The meeting was called to order at 5:30 p.m. by the Hon. William F. Koch, Jr.
Mayor.

Mayor Koch knnounced this Budget Workshop as held pursuant to Notice to the
Town Commissioners, posting of Notice on the Town Hall Bulletin Board and by
Public Notice published in newspapers, as required under the law; that copies
of the Proposed Budget were delivered to all members of the Commission; that
said meeting is a Workshop meeting and that two additional meetings will be
held; the next Budget meeting will be at 5:01 p.m. on September 8, 1989
immediately following the Town Commission meeting at 4:00 p.m. of the same
date. The date for the second Budget meeting will be set down at the
regular meeting of the Town Commission at 9:00 a.m. on August 4, 1989.
Mayor Koch called on Mr. Gwynn to open discussion on the Proposed Budget.
Mr. Gwynn presented the Budget line —by —line explaining changes and entering
into discussion as required.
On the matter of fees charged by the Town, the Commission requested Mr. Gwynn
review said fees and charges. Fees charged by neighboring communities will
be available for Commission review at the next Commission Budget Meeting.
Discussion ensued on job titles and allocation of salaries to these titles.
Mayor Koch noted for the record that Mr. Flannery is presently acting in two
positions and, addressing Mr. Flannery, the Mayor said "if, at a later date,
you drop one of the positions which certainly would not be the Police Chief
job, b ut if you would drop the other one, then are we, say, automatically,
that the $54,000 is the salary ?" Mr. Flannery responded "no ".

Discussion continued on allocation of salary for the Town Manager /Police Chief.
Mr. Flannery said he cannot legally hold two sworn positions at the same time
and he wishes to have power to arrest and to handle an accident. The budget
can reflect the title "Acting Town Manager ". The dollars will not change. It
will be $45,000 and $9,000. A decision will be made at the next meeting. An
Agreement with Mr. Flannery is pending.
Salaries and raises for police and administrative employees were discussed.
One new police car may be purchased. Mr. Flannery noted the absence of direct
communication with Town police cars and suggested CB installation at a cost
of $900 for this purpose.
The beach buggy condition was discussed.
The pension plan was discussed in detail. The increase of 11.37 will be taken
up at the next Town meeting on August 4, 1989.
Notice of what the millage will be must be given at the next Town meeting.
Mr. Gwynn will recalculate from the changes as made.
Mayor Koch spoke on the rise in taxes and the expected public response.
Mr. Flannery spoke on Mrs. Gwynn's retirement. Mayor Koch spoke of his long
and wonderful association with Barbara and Bill Gwynn and of their most excellent
service to the Town. This matter will be on the August 4, 1989 agenda.
There being no further business the meeting adjourned at 7 p.m.
