Only one parcel was converted. In order to convert the property, the City was required to acquire property that had the same or greater value than the converted parcels, and also to dedicate that acquired land to perpetual recreational use. Three parcels were identified for the conversion: Parcel 7 which is in what is now Legacy Park, Parcel 13 which was the railroad right of way and is now the bike path from Deinhard to near Stibnite Street, and Parcel 10B which is the railroad right of way and is now the bike path from Ist street to Park Street, behind City Hall. All three parcels have been acquired, with the last parcel the most recent acquisition (from McCall Gas Station, Inc.) That parcel was held in escrow until 2000, and then a grant from the Idaho Department of Water Resources was used to construct a bike path behind City Hall. Since all parcels have to be dedicated to perpetual recreational use, a resolution to that effect is needed for the third parcel, as Parcel 7 was dedicated in 1991 and Parcel 13 was dedicated in 1994.  RECOMMENDED ACTION: Adopt Resolution No. 02-15 and authorize the Mayor to sign. Authorize the Mayor to sign any and all documents necessary for the completion of the Mill Park conversion for Land and Water Fund purposes.
