Koch, Jr. called the meeting to order at 5:01 p.m. announcing this meeting as a Special Meeting called each year to consider the Budget noting that Proof of Publication has been provided by William Gwynn, Finance Director of the Town of Gulf Stream, and noting also that three affirmatives votes are required to act on the Budget. 2. 3. 4. Wallace Absent: Lawrence E.Stahl William Gwynn Clarence Some John Buchan Minwltea Mayor Vice -Mayor Commissioner Commissioner Commissioner Finance Director Assistant Town Manager Captain, Police Department On motion duly made and seconded the Commission approved the Minutes of the meetings of August 31, 1989 on Pensions and the September 8, 1989 First Public Hearing on the Budget. Building & Employment Registration Fee Schedule Change Mr. Flannery reported the Town Attorney's statement that the Commission may approve changes in Building and Employment Registration Fees as it is a Budget Item and has been discussed by the Commission. On motion duly made and seconded the Commission approved the adoption of said fee schedule effective October 1, 1989 pending approval by Ordinance at the October 20, 1989 meeting of the Commission. Proposed Budget Mr. Gwynn noted the Proposed Budget with the changes made at the First Public Hearing on September 8, 1989, had been delivered to the Commissioners on September 18, 1989. Mr. Gwynn presented and discussed the Millage Rate increase over the Roll -Back Rate which is 11.77 stating he requires three affirmative votes to adopt the Resolutions which will set the millage rates i.e. Operating Millage, Debt Service Millage and adopt a Budget. Mr. Gwynn read the Title of Town of Gulf Stream Resolution 89 -8 as follows: RESOLUTION NO. 89 -8 A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, ESTABLISHING A 4.0901 MILL TAX LEVY AGAINST THE ASSESSED VALUATIONS OF ALL TAXABLE REAL AND PERSONAL PROPERTIES WITHIN THE CORPORATE LIMITS OF SAID TOWN OF GULF STREAM, FOR THE YEAR 1989. After discussion on possible excess funds from the pending EMS contract the consensus was to place these funds in the Contingency Fund. On motion duly made and seconded the Commission unanimously approved Resolution No. 89 -8. Mr. Gwynn read the Title of Town of Gulf Stream Resolution 89 -9 as follows: RESOLUTION NO. 89 -9 A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM PALM BEACH COUNTY, FLORIDA, ESTABLISHING A 1.1528 MILL VOTED DEBT SERVICE TAX LEVY AGAINST THE ASSESSED VALUATIONS OF ALL TAXABLE REAL AND PERSONAL PROPERTIES WITHIN THE CORPORATE LIMITS OF SAID TOWN OF GULF STREAM, FOR THE YEAR 1989. On motion duly made and seconded the Commission unanimously approved Resolution No. 89 -9. Proposed Budget (continued) Reading of Title of Resolution No. 89 -10 GULF STREAM, PALM BEACH COUNTY, FLORIDA, PROVIDING FOR ADOPTION OF A BUDGET FOR THE TOWN'S FISCAL YEAR COMMENCING OCTOBER 1, 1989, AND ENDING ON SEPTEMBER 30, 1990, AND APPROPRIATING THE NET REVENUE OF THE WATER FUND TO THE GENERAL FUND FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 1989, AND ENDING ON SEPTEMBER 30, 1990. On motion duly made and seconded the Commission unanimously approved Resolution No. 89 -10. Attached hereto and made a permanent part of these Minutes are the originals of the above noted Resolutions and Budget. BE IT RESOLVED BY THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, FLORIDA, that: (1) The BUDGET for the Town of Gulf Stream for the Fiscal Year commencing October 1, 1989, and ending on September 30, 1990, a detailed copy which is attached hereto and reflects, in part, total estimated General Fund and Water Fund expenses for said fiscal Year in the amount of $1,040,308 and $200,000 respectively, be hereby approved and adopted, disbursements for which to be made only under the categories of anticipated expenses in the identified classification of expenditures as set forth in said Budget and for no other purpose than those for which they are appropriated unless so authorized by Act of the Commission of the Town of Gulf Stream. (2) The sums of monies set forth under Revenue in the attached Budget, General Fund total revenue $1,040,308 and Water Fund total revenue $253,600 be, and hereby are, approved for the purpose of providing sufficient and necessary funds for operation and maintenance of the Town during said Fiscal Year commensing October 1, 1989. (3) The net revenue of the Water Fund, for the Fiscal Year October 1, 1989, thru September 30, 1990, be hereby appropriated to the General Fund. PASSED AND ADOPTED ON THE 19th DAY OF SEPTEMBER, 1989.
