. Recommended Action: Take Public Comment and continue any discussion of these items to the July 24, 2018 Town Council Meeting. Kim Szczurek, Administrative Services Director, presented from the staff report. Council Member Flora opened the Public Hearing asking for anyone wishing to speak in support or opposition to Solid Waste and Recycling Rate Setting and Delinquent Account items. Seana Doherty, Donner Lake resident: • Stated they have received their green bin, noting the nice staff, the great experience. She is excited to be in the first neighborhood. Kenneth Daly, Truckee business owner: • Expressed concerns regarding debt collection on charges when here is no dispute process. • Provided anecdotal experience with Tahoe Truckee Sierra Disposal (TTSD) staff when calling to address extra bills. • Stated the accounting process is flawed. • Recommended the Town look closer at the fees before putting them onto the tax roll. Response: Kim Szczurek, Administrative Services Director, stated the Town does have ' a process, starting with telephone contact with Tahoe Truckee Sierra Disposal (TTSD) and if not satisfied, customers can follow up with the Town. Notices regarding delinquent accounts are sent from TTSD and the Town. The collection on the tax roll is only after TTSD has tried to collect from and Town Council reviews. Bonnie Green: • Provided anecdotal experience with bills received for cans that were not put out or collected. Stated she has never paid any excess charges. Questioned if tallies of cans will still be completed. Response: Kim Szczurek, Administrative Services Director, yes, the new rate will have a can tally. • Expressed concerns regarding the can tallies. • Recycling is leap forward for a $46 rate increase. • Stated the State recycle website requires cash recycling redemption centers be open for 30 hours per week. Ours is open 15 hours. TTSD is saving by not operating the recycling center and an increase in revenue to them for selling the recyclables. Jeanne McCarthy, Donner Lake resident: • Owns a mixed use commercial building, and the residents in the building are charged commercial rates. Requested staff contact for correction. Council Member Flora adjourned for a brief recess at 6:56 p.m. Council Member Flora reconvened at 7:00 p.m. 7.1 STAFF REPORT — Direction on Truckee Library Management Feasibility Study and Consideration of Discussions with Nevada County regarding Town Management of the Truckee Library. Recommended Action: Provide direction to staff on next steps in considering the Truckee Library Management Feasibility Study and discussions with Nevada County regarding potential for Town management of the Truckee Library. Hilary Hobbs, Management Analyst, presented from the staff report (presentation on file with the Town Clerk). Ms. Hobbs introduced Louise Zabriskie, President, Friends of the Truckee Library. Louise Zabriskie presented from the staff report (presentation on file with the Town Clerk). Council Discussion: • The study projects out ten years, while the Town's budget projects out five years, making comparisons challenging. • The rising costs of operating library would be the same for the County. o The cost of living index will increase at the same level, however; the Town would have to hire a Library manager. o County has a shared management resource among all libraries. • Taking over operations, not ownership of the building. • The plan assumes the County would allow Town to use the building at zero dollar rent until a replacement is in place. • The Town would incur maintenance costs of the current library. • The County has no current plans to improve or replace the current Truckee Library. • There is a current contribution of General Fund commitment of $700,000 County wide. • During the economic downturn, staffing and services were reduced. In the future, the decisions on what and how to reduce could be made locally. ' Council Member Flora opened the item for public comment. Lisa Holan, Truckee resident: • Stated she is an 18 year user of the library. • Spoke in support of a Town operated library and a new facility. Toby Chan, Truckee resident: Responded that he likes reading books and would like a new library. Gabby Chan, Truckee resident - reading from written comment: • She loves to read. • Thinks Truckee needs a new larger library with more books. o Provided her thoughts on the value of books in her life. Kathleen Gauthier, retired teacher and school administrator with Tahoe Truckee Unified School District (TTUSD): • Listed off accomplishments of the community since her arrival in the community. • Provided anecdotal information regarding her career path. o Stated improvements occurred when TTUSD took over the special education program form the County. • Spoke in support of Town operation of a new library; concluding our library should be at least as good as our animal shelter. Amelia Swanson, Truckee High student: • Read from written comment on file with the Town Clerk. Vice Mayor Tirman arrived and began presiding over the meeting at 7:40 p.m. Town of Truckee Town Council Regular June 12, 2018 Page 6 Huck Anderson: • Stated he would like a new library and likes the current one. • Stated he would like a new library with hamsters, pets, funny books, baby section, Xbox with learning games, a cafe, ski rack outside, and a play spot; these ideas are from the Park City library. Rebecca Anderson, Truckee resident, Huck's mom: • Affirmed Huck's statements regarding the Park City Library. • Stated she is secretary of the Friends of the Library. • Introduced Maria Islas, Rebecca's tutoring student through the Read up Literacy program. They met weekly at the library. • Provided anecdotal information on the challenges with meeting at the current library. • A new library can foster relationships with additional space. Maria Islas (as translated by Officer Arnie Lopez): • Stated she would like Town to build this facility for the individuals who do not speak English. • The current library does not have feasible location for the bi-lingual classes. o The current location has an inadequate location for our kids to hang out during class. Laura Ryan, Truckee resident: • Stated her family has been dealing with the little library for a long time. ' • Requested the Town take on the library. • Provided anecdotal information from library in Telluride. • Stated it is a great opportunity to create space for kids to meet. Larry Young, Truckee resident and Library supporter: • Endorses the Town take over and larger library. • Recognized Town for evaluating the study. • Urged Council to stay away from the details of finance and evaluate the broader vision of a new library. • Supported comments made by Kathleen Gauthier. • Compared the new library to the improvements made with the new Community Recreation Center. Emily Blackmer, Truckee resident: • Spoke in support of a Town managed library and a larger facility. • Highlight the millennial segment of the community that would benefit from a new library (quoting from a PUE study). Seana Doherty, Truckee resident, Library Volunteer: • Respectful of your roll of Council. • Risk: o With a Town operated library, they will have greater success fundraising and launching a capital campaign. o The Town has historically raised money based on its priorities. o Is this a priority for the Town? Is this a risk or is it not? Town of Truckee Town Council Regular June 12, 2018 Page 7 Martha Kenny, Truckee resident and former librarian: • Worked in several libraries including Nevada County, in Truckee. ' • Appreciate the questions that Council had about budgeting. • Stated during the economic downturn, there was a moratorium on book buying, and staff hours were cut. • When the downturn happens, the city will be able to make decision on what the community needs in staffing and resources. • Stated the County never raised the percentage of funding to the libraries. Ruth Hall, Friends of the Library: • Responding to Council Questions: o Last year after the sales tax passed delegation when to the County. Based on Friends of the Library advocacy, the County decided to return tax to the source. • Currently 29% of the sales tax is generated here only 16% of the population. • The County spends the money where it is needed, not based on where it is generated. o Stated she believes if Truckee takes over the library, the full sales tax will be returned to Truckee. o Regarding Building a new library: • The County strategic plan does not identify the need for a larger facility in Truckee. • Concluding the County wants the Town to take over the library and build the necessary new library. • The library will be better off when Town can make the decision for ' our own community. • Urged Council to be devoted to a library that our children deserve. Vice Mayor Tirman closed public comment. Council Discussion: • Read from Mayor Wallace Dee comments expressing concerns about the Town receiving funds from the County on a committed and ongoing basis. • Only way to get to a new library is for the Town to take it over. • Fiscally: o It is possible that the Town will commit general fund money. o Town could consider closing it if it is not successful. • Passion, drive, and dedication will not allow that to happen. • Council Member Abrams volunteered to help negotiate with the County. • Generally supportive of having a conversation with the County. • The ballot measure to fund libraries in Nevada County will expire in 13 years. o Town would have a specific measure to be able to maintain the funds in Truckee that are generated by sales in Truckee. • Libraries in Telluride, Colorado and Sitka, Alaska were discussed as models. • The 1993 incorporation was for self-control. Over roads, land use, and policing. o Taking over the library and a larger library is one more step to self- control. Vice Mayor Tirman adjourned for a brief recess at 8:15 p.m. Vice Mayor Tirman reconvened at 8:20 p.m 7.2 PUBLIC HEARING - Adoption of Commercial Cannabis Regulations. Recommended Action: Conduct a public hearing, introduce and waive the first reading of Ordinance 2018-10, adopting regulations for commercial cannabis delivery services, including approval of Development Code amendments to Chapters 18.12 (Commercial