SUMMARY STATEMENT:
The City has been awarded an Idaho Community Development Block Grant (ICDBG) for public improvements in support of the McCall
Ice Rink & Event Center. Prior to submittal of the application, Ida-Ore Planning & Development was selected to administer the grant funds upon award. The attached contract between Ida-Ore
and the City of McCall formalizes that relationship. The contract has been reviewed by the City Attorney and is essentially identical to previous ICDBG administration contracts. The
contract amount is $40,000, to be paid from ICDBG funds. Ida-Ore receives no other payment for the preparation and administration of the grant. Karl Augustine, of Ida-Ore, will be the
grant administrator.
Before ICDBG funds can be expended, a number of federal requirements must be satisfied, including environmental reviews. The ICDBG rules require that the chief
elected official appoint an Environmental Review Officer to conduct those reviews. Karl Augustine is qualified to be the Environmental Review Officer.
RECOMMENDED ACTION:
Approve
the contract with Ida-Ore Planning & Development and authorize the Mayor to sign.
Authorize the Mayor to appoint Karl Augustine as the Env. Review Officer.
