The meeting was called to order at 9:00 a.m. by the Hon. William F. Koch, Jr.,

Mr. Armour made an observation regarding Town Appearance and Beautification
item (no. 9) of the July 19, 1989 Minutes and requested the Town Manager
put it on his Agenda for the first week in November.
On motion duly made and seconded the Minutes of the July 19, 1989 meeting were
approved. On motion duly made and seconded the Minutes of the Budget Workshop
of July 19, 1989 were approved.
3. Financial Report
Noting that real estate taxes have been paid except for about $12,000 which
will show on next year's tax receipts, Mr. Gwynn reported the shortfall will
be, as previously noted, about $65,000 but that there will be about $40,000
in the Money Market account which will carry the Town into November. The
Financial Report was approved as submitted.
4. Police Report
Mr. Flannery gave the report for the month of July noting double traffic
activity and no complaints on tickets issued. Captain Buchan spoke of a
reported burglary in Place Au Soleil. Mr. Flannery said he plans to have
a written report on the Rusten report sometime during the next month. Mr.
Flannery offered an oral report but Mayor Koch said they would wait for the
written report.

5. Planning & Zoning Board Report

6. Reconsideration of June 16, 1989 agenda item. Mr. Dudley Brown Morgan, Lots
3 & 4, Block B of Plat of Blocks A B & Z of Palm Beach Shore Acres, Ocean
Boulevard Estates.
1. Due to Coastal setback restriction and the 25% front yard requirement
a request to reduce the required 68.75' front yard setback to 57'. This
meets the 78' requirement along AIA. Total setback from the middle of
AIA will be 90'.
2. Variance request to reduce the side yard requirement from 159 to 10'
as allowed at the platting of said lots.
Mayor Koch relinquished the Chair stating for the record that he is abstaining
from discussion and voting on this matter and that he has filed Form 8B which
will be filed with these Minutes and made a permanent part thereof.
Mr. Armour assumed the Chair noting the previous vote was inadequate (two aye
and one nay) as three ayes are required. The Town Manager conferred with the
parties concerned who were understanding of the incident. Advised by Mr.
Randolph that the motion to reconsider should be made by the prevailing (nay)
side at the previous vote, Mr. Stahl moved to reconsider. Motion seconded and
passed unanimously. Mr. Stahl suggested clarification and Mr. Merle Smith,
appearing for Mr. Lamson, a party to this matter, approached the dais. Mr.
Stahl referred to a letter from Mr. Lamson dated May 19, 1989, requesting a
variance on Lot 4 and noting it was introduced to the Commission as a request
for a variance on Lots 3 and 4. Mr. Smith said the variance request was for
Lot 4 only explaining purchase was made for both lots and at some later date
they plan to request a consideration of the adjacent lot. Discussion ensued.
Mr. Randolph noted for the record that Mr. Merle Smith here today, advises
that he is entitled to represent the owner in regard to this matter and, as the
owner's representative, he is only here seeking a variance as to Lot 4 and he
does not seek any variance as to Lot 3 nor is a claim made that as a result of
previous actions of the Commission that a variance was granted as to Lot 3.
Mr. Armour requested the Minutes reflect "that Mr.. .Dudley Brown Morgan, Lots 3
and 4, Block B of Plat of Blocks A B & Z of Palm Beach Shore Acres, etc.

No objections having been received and discussion concluded, the Board on
motion duly made and seconded granted said requests. Mayor Koch stated for
the record that he abstained from discussion and voting in this matter and
submitted Form 8B to be filed with these Minutes and made a permanent part
of the record." Mr. Armour continued:

