HomeMy Public PortalAbout09/08/1989 * Budget Meetingi MINUTES The meeting was called to order at 5:10 p.m. by the Hon. William F. Koch, Jr., Mayor. Mayor Koch informed the assembly this meeting is called under the laws of the State of Florida noting the Budget for 1989 -90 as proposed, can be cut but not increased. The Mayor then asked if everyone in attendance had a copy of the Budget and he invited their participation. Present: Hon. William F. Koch, Jr Alan I. Armour James E. Cross Lawrence E. Stahl Kathleen S. Wallace Also present: Franklin E. Flannery William Gwynn Clarence Sova Richard Brandt Mayor Vice -Mayor Commissioner Commissioner Commissioner Town Manager Town Accountant Supervisor Code Enforcement Officer Mr. Gwynn presented the actual Budget figures through August 31, 1989 noting little change should occur in the figures. Mr. Gwynn suggested amending the Emergency Medical Services budgeted figure of $15,000 to $2,000. This item will appear before the City of Boynton Beach on September 19, 1989 and will be on the Town Budget meeting agenda of the same date. No change was made in the budget. Mr. Gwynn announced a budget change requested by the Town Manager to increase the legal and professional item by $15,000. Discussion ensued on County Sanitation proposal to add $2000 monthly for a third sanitation pickup. Other uses for this money were suggested. No change was made in the budget figure. The original reduction in the Retirement Plan of $18,000 was increased by $3,000 as the months of October, November and December will remain at 7 %. The Retirement Plan will be reduced by $21,000. Town Budget Meeting September 8, 1989 Page Two - Minutes Discussion ensued on the percentage raise for Policemen.. The consensus was in, favor of 5 %. The Commission decided to reduce Capital Expenditures - Administrative item by $3,000 -this effects the funds for the proposed Ordinance Review. The Commission approved an additional $500. to the Police Department Crime Prevention & Training item. Discussion ensued on Town trash collection charges as sufficient. Mr. Gwynn reported the results of a recently made study on this subject. It was decided the Town is fairly budgeted on this matter. The condition of the maintenance truck was discussed and that item was increased by $6,000. Mayor Koch responded to Mr. Gwynn's question on reducing the taxes in accordance with the reduction in expenditures by suggesting it be left to the next meeting when all the information will be available. Mr. Armour suggested these savings be put in a contingency fund. The meeting was adjourned on motion at 6:10 p.m. Franklin E. Flannery Town Manager
