Call to Order
Ms. Deetz called the meeting to order at 6:00 p.m.
Adoption of Agenda
Mr. Wheat moved and Ms. Patterson seconded to adopt the agenda as written. The motion
passed unanimously.
Approval of Regular Meeting Minutes
Mr. Berendzen moved and Ms. Patterson seconded to approve the minutes from the August 10,
2021, Regular Meeting as written. The motion passed unanimously.
Communications Received
A. National Register Nomination-Frank Miller Historic District
Ms. Senzee stated that the City received one National Register nomination from the State
Historic Preservation Office. The nomination was for the Frank Miller Historic District (1427,
1431, and 1503 Green Berry Road). Ms. Senzee explained that since the City of Jefferson is a
Certified Local Government it is appropriate for the Historic Preservation Commission to
comment on whether or not to approve the nominations.
Ms. Senzee explained that the Historic Preservation Commission had the option to fill out the
report form which would confirm that the commission agreed that Frank Miller Historic District
met the criteria of significance because the properties embody the distinctive characteristics of
a type, period, or method of construction, or represents a work of a master, or possess high
artistic values.
Mr. Wheat moved and Ms. Patterson seconded that the commission recommends that the
property is significant, retains integrity, and is eligible for the National Register. The motion
passed unanimously.
New Business
A. Ordinance 16154 Electronic Meetings
Ms. Senzee explained City Council adopted this ordinance regarding the rules for virtual
meetings. She explained that in order to establish a quorum and for voting commissioners
online must have their video turned on and have their faces visible. Ms. Senzee stated that this
is the procedure that has been established for holding virtual meetings and in-person meetings
at the same time.
Old Business
A. Historic Preservation Fund Grant-Open
Ms. Senzee explained that the City has received three of the four Historic Preservation Fund
grants. The grants include surveying the West Main Street; Lower Jefferson and Waterworks
Complex, resurveying the Historic East and hiring a consultant to produce a Historic Context for
Jefferson City. Ms. Senzee explained that the actual activities of these grants could start this
winter or in the spring of 2022. Ms. Senzee stated that the Historic Preservation Fund Grant
opportunity is now open.
Ms. Senzee stated that two formal resolutions regarding the Historic Preservation Fund Grant
opportunity have been provided in the packet.
Resolution 2021-03 is for a project to hire a consultant to produce Design Guidelines. This grant
would provide $50,000 and the City would provide a 40% match.
Mr. Berendzen moved and Mr. Wheat seconded to approve Resolution 2021-03. The motion
passed unanimously.
Ms. Senzee stated that at the last meeting she asked commissioners for their thoughts on other
projects. She said that the City could continue to survey the West Main area or survey a
commercial area. Ms. Deetz inquired about how big an area needs to be for a commercial
building National Register listing. Ms. Deetz pointed out that the 600 block of E. High and the
Ecco Lounge area is not listed on the National Register and these locations could be potential
historic preservation fund grant projects.
Ms. Senzee stated that more survey work could be conducted near the West Main; Lower
Jefferson, and Waterworks Complex or look at some of the commercial areas of the City.
Ms. Senzee stated that Resolution 2021-04 is for continuing survey work in the West Main
Street area. This grant would provide $23,000 and the City would provide a 40% match.
Mr. Wheat motioned and Ms. Patterson seconded to approve Resolution 2021-01. The motion
passed unanimously.
Ms. Senzee asked commissioners to have ideas for another project in case there is another
round of historic preservation funding that the City could pursue.
Other Business
A. Historic Preservation Code Revision Committee Update
Mr. Schaefer and Ms. Senzee gave a summary of the last Historic Preservation Code Revision
Committee meeting. Mr. Schaefer explained that there was discussion about the 75% of
property owners' signatures required to create a local historic district. Ms. Senzee explained
that the committee discussed replacing the 75% rule with a public hearing similar to a planning
and zoning case.
Ms. Senzee stated that the committee had a conversation about the Foot District. The Foot
District is not codified and has no land-use restrictions. It is a historic district by proclamation.
Ms. Senzee stated that there is a question about what the City should do with the Foot District
and how to preserve history and places that are no longer present. Ms. Senzee said that there is
an archaeological component that could be pursued. Ms. Senzee stated that a cultural historic
district or an honorary historic that is codified may be a viable option in keeping the
preservation of its history alive.
B. Paul Bruhn Historic Revitalization Grant
Ms. Senzee stated that the grant is designed to stimulate historic preservation in an area that
needs help. This grant can fund construction projects. When applying for the grant, City staff
utilized the exterior structural survey to identify buildings that need to be addressed. Ms.
Senzee explained that 59% of the buildings surveyed had structural issues identified. Ms.
Senzee stated that Jefferson City is one of eleven recipients in the country to receive this grant.
Ms. Senzee stated that the application process may potentially begin in 9-10 months.
C. Preservation Month- May 2022
Ms. Deetz recommended waiting to find out what the Missouri Preservation Conference is
planning to do before the Historic Preservation Commission plans activities
