REGULAR COUNCIL MEETING, OCTOBER 18, 2021
CALL TO ORDER
Mayor Carrie Tergin called the October 18, 2021 City Council meeting to order at
6:01 P.M.
ROLL CALL
The f ollowing Councilmembers were present for roll-call:
Present: Fitzwater, Hensley, Kemna, Lester, Spencer, Spicer, Vogt, and Ward
Absent: Schreiber and Wiseman
A quorum was present.
ADOPTION OF THE AGENDA
A motion was made by Councilmember Ward and seconded by Councilmember Vogt to
adopt the agenda. The motion passed unanimously.
MISCELLANEOUS AGENDA ITEMS
a. Kristi Campbell, Director of the Cole County Health Department provided an update.
b. Mayor Tergin presented the World Polio Day proclamation to Jefferson City Rotary
representatives.
c. The new President of Helias Catholic High School, John Knight was introduced by
Mayor Tergin.
d. Mayor Tergin presented the Buckle Up/Phone Down proclamation to Angela Nelson,
the Vice President of Public Affairs for AAA MO, and Ron Bentech with Hands Free
MO.
PUBLIC HEARINGS
a. Amending Chapter 12, Section 36 of the City Code Pertaining to City Ward
Boundaries
i. Associated Introduced Bill 2021-060.
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING
CHAPTER 12, ELECTIONS, SECTION 36, PERTAINING TO WARD
BOUNDARIES.
A Staff presentation was made by Eric Barron, City Planning Manager

Penny Quigg spoke against the bill, indicating concerns with lack of public input,
lack of transparency, and lack of understanding the larger impact of redistricting
and not including the prison population when determining City ward boundaries.
Mayor Tergin listed the opportunities for public input which included two open
houses, media coverage directing citizens to provide input on the City’s website,
and/or open houses, and City Council meetings open to the public. She also noted
that she and a few councilmembers attended an open house.
There was continued discussion between the Mayor, City Councilmembers and
Staff regarding the prison population not included in the proposed ward
redistricting.
With no further discussion and no one else to speak on the bill, the public hear ing
was declared closed. The bill will appear under bills pending at the next City
Council meeting.
Councilmember Wiseman arrived at the meeting at 6:32 P.M.
APPOINTMENTS BY THE MAYOR
Councilmember Wiseman motioned to approve the recommended appointments t o the
following Heartland Port Authority and the boards and commissions. Councilmember
Spicer seconded the motion. The motion passed unanimously.

PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS
A Columbia Regional Airport update was presented by Stacy Button and Michael Parks,
Regional Economic Development, Inc. (Invited by Mayor Tergin, Councilmembers
Fitzwater and Wiseman). There will be a beam signing ceremony on October 2 9th at
10:00 A.M. at the airport.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
City Council Committee announcements:
• Committee on Administration - The next scheduled meeting is Wednesday,
November 3rd at 7:30 a.m. in the Boone-Bancroft Room at City Hall.

• Finance Committee – The next scheduled meeting is Thursday, October 21st at
7:30 a.m. in the Boone-Bancroft Room at City Hall.
• Public Safety Committee – The next scheduled meeting is Thursday, October 28th
at 7:30 A.M. in the Police Training Room.
• Public Works & Planning Committee – The next scheduled meeting is Thursday,
October 28th at 10:00 A.M. at the Waste Water Treatment Plant. There will be a
tour of the plant and the new Jefferson City Memorial Airport Terminal.
Staff Announcements:
• Mr. Barron announced childcare facilities grant opportunities. October 31 st is the
deadline to apply for the grants. More information can be found on the City’s
website.
Mayor Tergin made the following announcements:
• Lincoln University’s homecoming was a success.
• Mayor Tergin reminded everyone of the November 2nd election. She encouraged
citizens to vote yes on the public safety tax.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Stacy Landis, Student Representative, was not in attendance.

CONSENT AGENDA
a. Minutes of City Council Meetings: October 4
b. Authorizing a Compensation Study Request for Proposal
Councilmember Fitzwater requested that items a. and b. be taken up separately so a
discussion and update can be provided related to the compensation study request for
proposal which passed out of the Administration Committee.
Councilmember Wiseman motioned and Councilmember Ward seconded the motion to
approve item a. on the Consent Agenda. The motion passed unanimously.
Councilmember Fitzwater provided an update on the discussion that was had during the
Administration Committee as it related to the compensation study request for proposal. In
addition to the proposal that passed out of the committee, Councilmember Spencer is
also looking into another study related to compensation and may be brought to the
Administrative Committee at a future date.
Councilmember Wiseman motioned and Councilmember Lester secon ded the motion to
approve item b. on the Consent Agenda. The motion passed unanimously.

COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS

NEW BUSINESS
Councilmember Spencer thanked Josh Werdenhausen and his Parks co-workers for the
quick action in making repairs and improved lighting in Binder Park where a recent
incident took place.
Councilmember Spencer asked Staff about the elimination of private sewage being
disposed of at the Waste Water Treatment Plant. Director of Public Works, Matt Morasch
said the service was stopped about three years ago due to a negative cost/revenue ratio
and problems with past customers.
Councilmember Spencer asked if soil samples were tested on Adrian’s Island. Mayor
Tergin said that the project has passed inspections throughout the construction process.
APPROVAL OF OCTOBER 4, 2021 CLOSED SESSION MINUTES
A motion was made by Councilmember Wiseman and seconded by Councilmember Ward
to approve the October 4, 2021 closed session minutes. The motion passed by the
following roll-call vote:
