CALL TO ORDER — Mayor Wallace Dee called the meeting to order at 6:00 p.m. 2. ROLL CALL: Council Members; Flora, Goodwin, Abrams, Vice Mayor Tirman, and Mayor Wallace Dee. Staff Present: Christina Earnhardt, Administrative Services Manager; Hilary Hobbs, Management Analyst; Jessica Thompson, Senior Civil Engineer; Riley Morrison, Street Maintenance Manager; Octavio Martinez, Street Maintenance Supervisor; Thom Ravey, Street Maintenance Manager — Retiring; Becky Bucar, Engineering Manager; Kelly Huelskamp, Office Assistant; Jenna Gatto, Planning Manager; Dan Wilkins, Public Works Director/Town Engineer; Andy Morris, Town Attorney; Jeff Loux, Town Manager; and Judy Price, Town Clerk. 3. PLEDGE OF ALLEGIANCE — led by Thom Ravey. 4. PUBLIC COMMENT — none. 5. PRESENTATIONS 5.1 Mayor Wallace Dee Proclaimed October as Breast Cancer Awareness Month. Received by Dr. Laurence Heifetz, Tahoe Forest Hospital District, Gene Upshaw Memorial Cancer Center. 5.2 Mayor Wallace Dee and Dan Wilkins, Public Works Director/Town Engineer, recognized the retirement of Thom Ravey. Mayor Wallace Dee opened the presentation items to public comment. Riley Morrison stated: • He worked with Thom for 15 years. Thom was a mentor to him, and an example with his dedication to the job, and strong accountability to the community. • Thom will be missed around the department. • Thom moved the department from old school to cutting edge. Thom's daughter: • Spoke about Thom working on Christmas and other holidays to keep roads open and safe for everyone. • Praised her father for his work at the Town and his leadership. Town of Truckee October 9, 2018, Town Council Regular Page 1 5.3 Dan Wilkins, Public Works Director/Town Engineer, announced the promotion of Riley Morrison to Street Maintenance Manager; and Riley Morrison announce the promotion of Octavio Martinez to Street Maintenance Supervisor. Mayor Wallace Dee opened the item to public comment. Seeing none, Mayor Wallace Dee closed public comment. 6. CONSENT CALENDAR Judy Price, Town Clerk, pulled Item 6.3 for further discussion. Council Member Goodwin pulled Item 6.5 for further discussion. It was moved by Council Member Goodwin, and seconded by Vice Mayor Tirman, to approve the Consent Calendar Items 6.1, 6.2, and 6.4 as follows: 6.1 Approve the Minutes of September 11, 2018 Regular and Closed Session; and September 25, 2018 Regular and Closed Session. 6.2 Continue this item without consideration to a future Truckee Town Council meeting. 6.4 Reject the Claim for Damages against the Town of Truckee from S. Craig Trumbull. The Consent Calendar carried with the following vote: Ayes: Council Member Goodwin, Vice Mayor Tirman, Council Member Flora, Council Member Abrams, and Mayor Wallace Dee. Noes: none. Absent: none. Abstained: none. The motion passed unanimously. 6.3 Establishing Places for Posting Agendas, Ordinances and Other Town Notices. Recommended Action: Repeal Resolution 2001-01, and Adopt Resolution 2018-69 Establishing Places for Posting of Ordinances, Agendas, and Other Town Notices. Judy Price, Town Clerk, presented from the staff report (presentation on file with the Town Clerk), suggesting an opportunity to use empty news rack locations to distribute agenda as a pilot program. Mayor Wallace Dee opened the item to public comment. Suzy Tarnay requested that, at minimum, the Humane Society be included in the resolution as a posting location. Carmen Carr: • Spoke in favor of the pilot program for paper agenda distribution, but questioned what the ultimate goal is, stating: o If it is the goal to capture the community and bring people to the Town Council, Town may want to consider expanded digital outreach versus additional paper agendas. o Include an invitation with the link to the agenda. Council Discussion: • More participation at meetings: o Efforts for engagement are not a legal requirement; the Town is constantly trying to promote greater attendance. o Agendas are a legal requirement. • Run the pilot program for three months. • Shying away from paper wondering if we can build on the links in more commonly used websites in Truckee: o Check with Moonshine Ink or others for opportunities. o Other creative ways to increase participation, not just putting paper in the boxes. o Go electronic as much as we can. • Consider additional or alternative posting locations. • Do not add locations to the resolution. Council Direction: Run a pilot program for three months utilizing the open news rack spaces. Add the Animal Shelter into the posting locations and evaluate effectiveness. The staff recommendation was moved by Vice Mayor Tirman, seconded by Council Member Abrams, and adopted with the following vote: Ayes: Vice Mayor Tirman, Council Member Abrams, Council Member Flora, Council Member Goodwin, and Mayor Wallace Dee. Noes: none. Absent: none. Abstained: none. The motion passed unanimously. 6.5 Contract with Host Compliance for Transient Occupancy Tax Related Services. Recommended Action: Authorize the Town Manager to execute a contract with Host Compliance, LLC for the provision of services related to Transient Occupancy Tax collections for the Town for an amount not to exceed $97,000 for Fiscal Year 2108/2019, and approve a budget amendment to increase the General Fund general government expenditures budget by $17,000. Christina Earnhardt, Administrative Services Manager: • Worked with Host Compliance for three years, and they: o Monitor the listings online about five -hundred short term rental websites. o Locate Truckee specific listings. o Locate the address for the listings. o Compare their findings to the Town's current list of registered short term rental properties. o Provide analysis on rental activity to ensure compliance with the Town's Transient Occupancy Tax regulations. Town of Truckee October 9, 2018, Town Council Regular Page 3 " Town has gone from 900 registered properties to over 1,300 remitting tax and 1,700 registered to rent. " Cost per property is $57 per registered property. " Active renting only is $75 per remitting property. Mayor Wallace Dee opened the item to public comment. Noes: none. Absent: none. Abstained: none. The motion passed unanimously. 7. DISCUSSION ITEMS 7.1 STAFF REPORT  Truckee Tourism and Business Improvement District 2017-18 Annual Report. Recommended Action: Approve the Truckee Tourism and Business Improvement District (TTBID) Annual Report. Hilary Hobbs, Management Analyst, presented from the staff report. Ms. Hobbs introduced Colleen Dalton, Brand Communications Director, Truckee Chamber of Commerce (presentations on file with the Town Clerk). Council Discussion: " Relationship between the TTBID and Chamber. Truckee.com website, how much is attributed to the website. o TTBID designates 25% of their funding to improve the website primarily for lodging and events. " The Visitor's Center is purely Town funding. " The TTBID has a contract with JVP Communications for their Public Relations. o A post on NBC is very valuable. o Questioned whether the current marketing is going against the grain in trying to attract more people to the area. o The TTBID is focus on increasing length of stay and shoulder season rentals. " The biggest success of the TTBID, so far, has been creation of a team with mutual goals. o The group is savvy to recognize that events are not the entire answer. o Appreciate the group's thoughtfulness and faith to not spend all the funding. o They are creating a legacy. " Looking for benefits for decades to come. Town of Truckee October 9, 2018, Town Council Regular Page 4 " The economic analysis will take place over two years, the budget represents the first year of funding. " The TTBID has faced some challenges, but are continuing to work with professional promotors with compatible events. Mayor Wallace Dee opened the item for public comment. Carmen Carr stated: " Has had the opportunity to attend the TTBID meeting. Critical to determine how the community will respond and to the effort to get heads on beds. Rory O'Farrell: " Encouraged the TTBID to use and support the local TTCTV. Mayor Wallace Dee closed public comment. Council Discussion: " Any re -authorization would be October 30`h 2020. o Council and the property owners would need to approve the re- authorization of the TTBID. " Impressed with the conversation regarding the correct use of the funds. " Excited to see where to go in the next couple years. " A local pavilion is in the bullseye of the TTBID goals to improve the visitor experience. The staff recommendation was moved by Vice Mayor Tirman, seconded by Council Member Abrams, and adopted with the following vote: Ayes: Vice Mayor Tirman, Council Member Abrams, Council Member Goodwin, Council Member Flora, and Mayor Wallace Dee. The motion passed unanimously. 7.2 STAFF REPORT  Amending Chapter 1.02 of the Municipal Code Regarding Recovery of Code Enforcement Costs and Initiation of Legal Action on Behalf of the Town. Recommended Action: Introduce and waive the first reading of Ordinance 2018-12 amending Section 1.02.040, 1.02.050, and 1.02.070 of Chapter 1.02 of the Municipal Code. Mayor Wallace Dee • Attended the Public Infrastructure Finance Meeting. • Attended Talk of the Town on September 261n • Attended the West Wing dedication at Truckee High School. • Teleconference with a director from AMTRAK.
