CALL TO ORDER — Mayor Wallace Dee called the meeting .to order at 6:00 p.m. 2. ROLL CALL: Council Members; Flora, Goodwin, Abrams, Vice- Mayor Tirman, and Mayor Wallace Dee. Staff Present: Hilary :Hobbs, Management Analyst; Julie Paping, Office Assistant; Kelly Larson, Administrative Technician; Becky Bucar, Engineering Manager; Nicole Casey; Senior Accountant; Denyelle Nishimori, Community Development Director; Jessica Thompson, Senior Civil- Engineer; Rob Leftwich,- Chief of Police; Kim Szczurek, Administrative Services Director; Dan Wilkins, Public Works-Director/Town Engineer; Jeff Loux, Town Manager; and Judy Price, Town .Clerk. 3. PLEDGE OF ALLEGIANCE — led by David Jones. 4. PUBLIC COMMENT - Beth Cushman stated: • She is with Bob Cushman and would like to comment on _the controversial issue of cell phone towers in residential neighborhoods. • Provided anecdotal information on.a cell tower_proposed in her neighborhood. o The National Association of -Realtors stated it will lower property values of the neighboring properties. • Recommended Council consider adopting an ordinance similar to Mill Valley or Piedmont restricting. cell towers in residential neighborhoods. • Urged Council to consider a moratorium on cell tower placement until the General Plan update or zoning modifications for the placement of these cell towers can be considered. Response: Denyelle Nishimori;-Community Development Director, stated the Town has some degree of .land use regulation over cell towers. However we are limited on what can be regulated. A Federal Grant program provides funding to put up towers in rural areas to complete coverage.. The Town is limited in the ability to say no. 5. PRESENTATIONS 5.t Mayor Wallace Dee presented the Truckee River Day Proclamation. Received by Michele Prestowitz, Program Manager, Truckee River Watershed Council. 5.2 David Jones and Kyra Emanuels-Ross, Emanuels Jones and Associates, provided a Presentation on State Legislative Advocacy. Town of Truckee September 25, 2018, Town Council Regular Page 1 In response to Council Questions: • Senate Bill (SB) 100 state planning goal of renewable energy at 100% by 2045, which will require a significant increase the renewable procurement portfolio. • Cap and Trade funding for sustainable projects. Most energy providers can get to 80% easily by the remaining 20% will be challenging. • SB 901 - funding will come out of Cap and Trade to reduce the greenhouse gasses from the wildland fires. There are 29 bills that go along with it. Streamlining the permit process for the timber harvest of dead and dying trees. It is currently in affect. It will take some time to get the regulations in place. Ongoing discussion but work should begin in a year. o There will be a combination of efforts to handle the complexity of fires. o CalFire will have the funding for tree removal and planning and preparedness. Grant dollars will go through CalFire. o Urban wildfire interface mitigating the devastating effects of the fire. 5.3 Charles Anderson, Regional Public Affairs Manager, Sacramento Valley Division, League of California Cities, Presented the Helen Putnam Award to the Town for the Mousehole Project. Dan Wilkins, Public Works Director/Town Engineer, presented details for the project. 5.4 Judy Price introduced Julie Paping, Office Assistant. Mayor Wallace Dee opened the presentation items to public comment. Seeing none, Mayor Wallace Dee closed public comment. 6. CONSENT CALENDAR It was moved by Council Member Goodwin, and seconded by Vice Mayor Tirman, to approve the Consent Calendar Items as follows: 6.1 Adopt Resolution 2018-68 approving the abandonment of a 244 square -foot portion of a ten -foot wide overhead wire and conduit easement located along the property frontage of 11830 Deerfield Drive; and 2) Authorize the Town Manager to sign the Indemnification Agreement between the Town of Truckee and Lorna Smart regarding APN 18-720-04. 6.2 Adopt Resolution 2017-67 approving; 1) Minor Street Vacations for a portion of School Street located on the west side of 10090 Church Street and a portion of E Street located on the north side of 10090 Church Street, and the Lot Line Adjustment; 2) Authorizing the Town Manager to sign the Indemnification Agreement between the Town of Truckee and Richard and Kathleen Curtis; and 3) Determining the project categorically exempt from CEQA per Section 15301(b)(3). 6.3 Authorize the Town Manager to execute a design contract with Eastern Sierra Engineering (ESE) in the amount of $341,132 for purposes of preparing environmental permitting, a mitigated negative declaration California Environmental Quality Act and final design plans, specifications, and cost estimates for the Church Street Extension Project; and 2) A 10% contingency budget for a total authorized amount of $375,245. Noes: none. Absent: none. Abstained: none. The motion passed unanimously. 