Mr. Anderson told the Council that due to Mr. l,ebb's recent heart
:attack he will be absent for some time and the Council should take some
formal action on appointing Fredric F. Maley as Acting Village Manager.
On motion of Mr. Printup, seconded h, Mr. hart, and unanimously voted
Mr. Maley was appointed Acting Village Manager as recommended by Mr.
Webb.
There being no further business on motion of Mr. dart, seconded by
Mr. Printup, the meeting was adjo..rned At 10:15 A.M.

The Council of Dal harbour Village met Saturday, December 28, 1968
:It 9:30 A.M. in the Village hall.
Present were: Messrs. Deatty, t::art, Printup, Taplin and White.
Also present were lied W. Maley, .Acting Village Manager; Mary T.
Wetterer, Village Clerk; and Thomas h. Anderson, Village attorney.
On motion of Mr. Taplin, seconded by Mr. Beatty and unanimously
voted the minutes of the previous meeting; of November 30, 1968, were
approved as submitted.
Mr. James :'.00k and Mr, Harold Vick of kimley-horn Associates
presented six alternate proposals for the improvement of traffic con-
ditions on Collins Avenue. The proposals included additional stack -
up lanes, cross-overs and a proposed six lane highway over the present
four Lanes. It was the consensus of the Council that traffic flow
should take precedence over the landscaping and they agreed that the
median etrip could be narrowed four feet to provide the additional
traffic lanes. Mr. Vick explained they had teen working; with the
:;tote !toad Department and will coordinate their planning with the
:;tote, upon final approval by the Council. It was moved by Mr. Beatty,
seconded by Mr. Taplin and unanimously voted that iiimley-!torn should
go ahead with detailed plans for Alternate ,"}G.
Mr. Maley informed the Council that the state had speeded up its
schedule for landscaping Collins Avenue and will let the contract in
January. He read to the members the Agreement between the :;tate (toad
Department and Metropolitan Bade County and Dal harbour Village. It
was moved by Mr. Hart, seconded by Mr. Printup and unanimously voted
that the proper officials, be authorized to sign the Agreement. Mr.
Anderson cautioned the Council that: this was a rather loosely drawn
contract ...id he thought Mr. Maley's transmittal letter should mention
the agreed landscaping amount of 320,000.00

Mr. Maley told the Council that the main air-conditionin„ unit
in the Village ila11 was beyond repair and he had been advised by
Hill -York Corporation that the new installation would not be a
reverse cycle. He said he was also looking into a gas unit to re-
place the present unit as he believed it would be more economical
over a long period of time. Mr. hart moved that Mr. Maley should
complete his :investigation of the different systems and get the
approval of at Least three Councilmen before signing a contract
for the new installation.
The Council considered a request by Mr. Paul Bruun for a :!;100.00
donation toward the purchase of a, bus for Miami Beach high School
student activities. Mr. Anderson informed them that they did not
have the authority to make such a donation.
On motion of Mr. hart, seconded by Mr. Printup and unanimously
voted the Audit for tie fiscal year ending; September 30, 1968 r.as
approved.
Mr. Maley said that Dade County had adopted new Building Permit
Fees and asked that cities adopt the same fees. IL was moved by
Mr. hart, seconded by Mr. Beatty :and unanimously voted that Mr.
Anderson would draw an Ordinance adopting the new suggested fees.
Mr. Tapliu told the Council that as provided for at the :`rovember
meeting he had met with the 33a1 Barbour Resort Association and the
following were appointed as a Committee to advise on tie items the
Resort Tax would be :,pent for: Mr. Janes hnauff, Americana hotel;
Mr.-. Sanford Cltobel, Beau kivage; and Mr. Stanley Whitman, Bal
Harbour Shops. On motion of Mr. hart, seconded by Mr. Printup,
r:nd unanimously voted the members chosen were approved.
Mr. Manley said Dade County had let a contract for the repair
of the seawall on Baker's haulove_r and this would necessitate dri-
ving piling in front of the apartment buildings and some residences
during the season. It was moved by Mr. Beatty, seconded by Mr. hart,
and unanimously voted that Mc. Maley should try to get this contract
delayed until after the season.
Mr. Maley said the soundings in the ocean had just been comple-
ted and that Mr. Whittaker wished to analyze them further before
making a formal report. however, they found between 123,O00 and
124,000 yards of sane) 2,000) feet out, just south of the Ixaa.ilover
Cut.
There being no further business on motion of Mr. iaaart, seconded
by Mr. Beatty and unanimously voted the meeting was adjourned at
10:55 A.M.
