SUMMARY STATEMENT: An RFP was developed and solicitations for airport planning and engineering services were completed in accordance with FAA requirements. Three
firms responded, Armstrong Consultants, Toothman-Orton, and URS. A selection criteria and scoring sheet, in accordance with FAA Circular 150/5100-14C, was used to evaluate the firms.
Additionally, interviews were conducted and each firm was scored according to standardized questions that were asked. The detailed scores are enclosed in the attached summary. Please
review the proposals that are enclosed. Note: Following selection the selected firm will prepare a detailed Scope of Work and this will be reviewed by the City, State, and FAA for approval.

MENDED ACTION: Approve the recommendation of Armstrong Consultants as the airport planning and engineering services consultant and direct staff to negotiate a detailed scope of work.