and Manufacturing Zoning Districts) and 18.58 (Standards for Specific Plan Uses) to effectuate the new regulations, and determine the regulations exempt from California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15184 (State Mandated Local Projects). Council Discussion: • Delivery requirement of the state physical address, not a publicly owned place or building. • Daycare centers: o Set back from daycare centers. o State requires a licensed daycare center (only). o Not the small child care home operations. o Not all child care facilities in Town are identified by the State. • The McCarthy building is zoned Neighborhood Commercial. • Slide on taxation: o No interest in taxing. o Very interested in enforcement. • There could be extensive impacts to code enforcement of law enforcement. o Some jurisdictions are not implement regulation until taxes are approved. o Sales tax subject: • This would be a separate tax imposed for and by the Town. o Town has the ability to classify what sensitive use areas are. Town of Truckee Town Council Regular June 12, 2018 Page 9 " Include drug and alcohol treatment centers as sensitive uses. " The model ordinance forwarded is in a similar format. I " If Council excludes public parks as a sensitive use, it has a minimal impact on potential locations. " Use permit runs with the land the license runs with the person. " State requirements for reporting on safety requirements will be shared with the Town. " Consider the policy to limit the number of cannabis business locations: structure it in a way that Town has reach 5 or 6, the applications will be considered on a case -by -case basis. " Rather than case -by -case. Council could adopt standards and criteria. " Interested in Taxation, only able to tax the business in the Town. o Prohibited others from delivering into Truckee. " It is challenging to regulate owners of the business to keep them locally owned and operated. Vice Mayor Tirman opened the Public Hearing asking for anyone wishing to speak in support or opposition to adopting regulations for commercial cannabis delivery services, including approval of Development Code amendments determine the regulations exempt from CEQA. Spoke in support of including second floor commercial on River Park Place. " Stated agreement with the 600 foot setback. Reading from written comment from TTFDD (on file with the Town Clerk). Caroline Ford, Chair, TTFDD. Andy Hill, Truckee resident. Rachelle Falk, Truckee resident. John Falk, Truckee resident, speaking as an individual: " Urged Council to go slow. Ensure you start off with a slow approach. " This will not be a large economic driver, but it will have an impact; ensure this is one of many types of interest represented here. " Met with Cannabis business owners and believes they are responsible business owners. " Site Requirements: o Return to the 1,000 foot sensitive use buffer. o Return the parks and outdoor recreation land use to the sensitive use buffer. o Return the 1,000 foot separation of cannabis businesses. " Permit Pathway: ' o Put a cap on the number of licenses. o Screen, vet, and have criteria for licenses. Town of Truckee Town Council Regular June 12, 2018 Page 10 Brad Farmer, Truckee businessowner and homeowner: ' • Stated this has been a long process. • Support Planning Commission recommendations, adding they approached this as a business decision not a moral decision. o Voters support and this should be no different than liquor licenses. • Delivery only in Truckee, this is barely a viable business. o Adding local tax and limiting deliveries into jurisdictions create businesses that are not viable at all. • Get back to where this started, to give the community the opportunity to come off the black market and out of the shadows to do business the right way. • The vote is done, the people spoke, give the businesses a chance to succeed. • Taxes and limits are deterring the businesses form succeeding. They deserve a real shot. Charles Willett, Tahoe Honey Company, stated: • The delivery only model makes this an Office Use land designation. o The products cannot be consumed, packaged or manufactured on the sites. Products will be in sealed childproof containers. • The property is closed to the public, so parks activity will not be affected by the businesses. • These are closed to the public and have robust security. Second floor in Commercial General (CG)'zoning offers more locations for these businesses. • He cannot support caps and selection criteria. Arguing that alcohol licenses have not such criteria and or selection process. ' o He is very confused of how to pick winners and losers. o Could support a special tax approved by voters on 3% on alcohol and recreational cannabis. Jennifer Barnaby, Tahoe Herbal Care, read from written comment (on file with the Town Clerk). • Requested clarification on the California Environmental Quality Act (CEQA) review discussed in the presentation. • Not support of additional taxes, there is a 23.25% tax already. o Raising the prices will push back into a black market. • Suggested, if Truckee want to have access to the State tax funding pool