CALL TO ORDER
The May 10, 2010, Special City Council Meeting was convened at 5:38 P.M. by Mayor John
Landwehr.
ATTENDANCE
The following Council Members were present at roll -call:
Present: Carroll, Ferguson, Griffith, Harvey, Koon, Medin, Pope, Penfold,
Struemph, Scrivner
Absent: None
A quorum was present.
BILLS INTRODUCED
Bill 2010 -17, sponsored by Councilman Penfold, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH THE CITY OF TAOS
TO ACCEPT WASTEWATER FROM TAOS FOR TREATMENT.
Mayor John Landwehr acknowledged that Taos Mayor Alicia Weaver and Taos Councilman
Bob Urban were present and he and the Council invited them to make a presentation on the
issue and perhaps answer questions that the Council may have.
Following a presentation of the background of the issue by Staff, a lengthy discussion was
held.

Mayor John Landwehr called a brief recess at 6:30 P.M.
RECONVENE

The meeting was reconvened at 6:37 P.M. with the following Council Members present:
Present: Carroll, Ferguson, Griffith, Harvey, Koon, Medin, Pope, Penfold,
Struemph, Scrivner
Absent: None
A quorum was present.
ACTIONS TAKEN
A motion was made by Councilman Rich Koon to send the issue back to the negotiating
committee and bring it back only after the annexation lines are worked out. The motion was
seconded by Councilman Bob Scrivner.
Councilman Ron Medin made a motion to amend Councilman Koon's motion by delineating
the annexation lines as he pointed out on the map, seconded by Councilman Rich Koon.
Following a lengthy discussion, Councilman Jim Penfold moved to further amend by
delineating annexation lines he pointed out on the map, seconded by Councilman Ron
Medin. After further discussion, Councilman Ron Medin withdrew his motion to amend, and
Councilman Rich Koon withdrew his second.
Councilman Bryan Pope made a motion to accept the original recommendation of the
annexation lines as presented by staff on the map being used tonight, seconded by
Councilman Bob Scrivner.
Councilman Mike Harvey called the question on Councilman Pope's motion, seconded by
Councilman Ron Medin, and approved with Councilmen Penfold and Scrivner voting "Nay."
Councilman Bryan Pope's motion currently on the floor was then defeated by the following
roll -call vote:
Aye: Ferguson, Koon, Pope, and Scrivner
Nay: Carroll, Griffith, Harvey, Medin, Penfold, and Struemph
Discussion was then held on Councilman Jim Penfold's motion. Councilman Rich Koon
called the question on Councilman Penfold's motion, seconded by Councilman Mike
Harvey, and approved with Councilmen Penfold and Scrivner voting "Nay."
Councilman Penfold's motion currently on the floor was then defeated by the following
roll -call vote:

Aye: Carroll, Ferguson, Koon, Medin, and Penfold
Nay: Griffith, Harvey, Pope, Scrivner, and Struemph
Discussion was then held on Councilman Rich Koon's original motion. Councilman Mike
Harvey called the question on the motion currently on the floor, seconded by Councilman
Bryan Pope, and approved unanimously.
Councilman Koon's original motion was then defeated by the following roll -call vote:
Aye: Ferguson, Koon, Medin, Penfold, and Scrivner
Nay: Carroll, Griffith, Harvey, Pope, and Struemph
RECESS
Mayor John Landwehr called a brief recess at 7:50 P.M.
RECONVENE
The meeting was reconvened at 7:55 P.M. with the following Council Members present:
Present: Carroll, Ferguson, Griffith, Harvey, Koon, Medin, Pope, Penfold,
Struemph, Scrivner
Absent: None
A quorum was present.
ACTIONS TAKEN
Councilman Rich Koon made a motion to suspend negotiations with Taos unless Taos
comes back to the City with further offers to negotiate, seconded by Councilman Mike
Harvey. Following discussion, Councilman Koon withdrew his motion and Councilman
Harvey withdrew his second.
Councilman Rich Koon moved to adjourn and allow Taos to come back with a proposal if

they wish, seconded by Councilman Mike Harvey, and approved with Councilman Ron
Medin voting "Nay."
ADJOURNMENT
The meeting adjourned at 8:08 P.M.