Stahl commented that he voted "nay" and there was a question of the legality
of what we did on June 16th."
Mr. Armour asked "with this in mind, is there any further discussion on this ?"
Discussion ensued with the Town Attorney deciding the status of the matter as
now under reconsideration.
Mr. Stahl, noting the error of the Commission, announced he was now prepared to
support the variance for Lot 4 and so moved that the variance requested for
lot 4 be granted. Motion seconded and passed unanimously. Mr. Stahl requested
the Minutes reflect his comment "that in view of the fact that Mr. Lamson only
requested the variance for lot 4, etc ". A copy of the Minutes and of the
May 19, 1989 letter of Mr. Lamson will be sent to Mr. Smith.
7. Police and Administrative Employee Pension Plan
Mr. Flannery gave a status report citing Commission Armour's assistance to him.
Mayor Koch gave an account of his recent experiences on this subject including
State contribution, size of the community, management of funds, actuarial
reports, etc.
Mr. Armour reported on pension payments offered by other plans noting Barnett
Bank representative, Mr. Webster, would be willing to confer with the Town on
pension plans.
�. Discussion ensued with Commissioners noting they are for a plan. Mayor Koch
suggested Mr. Armour, with his experience, look into it for the Town. Mr.
Armour will provide information on three or four plans.
8. Discussion to fill Vacant Commission Seat
Mr. Cross spoke in favor of Mrs. Kathleen Wallace, whom he nominated at the
last meeting, citing her qualifications and the need for a woman on the
Commission and he then renewed his nomination of Mrs. Wallace for the vacant
Seat. Her nomination was seconded by Mr. Stahl. Mr. Armour noted posting of
Notice of Vacancy to the community and the submission of applications by
three excellent candidates.
'After further discussion of Mrs. Wallace's qualifications the Commissioners
voted "aye" unanimously. This appointment is for the unexpired term of Mr.
Skelly as all Commissioners terms will expire in March.
9. Interlocal Agreement - Municipal Recycling
Mr. Cross spoke on the offer made to the Town by the Solid Waste Authority,
i.e. offer of bins, and the recycling program to date noting the State has
passed a law requiring that by 1991 there be a 30% drop in what is called
"trash fall ". The State would like communities to start providing isolated
recycled material as soon as possible. The Solid Waste Authority would like

the smaller communities like Gulf Stream and Ocean Ridge operating
effectively by the end of the year. Mr. Cross reported on pickup options
available to the Town and the charges and problems incurred therein.
Discussion ensued on various aspects of this operation and SWA offer of
storage bins available without cost to the community pending a timely
decision. Commission opinion is that the Town will be required to use
containers therefore it.was decided to accept the storage bins. Mr.
Flannery will make storage arrangements for the bins. SWA will send
educational material, pamphlets, leaflets, etc. to the residents. No
further action was taken.
10. Retirement of Mrs. Gwynn. RESOLUTIOW89 -7.A RESOLUTION OF APPRECIATION
Resolution read in its entirety by Mr. Flannery who then read a letter
of appreciation to Barbara Gwynn from the Commissioners. Mrs. Gwynn
was given a standing ovation by all present. A copy of Resolution 89 -7
and the letter are attached hereto and made a permanent part of this
record.
11. Commission Comments
Discussion ensued about a TAX ALERT leaflet distributed by the Palm Beach Civic
Association and its possible use, with the necessary adjustments, by
the Town of Gulf Stream. The leaflet will be given to the Civic Association.
The Fire Rescue contract with Ocean Ridge was discussed -.it has another two
years to run. Discussion erisued,on'the possiblilty of a package deal with Delray
Beach at the end of the other contract. The City of Delray Beach tentatively
offered a complete service for $71,600. Mr. Flannery will check into the
availability of Boynton Beach to provide service.
RESOLUTION R 89 -13. A RESOLUTION OF THE VILLAGE OF PALM SPRINGS, FLORIDA,

THE AMERICAN FLAG FROM DESECRATION.
The Commission will take this matter up at a future date.
Discussion ensued on future meeting dates. The meeting dates and times are:
Regular monthly Commission meeting at 3:30 p.m. on September 8, 1989. The
First Meeting on the Budget will be at 5:01 p.m. on September.8, 1989. The
Second Meeting on the Budget will be at 5:01 p.m. on September 19, 1989, on-
motion duly made and seconded.
The revised Budget will be made available approximately one week prior to
the Budget meeting. Mayor Koch asked that the Budget show the projected cost of
items not specifically discussed such as garbage pickup, etc.
Mayor Koch spoke on the progress of the Sewer Program noting the cooperation of

Commissioner Stahl called attention to item 5, paragraph c of the June 16,
1989 Minutes (request of Mr. Dudley Brown Morgan for a variance) stating
he had voted against approval. Mayor Koch did not participate in the vote.
Two Commissioners voted for approval. No mention was made at the time of
the vote that approval required three affirmative votes. The Petitioner
left the meeting thinking he had Commission approval of his request. The
Town Attorney said Petitioner will be advised administratively and the
Minutes of June 16, 1989 amended accordingly. The Minutes of the June 16,
1989 meeting stand amended as follows: "Item 5, paragraph c, request for a
variance by Mr. Dudley Brown Morgan. The Commission voted on the Motion to
approve as follows: Messrs. Armour and Cross "aye ", Mr. Stahl "nay ". Motion
did not carry.
Mayor Koch said in the future a Roll Call vote will be held.

