Impact Area negotiations
The proposal submitted by Valley County does not meet the Council’s earlier desires. The County proposal continues a separate Impact Area Planning & Zoning Commission, distinct
from both the City P&Z and the County P&Z.
The City Council has three choices: 1) accept the County’s proposal; 2) reject the County’s proposal and respond with another counter-proposal;
or 3) reject the County’s proposal and go to the ‘committee of nine.’
Staff recommends that the City Council begin the ‘committee of nine’ process, as allowed by Idaho Code 67-6526(b).

ARY STATEMENT:
The attached draft Ordinance is provided as a starting point for discussion. The proposal can be summarized as:
Retain McCall Comprehensive Plan and Zoning Code in the
Impact Area.
Eliminate the Impact Area P&Z Commission.
City P&Z Commission makes recommendations to the County Commissioners for final decisions on variances, conditional use permits,
scenic route reviews, and subdivisions.
City P&Z Commission makes recommendations to the County P&Z for rezonings and Comprehensive Plan amendments. County P&Z then makes recommendations
for final action to the County Commissioners.
Applications filed with and administered by McCall.
RECOMMENDED ACTION:
Finalize a proposal for presentation to the County Commissioners.