7. DISCUSSION ITEMS 7.1 STAFF REPORT — Bridge Street Intersections Project Advisory Committee C1805. Recommended Action: Appoint the Bridge Street Intersections Project Advisory Committee, and approve the proposed mission statement. Jessica Thompson, Senior Civil Engineer, presented from the staff report (presentation on file with the Town Clerk). Mayor Wallace Dee opened the item for public comment. Jamie Brimer questioned the option locations. Mayor Wallace Dee closed public comment. Council Discussion: • Timing — the entire process will be one to two years to determine the preferred alternative. o The group will determine alternatives, narrowing the alternatives for study, and make a selection for recommendation. The staff recommendation was moved by Vice Mayor Tirman, seconded by Council Member Abrams, and adopted with the following vote: Ayes: Vice Mayor Tirman, Council Member Abrams, Council Member Flora, Council Member Goodwin and Mayor Wallace Dee. Noes: none. Absent: none. Abstained: none. The motion passed unanimously. 7.2 STAFF REPORT — Rescind Resolution 2008-55 Establishing a Public Involvement Program Related to Budgeting for Road Maintenance and Road Improvements. Adopt Resolution 2018-66 to rescind Resolution 2008-55 establishing a public involvement program related to budgeting for road maintenance and road improvement. Becky Bucar, Engineering Manager, presented from the staff report (presentation on file with the Town Clerk). Mayor Wallace Dee opened the item for public comment. Noes: none. Absent: none. Abstained: none. The motion passed unanimously. 7.3 PUBLIC HEARING — Continued Fee Schedule Update. Recommended Action: Conduct a Public Hearing and adopt Resolution 2018-61 approving an inflationary adjustment, additions and correction to the Town Wide Fee Schedule. Nicole Casey, Senior Accountant, presented from the staff report (presentation on file with the Town Clerk). Council Discussion: Fees are charged based on the date the application is submitted. Cost of living index was selected based on the proximity to Town, and the impacts of bay area economics on the Town and Town's historic use of it. The fees for windows were based on a previous study on how many inspections they perform per item. Initial inspection when the windows are removed and one after the installation is complete. o It is based on best practices. o Reflect the work being done and charge for the correct number of inspections. Mayor Wallace Dee opened the item to public comment. Jamie Brimer, plumbing contractor, stated: • Plumbing permits are too high: o Asserted many contactors do not apply for permits for some processes. • Provided scenario for permit costs. • If permits are too expensive, the work will be preformed on weekends when Building Department staff are not watching and the revenue will be lost. Carmen Carr stated: Supports lowering the permit fee structure for remodels. She frequently sees houses selling where work has been completed without permits. Mayor Wallace Dee closed the public hearing. Council Discussion: Worthwhile to take an overall structure, but it is still important to have a permit process that all contactors are adhering to. Seems expensive for a one time visit. Town of Truckee September 25, 2018, Town Council Regular Page 4 1 • Inflationary adjustments. It has been ten years since our last cost of service review. o Certain smaller permits would benefit (incentive to permit by lower cost). o Similar process to get them in the door. o Smaller permits seem exaggeratedly high; all permits have to support the inspection and all the associated fees of an enterprise fund. ■ Larger permits have an economy of scale. • Staff can look at it independent of the fee schedule cost of living item and is staff working on it. • The Town should get fees in line before they are raised again. • This is a Town -wide fee schedule and we need to do this Town -wide cost of service study. The staff recommendation was moved by Council Member Goodwin, seconded by Vice Mayor Tirman, and adopted with the following vote: Ayes: Council Member Goodwin, Vice Mayor Tirman, Council Member Abrams, Council Member Flora, and Mayor Wallace Dee. Noes: none. Absent: none. Abstained: none The motion passed unanimously. 8. COUNCIL REPORTS Jeff Loux announced the receipt of two grants for the Town. Council Member Flora • Attended the Truckee Trails mixer at Lake Mary. • Announced a Community Facilities District (CFD) meeting prior to the one on October 1 s`, 2018. Council Member Goodwin • Participated in a mini Truckee Day, clean up. • Attended 50/50 brewery grand opening. • Attended the Truckee Trails mixer at Lake Mary. Vice Mayor Tirman • Attended the Mountain Housing Council jurisdictional meeting. • Attended Mountain Housing quarterly update meeting. • Attended the Sister City Committee Meeting. • Attended a ride along with Officer David McKay. • Attended the 50/50 brewery grand opening. • Attended the opening of the Eco Cleaners. Town of Truckee September 25, 2018, Town Council Regular Page 5 Mayor Wallace Dee • Attended the opening of the Eco Cleaners. • Attended the Mayor Managers breakfast. • Attended the League of California Cities meeting. o Jeff Loux, Town Manager outlined the Beacon Award presented to the Town. • Attended Nevada County Transportation Commission (NCTC) meeting. • Had a meeting with Caltrans regarding communications efforts. • Scheduled a second series of Talk of the Town at Dark Horse Coffee. 9. CLOSED SESSION 9.1 CONFERENCE WITH REAL PROPERTY NEGOTIATORS — Assessor's Parcel Number 019-130-004 Agency negotiator Hilary Hobbs, Management Analyst; and Jeff Loux, Town Manager; Government Code Section 54956.8 Reportable action taken: none.