an additional cannabis license type will need to be included. Such as: retail and manufacturing or retail and microbusinesses. Jeanne McCarthy, McCarthy Sign Company: • In answer to an earlier question, she has to vacancies in her building, with more in Truckee. • Questioned if the Commercial General requires only one floor, or can they have two or three floors? • Stated her building is zoned Commercial Neighborhood, she might change it to Commercial General. • Is appalled that the Town gives out ABC liquor licenses "like candy". The Town has 150 places to buy alcohol. Town of Truckee Town Council Regular June 12, 2018 Page 11 " Urged Council to stop giving out ABC licenses. o She has a letter from ABC that Truckee has an exorbitant number of ABC licenses and that the ABC is trying to slow this down. ' " Appreciate you start listening to Truckee residents, homeowners, taxpayers and voters; not developers. Stating Truckee is out of control in the development area, and it better slow down. " Stated when a family member is dying and in pain you will all wish you had cannabis. Nancy Richards, Truckee resident: " Stated support for the Planning Commission recommendations and likes the idea of more places for cannabis businesses. " Cash businesses, need to be in a safer location near other businesses. " Stated, allowing legal cannabis for adult and medical use will help get rid of the black market. Jeffery Naughton: " Stated support for the Planning Commission recommendations. " There is no reason for larger setbacks to a sealed business. o The restrictions will make siting for business impossible, creating a de facto ban. o There is public support to cannabis businesses. " The existing businesses have been here for years, not much will change. " This has been a slow process. " Support for the Commercial General CG zone addition, adding it will still be ' difficult to site. " With a delivery only model, there is no meat left on the bone. These will not be placeholder businesses that are uninteresting. o They are leaving as a manufacture business, keeping only a placeholder business here. " Stated he doesn't mind taxation, but Town has not even done what it needs to and allow two licensed business types to take advantage of the State tax revenue. o Allow a testing facility that will never site here to provide access to State revenue. Suzy Tarnay: " Agreed it seems similar to alcohol and should be treated the same way. " Stated it is a vehicle dependent business and requested if Town can encourage electric vehicle use. Ben Haus: " Questioned how Town will determine if a delivery initiated outside the Town's jurisdiction? " How will Town control the delivery not reaching Placer County? Vice Mayor Tirman closed the public hearing. Town of Truckee Town Council Regular June 12, 2018 Page 12 Council Discussion: ' • About seven to ten delivery services operating in Truckee. • Read comments from Mayor Wallace Dee (on file with the Town Clerk). GC inclusion: • Town Staff does not support the inclusion of the CG zoning. • These are office facilities. o Offices below 3,000 feet. Second floor nooks and crannies will be great places. o Retail on the first floor would require anew conversation. • Equity and fairness — delivery only services no public access — not looking for huge retail spaces. The market will sort it out. Why treat them differently than another office use. • Retail is best on ground level. • Decision: Include GC on second and third floors. Separation Standards: • Support Planning Commission on the setbacks. • A concern regarding removal of the separation standard for delivery only is okay, but if in the future cannabis business moves to retail it becomes more concerning. o Any future change will revive this conversation. • Decision: Setbacks should be returned to the State requirement of 600 feet; remove parks form sensitive use definition and remove the 1,000 foot ' setback from other cannabis businesses. Use Pemits: • Any use permit would go through environmental review. o Second floor uses of an existing building would be exempt. • Use that should go to Planning Commission. • New building on a vacant lot may have an environmental review regardless of the use. o Most use issues go to Planning Commission. o Most are not based in use, but development criteria. " If we don't have a cap, the only way to weed some business out is the selection ' criteria. " Never capped the number of business of any type in Truckee. " Favor the criteria. " Philosophically do not favor a cap. " Decision: Staff will come back with selection criteria recommendations. Revised ordinance to include: " No cap. " Subject to criteria to be adopted at a future meeting. " Objective criteria. " Examples from other cities. " Come back in a reasonable amount of time. Vice Mayor Tirman adjourned for recess at 10:30 pm. Vice Mayor Tirman reconvened at 10:35 p.m. Special Rules: " Delivery restriction would be to challenging to regulate. Others: " Leaving State tax money on the table? o Testing facilities  Allow with the same criteria for delivery only ' dispensaries? " Holding off on tax until there