OMr. Stahl also called attention to Page 3 of the June 16, 1989 Minutes, Item 5 h,
stating he wished to apologize for the manner in which this matter was discussed
and warmed to make sure the Commission understands Mr. Crocker must, return to the
Commission with a site plan for approval.

Mr. Gwynn gave the report for the month of June, 1989 noting a Money Market
balance of $59,000 at the end of the fiscal year to carry the town through
October and part of November when the tax revenues come in. It appears however,
the Town will end the year with a $65,000 deficit. The bond reduction is
progressing favorably. Mr. Gwynn commented on Mr. Armour's request to check
on re- financing Town bonds noting no actual gain in so doing, at this time.
The Commission accepted the Financial Report as submitted. .

6. Mr. and Mrs. William F. Koch III appeal to remove the 4300 sq. ft. limitation
of air conditioned space placed Apri1..14,1989 on their proposed residence at
Lot 12 Gulf Stream Cove.
Mayor Koch stated for the record the he is abstaining from discussion and
voting in this matter and that he will submit Form 8B to be filed with these
Minutes and made a permanent part thereof.
Digby Bridges, architect, explained the changes being made to-remain within
the approved footprint and Mr. Koch explained a possible downside structure.
After discussion, the Commission on motion duly made and seconded granted
the request to lift the 4300 sq. ft. restriction and to keep the footprint
as previously granted
7. Mr. Charles Hallock representing the Home Owner's Improvement Assoc., Inc.
Sewer Report.
Mr. Hallock appeared before the Commission in order to obtain approval of
1) A request to use the street right- of- ways.to put in gravity mains and
2) A request to locate a Lift Station on Town property.
Mayor Koch congratulated Mr. Hallock on the background information on this
project previously submitted to the Commission.

% Mr. Hallock gave a detailed report on procedures necessary to accomplish
the goal. Discussion ensued with the Commission exploring all aspects of
the installation. Mayor Koch noted the Association must submit their
requests to the Commission.at their own expense. Mr. Randolph said it must
be understood by the Association that all the Commission is doing is
approving this project in concept and that everything done will be subject to
further review. Mr. Hallock will give Mr. Randolph copies of all documents
related to the project. The Town of Gulf Stream will consider giving the
Association use of street right -of -way and putting the Lift Station on Town
property. Also, the Commission stated that any Agreement between this
Association and the Little Club or the City of Boynton Beach would first have
to be approved by the Town Commission since it would be an interlocal
Agreement. Motion to give conceptual approval with the understanding it is
not final approval, subject the Commission review of any and all documents and
which can be approved or denied at the discretion of the Commission and based
on approval of all documents was duly made and seconded.

8. Ms. Kim Jones, Sea Turtle Report
9.
Ms. Jones gave a recap of the Turtle season citing its successes but noting
problems with mechanical beach cleaning on four private properties. Mayor
Koch requested Mr. Flannery contact these properties and ask them to refrain
from such beach cleaning during the nesting season. Ms. Jones noted the non-
cooperation of residents with the Federal lighting Ordinance. A Town
lighting Qrdinance may be considered.

Mayor Koch cited the availability of the Planning 6 Zoning Board to handle
these matters. The high cost of re -doing the Town Ordinances was discussed.
The Commission agreed on the Ordinances. It was also agreed that the
residents should submit their concerns to the Planning 6 Zoning Board. The
Town will hold Special Public Meetings to hear their areas of interest.

As your Town Administrator it is my duty to advise you of possible
changes in the law that may affect the beach —front land you
currently own.
There are State laws that set forth requirements and procedures
relating to coastal construction, excavation and remodeling.
There is a strong possibility these laws will bei changing during
the first quarter of 1990. These changes could drastically affect
building or remodeling plans you may have considered.
If the proposed changes go into effect the current coastal
construction control line (how close you can build to the water)
may well be moved one hundred feet (100') to the west. This will
obviously result in less buildable space on your property.
If you are contemplating new construction, remodeling, excavation
or any changes on your land, even if it is within the confines of
the original foundation, you may want to start the process in the
near future. If you delay your plans you may not be able to
implement them after March 31, 1990.

