SUMMARY STATEMENT: Staff,
in consultation with Councilmember Colton, has developed a list of weighted criteria to be used to order rank unpaved streets in McCall. All unpaved streets would be evaluated based
on this criteria and then ranked into priority order. As funding is made available, the streets would be paved in the order determined using the approved criteria. By using this methodology
we pave based on a logical, unbiased standard. The criteria and weighting are as follows: Use—1; Condition of street/need—2; Readiness for paving—2; Long-term maintenance cost benefit—2;
Cost to being ready for paving—3; Number of residents (dwelling units) per 100 yards—3; Length of time the street has been in the City (years of taxes paid)—3. Each street would be
rated as high--1, medium--2, or low—3 for each criteria and then the rating would be multiplied by the rating, lowest total score reflecting highest priority ranking. Tiebreakers would
be total cost of the project, lower cost paved first.
RECOMMENDED ACTION: Establish the criteria and weighting indicated as the basis for assigning priorities for new paving and
direct staff to complete an evaluation of all un-paved streets based on the criteria listed.