is an assessment of what could be generated by the State. " This was a long path to agreeing to delivery services  to throw in another use without understanding what that benefit is, doesn't make sense. o Stay the course look at the tax issue and understand the implications. " Analysis of what the implications are and what the ordinance might look like. " Analyze the State tax revenue implications of adding testing use. Prohibit deliveries jurisdictionally: " Prohibition of deliveries from other jurisdictions  how do we enforce that? Taxation: " Opposed to taxation: o Additional parcel taxes being considered, we will reach a point of over taxing locals. o Cannabis special use tax others more important to the community than taxing cannabis. " Tax cannabis and alcohol. o Would taxpayers approve this? " What will we get back on State revenue? " Raise another issue staff would bring back. o Can the Town tax cannabis  and maybe alcohol as well? , " Decision: Staff will bring the taxation discussion back to the Council. The staff recommendation, with the direction noted above, was moved by Council Member Goodwin, seconded by Council Member Flora and adopted with the following vote: Ayes: Council Member Goodwin, Council Member Flora, Council Member Abrams, and Vice Mayor Tirman. Noes: none. Absent: Mayor Wallace Dee. Abstained: none. The motion passed 4-0. 7.3 STAFF REPORT — Funding Sources for Housing. Recommended Action: Review the BAE Urban Economics Truckee North Tahoe Housing Funding Feasibility Study and provide direction to staff on next steps. Council Discussion: • A condo is considered a parcel for tax purposes. • Tiered on fulltime homes versus occasional use homes: o Could be challenging to determine fulltime versus occasional use. o Homeowner property tax exemption could be used to identify this. • Election timing is important. It could be a special election. • Administrative issues: o Reverse host compliance issue. o Manage the compliance to be determined. o Live separate and rent out part or portion of a home. • Generating additional revenue — ask the voters for a Transient Occupancy Tax (TOT) increase and remove the Truckee Tourism Based Improvement District (TBID) • Parcel Transfer Tax — SB 2 — 2018 some revenue 2019 will be full revenue year. • TOT is 12% comfortable regionally. Going higher could be uncomfortable. o TOT is uneven from Town and the Counties. Vice Mayor Tirman opened the item for public comment. ' Seana Doherty, Mountain Housing Council: • Stated she is excited this element of the plan is moving forward. • Requested clarification on the recommend BAE regional approach — 28 Town of Truckee Town Council Regular June 12, 2018 Page 15 partners. Spreading across all. • Never fast enough. ' • Where does the money go if it is regional — is it a Joint Powers Authority. • Host compliance and voter registration could be used to determine fulltime resident status. • We are one consumer eco system. Housing isn't designated by jurisdictions. Remember in the region, Truckee lead in collaborative approach. • Look at all options. • Do we need more housing or more marketing for our region to bring more people here? John Falk, Tahoe Sierra Board of Realtors (TSBOR): They oppose real estate transfer tax options. o Clear whatever Council decides, outreach to stakeholders will be crucial. It is incumbent on the entity to do the outreach and mitigate advisories. General versus special tax. o General tax with the understanding that it will be used for specific uses is disingenuous. o What works or spreads the risk. o Adding cost to property that is so valuable may not be wise. o TOT and use tax will tax visitors too. Vice Mayor Tirman closed public comment. Council Discussion: ' • Polling and outreach — narrow options. o Recommendation on next steps. o Curious, parcel tax, most flexibility. • How does the Town lead the region? o Taking a direction that other can follow (Parcel Tax): • TOT - 2% to supplant TBID or increase percentage point for residential areas. o Tiered Parcel Tax, voter registration method. o Move forward and poll it. • Hesitant on parcel tax: o Less heartburn with tiered. o TOT transit benefit paying the tax direct correlation to transit. o Increasing the tax, what is the direct benefit to the taxpayer (visitor)? • Sensitive to pushing it higher. • Portion of the 2% housing and portion to TBID. • Sales tax is already higher than the counties. • Transfer tax see what's happen at the State level. • Conduct informal polling and determine support. • A general tax can only be considered at a general election. • Explore the tiered parcel tax, conduct polling. • TOT proposal. • Conduct key stakeholder outreach. Recommended Action: Approve Resolution 2018-37 to: 1) Adopt the 2018-2019 Town of Truckee Annual Operating and Capital Budget, including proposed personnel changes, and adopt the estimated actuals for 2017-2018 Capital Improvement Projects as the amended budget amounts: 2) Adopt the Town of Truckee Job Classification List effective for FY 2018-2019 pursuant to the requirements of the California Code of Regulations, title 2, section 570.5.