INTERLOCAL AGREEMENT FOR MUNICIPAL RECYCLING
THIS AGREEMENT
made
and entered
into
this
day
of
, 1989, by
and
between the
SOLID
WASTE
AUTHORITY
OF
PALM BEACH COUNTY, an independent special district created
pursuant to Chapter 75 -473, Laws of Florida, as amended,
hereinafter called "Authority ", and the
a municipal corporation, chartered and
organized in accordance with the laws of the State of Florida,
hereinafter called "City ", for a municipal recycling program and
activities in accordance with Chapter 403, Part IV, Fla. Stat.
W I T N E S S E T H:
WHEREAS, the Authority has been empowered by law and through
interlocal agreement to carry out the powers, obligations and
requirements in Palm Beach County, Florida, prescribed to a
"county" pursuant to the provisions of Chapter 403, Part IV, Fla.
Stat.; and
WHEREAS, Chapter 403, Fla. Stat. makes the Authority
responsible for initiating recycling programs and insuring
municipal involvement; and
WHEREAS, Chapter 403, Fla. Stat. encourages the Authority to
enter into interlocal agreements with municipalities to establish
recycling programs and carry out recycling activities; and
WHEREAS, City desires to work in cooperation with the
Authority to establish a municipal recycling program toward
achievement of the State recycling goal and the requirements of
Chapter 403, Part IV, Fla. Stat.
NOW, THEREFORE, for and in consideration of the mutual
covenants and promises hereinafter contained to be kept and
performed by the parties hereto, and for the mutual benefit of
the City and the Authority, it is agreed as follows:
1.(a) [Option] City agrees to provide through its own
equipment and manpower for the collection of recyclable materials
(as defined in Chapter 403, Part IV, Fla. Stat.) in accordance
with the provisions of this agreement and all applicable laws.
1.(b) [Option] City agrees to enter into [or has entered
into] a contract for the collection and hauling of recyclable
materials (as defined in Chapter 403, Part IV, Fla. Stat.) with a
private collection and hauling company (Contractor) authorized to
make such collections within the City's jurisdiction.
1.(c) [Option] City desires and agrees that the Authority
shall provide for the collection of recyclable materials (as
defined in Chapter 403, Part IV, Fla. Stat.) within the
jurisdiction of the City by the Authority entering into a
contract for the collection and hauling company (Contractor)
authorized to make such collections within the City's
jurisdiction.
1.(d) [Option] City desires and agrees that the Authority
will provide for the collection of recyclable materials (as
defined in Chapter 403, Part IV, Fla. Stat.) with the Authority's
own equipment and manpower within the jurisdiction of the City.
2.[0ptional] The Authority shall directly bill and collect
the costs of this recycling collection program for each of the
residents to which this service is provided. The amount to be
charged each residential unit shall be determined by the
Authority based on the actual costs of providing this service,
including but not limited to manpower, equipment, repair,
insurance, fuel, administration, promotion and containers.
3.(a) [Applies to Options 1(a) and 1(b) above.) City shall
cooperate with the Authority to provide all necessary and
required information to the Authority so that the City and the
Authority can determine if the City's recycling program is
meeting the requirements of the Authority's countywide recycling
plan and other applicable state and local law.
3.(b) [Applies to Options 1(c) and 1(d) above.] The
Authority shall record, collect and assemble all data necessary
for reporting on behalf of City in compliance with the
Authority's countywide recycling plan for Palm Beach County,
Florida, and other applicable state and local law.
4. City shall promptly provide to -ne Authority copies of
any and all recycling ordinances passed or adopted by the City
now or in the future.
5. Curbside Service Area. This provision applies only to
units receiving curbside solid waste collection service. The
collector shall drive by and provide collection service to City
residents living in single - family and up to and including
fourplex dwellings in the service area. [Authority or City]
provided promotion materials will be distributed, informing the
residents as to when and how the materials will be recovered. No
residents will be deleted from a route list because of infrequent
participation, unless it is determined that the curbside
recycling plan is not feasible in a particular curbside solid
waste collection service area.
6. Collection schedule shall have a frequency of once per
week per each residence and shall be made on the same day as a
garbage /refuse collection.
7. Point of Collection. Collection shall be at curbside,
or within six (6) feet of the paved surface of the public
roadway, or in the same location as designated for garbage /refuse
collection.
8. Data Collection. The collector /hauler shall collect the
following data each day for each route and collection crew:
A. Total number of households on each
route.
B. Number of households setting out any or
all materials.
C. Collection hours.
D. Route miles.
E. Date and general weather conditions.
This data shall be submitted in a monthly
report submitted to the Authority by the 10th
day of the following month. Data sheets shall
be available from the Authority on request.
E
All data and program information shall be
retained for the period of the agreement. The
Authority has the right to request any
additional collection or contract related
information from the City or Contractor as
may be required for the program.
9. Collection of Source - separated Recyclable Material.
Individual residents /homeowners shall be required by the City to
separate their solid waste into recyclables and non - recyclables
as described hereafter. Each household will receive from the
[Authority /City /Contractor] a reusable container into which
recyclable material will be deposited. (Such container shall
remain the property of the [Authority /City].) Initially
recyclables shall mean green glass, brown glass, clear glass,
aluminum cans, plastic milk bottles, plastic beverage containers
and household batteries which will all be deposited into this one
reusable container, and newspaper which will be bagged and
placed on top or alongside of the reusable container. The
aforementioned materials shall be prepared for collection in
accordance with processing standards in paragraphs A through F
below:
A. Glass- rinsed whole bottles and jars, shall not include
cooking ware, plate glass, safety glass, light bulbs,
ceramics and non -glass materials. Caps, lids, and any
type of top must be removed from the bottles. Labels
may remain on the bottles, but bottles will be empty,
rinsed, dry and unbroken.
B. Aluminum- Aluminum cans (beverage) and containers (pet
food, tuna, etc.) shall be empty, rinsed and dry.
C. Plastic Beverage Containers- Milk jug type containers
(HDPE), and soft drink bottles (PET), empty, rinsed and
dry, with tops, caps or lids removed, are included in
this category. No other plastic bottles or containers
are permitted, but if markets develop in the future

