SUMMARY STATEMENT: The cost
to bury phone lines in conjunction with the Ice Rink and Event center is $25,000. The City has $21,112 of uncommitted Charter Communications franchise fees on hand. Council’s action
to use franchise fees to fund burial of utility lines was limited to Idaho Power franchise fees. Frontier has indicated they will do the work this fiscal year, provided the City assures
them of payment next fiscal year. I have discussed the use of Idaho Power franchise fees to fund this project with Ron Sabala and he supports the City using next years Idaho Power fees
to bury the phone lines, with the understanding that the City is still committed to the five year time frame for repaying the Sabala Foundation. Given this additional funding source,
the City would be diverting less than $5,000 of the Idaho Power fees next year.
RECOMMENDED ACTION: Approve the use of FY 02 Charter Communications and FY 03 Idaho Power franchise
fees for the burial of phone lines as described. Authorize the City Manager to provide a letter to Frontier requesting they complete the work this FY with the assurance that the City
will fund the project.
