Board of Selectmen
May 05, 2014
A meeting of the Hopkinton Board of Selectmen was held on Monday, May 05, 2014 in Room
254 at the Middle School, 18 Main Street, Hopkinton, Massachusetts. Selectmen present: John
Mosher, Ben Palleiko, Todd Cestari, Michelle Gates. Selectmen Not Present: Brian Herr.
Officials present: Town Manager Norman Khumalo, Operations Assistant Jamie Hellen, Town
Counsel Ray Miyares and Associate Jonathan Simpson.
CALL TO ORDER: Vice-Chairman Palleiko called the meeting to order in Room 254 of the
Middle School at 6:14PM.
TOWN MEETING WARRANT ARTICLES: The Board had a discussion on topics related to
Town Meeting.
[Mr. Mosher entered the room at 6:24PM]
MOTION by Mr. Cestari to approve the amended Board of Health Budget (Account 510) as
presented in the hand out contingent upon a vote, and approval, of the Board of Health.
SECONDED by Mr. Palleiko. Yes-4, No-0, Abstained-0.
MOTION by Mr. Cestari to support an amended Article 9, to dissolve a revolving account for
the Board of Health, contingent upon a vote, and approval, of the Board of Health. SECONDED
by Mr. Palleiko. VOTE to Approve: Yes-4, No-0, Abstained-0.
MOTION by Mr. Palleiko to revote and recommend to Town Meeting the classification of
Susan Drive, Hazel Road, Appaloosa Circle and Equestrian Drive as public ways. SECONDED
by Mr. Cestari. VOTE to Approve: Yes-4, No-0, Abstained-0.
MOTION by Mr. Palleiko to recommend opposition to Article 34, Neighborhood Mixed Use
District. SECONDED by Ms. Gates VOTE to Approve: Yes-3, No-1, Abstained-0. (Mosher:
No).
LEGACY FARMS HOST COMMUNITY AGREEMENT (HCA) AMENDMENT: The
board discussed the Legacy Farms HCA and reviewed a draft fourth amendment to the HCA.
MOTION by Mr. Palleiko to further revise the fourth amendment to the Host Community
Agreement on page 3, line 9 within Section 4 to state that “none of which shall be located in
Legacy Park.” SECONDED by Mr. Cestari. VOTE to Approve: Yes-4, No-0, Abstained-0.

APPOINT 2014 VISIONING ADVISORY GROUP: The Board considered two applicants for
the 2014 Visioning Advisory Group exercise.
MOTION by Mr. Palleiko to appoint Devin Dourney and Tom Terry as At-Large voting
members to the 2014 Visioning Advisory Group for a term not to exceed the life of the project.
SECONDED by Mr. Cestari. VOTE to Approve: Yes-4, No-0, Abstained-0.
MOTION by Mr. Palleiko to adjourn and continue to Town Meeting in the Auditorium of the
Middle School at 6:58PM. SECONDED by Mr. Cestari. VOTE to Approve: Yes-4, No-0,
Abstained-0.