other plastic items may be inc .ded upon direction by
the Authority.
D. Newspapers- Shall be dry and placed in brown (kraft)
paper bags. No additional magazine or any other types
of paper are permitted. Plastic bags may be used if
brown bags are not available.
E. Tin cans- Steel and tin - coated steel cans shall not be
included.
F. Household batteries- Drycell batteries only shall be
placed in the collection container. Wetcell
(automobile, truck, boat, etc.) type batteries shall
not be included.
10. Should the State of Florida (or the Department of
Environmental Regulation) determine any of the above items to be
non - recyclable or determine new recyclable materials during the
term of this agreement, the Authority and the City will negotiate
a method for terminating or modifying this agreement, as
appropriate.
11. Transportation and Equipment. [If Option 1(a) or 1(b)
above.] The City shall be responsible for having collected
recyclable materials transported to the Authority's Materials
Recycling Facility (MRF) or any other site(s) as directed by the
Authority for recycling. Any load of material delivered to the
MRF containing an excess of 10$ residue as described in this
agreement and /or material not listed as recyclable material (as
defined in Chapter 403, Part IV, Fla. Stat.) shall be disposed of
by and at the expense of the Contractor /City in accordance with
state and local law, rules and regulations.
Collection /hauling equipment must be of a type to
provide for rear unloading and be compartmentalized.
12. Improperly prepared recyclable materials. When the
[Contractor /City /Authority] crews encounter improperly prepared
material or non - recyclable items, they must follow this
procedure:
A. The collector shall pickup all recyclable materials

except those contaminated by food or other foreign
matter or those which cannot be conveniently retrieved
from the reusable container. Improperly sorted
materials or contaminated materials will be left in the
reusable containers or temporarily removed and returned
to the reusable container. The collector shall leave
an Authority- approved form in the container. The form
will notify the resident that material has not been
properly sorted, and provide information on how to
contact the [Authority's /City's] recycling coordinator
for further information.
B. The collector shall supply data from the records of
collection maintained in accordance with paragraph
[7/8] of this agreement to the [City /Authority] as
requested. It shall be the responsibility of the
[Authority's /City's] recycling coordinator to contact
residents who repeatedly place improperly sorted
materials at the curb or encourage them to properly
sort materials.
13. Compliance with applicable law. The transportation of
recyclable materials shall be undertaken in a suitable and
adequate manner for such activity, and shall comply with all
local zoning ordinances and any other applicable local and state
statutes, ordinances and regulations.
14. Materials flow plan. Criteria shall be established for
acceptance of loads deemed unsuitable for processing at the MRF.
For the first few months of the program, when the collector
enters the MRF with a load, it will be dumped on the tipping
floor and sorted with the use of a front -end loader. If the load
contains in excess of 10% residue, (meaning paper other than
newspaper, dirty cans or bottles, or items not listed as
recyclables by the Authority), the MRF will not accept these
materials. It will then be the responsibility of the collector
to dispose of such contaminated recyclables in a suitable manner.

