The ‘Recommendation’ in the staff report and presentation is what we ask Council to authorize . It is the first paragraph in a staff report. We would like the Council and the public to have a chance to review the options and provide input prior to recommending authorization for moving forward on signal design of the intersections. Therefore, we are proposing to update the Council on the alternatives and decision making process the PAC has undertaken so far and the conclusion the PAC has made for signalized intersections, but the ‘Recommendation’ will be authorization for a public outreach strategy. We discussed the signal decision with Town departments that have not had the luxury of 6 hours of presentations and discussion on the various intersection improvements. There was some surprise in the decision (why not roundabouts??). Prior to the meeting last week, staff envisioned having a few intersection alternatives to present to Council in January and for Public Workshop meetings. Since we don’t have a series of alternatives and ‘choices’ to present to the public, we are looking at a slightly different tactic for the Public Outreach, both to Council and the public. I would like to get some input from Reimagine PAC for the Public Outreach strategy. 1. We can schedule another PAC committee meeting in the beginning of January on the Public Outreach plan and push the Council meeting to the end of January/beginning of February OR 2. Please let me know which direction you would prefer by December 21, 2018 The public outreach direction we are suggesting is: 1. Jan 8th Council meeting to UPDATE Council on the alternatives reviewed, the decision making process, and the decision the PAC made. We do not suggest ‘recommending’ the signal alternative at this time. Instead, we suggest ‘recommending’ a public outreach strategy to gather feedback from the public. We need to get the public caught up! 2. We aim to keep the presentation under ½ hour. The presentation we develop will include some alternatives with visual simulations of the traffic flow with and without trains to better show where issues occur. 3. The outreach strategy we propose will include Town staff/consultants taking the presentation to various groups in Town—TDMA, Board meetings, Tuesday Breakfast Club, Rotary, etc. 4. Articles/press releases on the process 5. Updating the webpage and social media 6. Also, if any PAC members would like to participate/assist in the presentations to the public groups or attend the Council meeting, that would also be helpful. Please let me know how you prefer to provide feedback (meeting or emails) and if you have any questions or comments on the direction we are suggesting.