15. Promotion and Education Res �nsibilities. [Some
responsibilities will shift in accordance with the options
exercised in paragraph 1.] The Authority, City and collector
shall participate in promotion and education efforts as outlined
below:
A. The [Authority /City] shall at least once a year
distribute notice of service availability to each
targeted household during the first year and up to two
notice distributions in subsequent years.
B. The collector shall distribute notices of improperly
prepared materials, of collection schedule changes, of
unacceptable materials or any other pertinent
information to residents as required.
C. The [Authority /City /Contractor] shall require employees
to deal courteously with customers on the telephone and
on -route to promote the collection service and explain
proper material preparation.
D. The Authority shall be availability to participate in
promoting the collection service at area fairs,
neighborhood association programs, or other community
events.
E. The Authority shall be available to give advice to the
City on promotion and education material content and
presentation.
F. The [Authority /City] shall be responsible for the
development, printing, and supplying of promotion and
education materials.
16. City shall maintain accurate records of any
expenditures of grant funds it may receive in accordance with
state grant guidelines and shall make these available to the
Authority and the Department of Environmental Regulation as
provided in Chapter 17- 716.430, F.A.C.
17. The City agrees that it shall require that all
recyclables (as defined herein) separated from the normal waste
stream that are collected within the City shall become the

property of Authority, and that if any other recyclables
collection is conducted within the City that such recyclables
shall be delivered to the Authority's MRF or any other site as
directed by the Authority for recycling, and City will take such
action as is necessary to insure against and prevent scavenging
and unauthorized removal of such recyclables within the
jurisdiction of the City, and shall take such other action as may
be necessary to assure the success of the program.
18. City and Authority further agree to expand the scope of
recycling services to include such other areas as multi - family
residential units and commercial units at such time as the
parties agree it is appropriate or as required by law, and the
parties hereto agree to use good -faith effort to reach agreeable
terms to provide such additional services as required.
19. The term of this agreement shall begin on
and continue through and including

gives the other party a written notice of intent to not renew at
least ninety (90) days before the date of next termination.
Notwithstanding termination, any rights or duties imposed by law
shall remain in effect.
20. This agreement may be modified only by the mutual
written consent of both parties.
21. In the event of a change in law that abrogates or
modifies any provision or application of this agreement, the
parties hereto agree to enter into good faith negotiations and
use their best efforts to reach a mutually acceptable
modification of this agreement.
22. All formal notices effecting the provisions of this
agreement shall be delivered in person or be sent by registered
or certified mail to the individual designated below, until such
time as either party furnishes the other party written
instructions to contact another individual:

23. If any clause, section or provision of this agreement
shall be declared to be unconstitutional, invalid or
unenforceable for any cause or reason, or is abrogated or negated
by a change in law, the same shall be eliminated from this
agreement, and the remaining portion of this agreement shall be
in full force and effect and be as valid as if such invalid
portion thereof had not been incorporated herein.

Pursuant to our conversation yesterday at the Channel 2
luncheon, I have enclosed a tax alert bulletin which our Civic
Association has prepared and mailed to our membership. We have
furnished similar information as contained in this bulletin to
mayors and civic leaders in other coastal communities in order
that they could reproduce it and mail it to their residents. It
is going to be necessary to mount a grass roots campaign against
escalating taxes before it is toolate. Hopefully, we will be
able to raise some funds and back fiscally conservative county
commission candidates in the various single- member districts in
the next county commission election who will restore some sanity
to governmental spending.
Any help which you can contribute toward this campaign will
be appreciated.

years went well beyond the scope of an employee. Who devoted herself
to the welfare of the Town and its residents and who had the confidence,

would do her best for the community.

one she worked with.
The measure of Barbara is in the memories of all who knew her here at Town
