INTRODUCTIONS
CALL TO ORDER— Kelly Beede, Administrative Analyst II, called the meeting to order
at 3:06 p.m.
Committee Members present: Mike Woodman, Nevada County Transportation
Commission; Kirk Skierski, Town of Truckee- Planning Department; Doug Wiele,
Foothill Partners/Railyard; Anna Klovstad, Town of Truckee- Council Member; Ron
Rettig, Resident; Jamie Wright, Truckee North Tahoe Transportation Management
Association; Will Garner, Placer County; Kyle Crezee, Squaw Valley/Alpine Meadows;
Cassie Hebei, Truckee Downtown Merchants Association; Ruth Geresy, Truckee
Chamber of Commerce; Gordon Shaw, LSC Transportation Consultants.
Project consultants present: Jeff Schwein, Green DOT; Bryce Goldsein, Green DOT
Staff present: Dan Wilkins, Director of Public Works/Town Engineer; Kelly Beede,
Administrative Analyst II; Kirk Skierski, Assistant Planner (noted above); Jennifer
Masters, Administrative Technician.
Members of the public present: Steve Noll, Design Workshop; Tyson Murray, Design
Workshop; Scott Ehlert, Fabric Homes; Stefanie Oliveri, Truckee Downtown Merchants
Association; and Andrew Felden, AMTRAK.
1. PROJECT STATUS UPDATE
Jeff Schwein opened discussion with an overview of the project status. He also outlined
what process should be taken today to narrow the list.
• Location Study—Discussed what went into looking at site locations.
• Needs Analysis—The analysis is ongoing and is roughly 50% complete. More
information from the community and the Project Advisory Committee (PAC) is
needed. Amenities will need to be discussed at the next PAC meeting.
• Outreach Meetings—There have been sixty eight (68) responses to the survey on
the web; they will be at Truckee Thursdays; that data will be available at the next
PAC meeting.
• Preliminary Site Analysis—This is being discussed today.
• Looking at how sites may function with the outlying roadways and infrastructure
surrounding each location.

■ Conclusions that the PAC eventually comes up with need to be supported by
data, community input, facts, and solid figures. This will allow for positioning in
the future to obtain funding.
2. PRELIMINARY SITE ANALYSIS
Jeff Schwein provided a presentation to the PAC outlining the 14 identified sites
(presentation on file with the Town Clerk and available on the project website at
www.TruckeeTransitCenter.com).
• There were the five (5) original sites, the eight (8) sites identified by the PAC at the
first meeting, and then the one (1) additional site identified.
• The goal at today's meeting is to get the site list down to three (3) viable sites.
• We need to look at:
■ Internal circulation of the site, and analyze how that circulation affects the
External circulation.
• . Who owns the property.
■ How the site fits in with the long-term plans of the Town and the region as a
whole.
A presentation was provided to the Committee, beginning with the current Depot Site
Concept options (presentation on file with the Town Clerk and available on the project
website at www.TruckeeTransitCenter.com).
Project Advisory Committee Discussion:
• There is a general desire to ensure parking is included in every project/location that
is considered.
• Maintaining the connection to downtown is a necessity.
• Nothing presented today is in concrete as all the designs are preliminary.
• The Depot is currently a layover point as well as a bus stop.
• The Depot is not a location where the busses will park overnight to charge—the
Town has a maintenance yard that serves that function.
Site Requirement Discussion: A site evaluation exercise was provided to the meeting
attendees to gather opinions about each potential site.
• Kelly Beede noted that she spoke with the property owners, and stated that she •
spoke with Hayes Parzybock at Gray's Crossing it didn't appear that Gray's would be
a good location, and suggested that the PAC remove that location from the options.
• When looking at the acreage, don't throw out the ones that seem small, because in
looking at other cities such as Chico and Nevada City, the footprint could be much
smaller, but still very functional.
• Utilize frontage, vs. the need to pull in and turn around will impact site needs.
• Questioned how this will change ridership patterns.
• The Truckee Donner Recreation and Park District is not interested in having transit
centers located on their property.
• The lumber yard has rezone applications in and are looking at developing that
parcel, so it is likely they are not interested in transit on that parcel.
• The Forest Service was not interested in adding transit to their already developed
areas.

• There are some environmental constraints (wetland) on the portion on to the north of
Stockrest Springs Road, but it is a quick stop off Interstate 80 and close to downtown
and Highway 267/89 north.
• Staff reminded the PAC that when considering any and all of the site options,
maintenance and refueling of the vehicles will not occur at those site locations—that
happens at the maintenance yard.
• The PAC considered the site options under the assumptions that site size would be
sufficient in all scenarios.
• Placer County noted that if we were to go with an outlying site, the services with
TART would be cut in the inner-town sections, which would impact current transit
circulation patterns (Brockway Road corridor/ Donner Pass Road/etc.).
• The Tahoe Truckee Unified School District site was discussed, and subsequently
removed from consideration.
• Crossroads Site#2 was discussed, and subsequently removed from consideration.
• The West River Street (WRS) site was discussed.
• In conjunction with the WRS streetscape project, both projects have identified the
need for a pedestrian connection. It was speculated that,this may be in the form
of an overpass.
• As noted in the WRS Streetscape project, an undercrossing is infeasible due to
the grade.
• This should be looked at with more centralized aggregated parking consisting of
a garage above storefront, with transit hidden behind. That option would solve
many issues at once.
• This WRS site may need to be looked at as anextension of the Depot site.
• CHP Site was discussed.
• Most of the buildings are condemned, so they would need to be removed.
■ This site is 1.7 acres.
• The governor has pulled all surplus properties across the state to look at adding
more affordable housing statewide. At such time that this property is put back on
the market by the state, the Town could opt to purchase.
• Gridlock could be an issue at this site.
• This site is the only one that backs to a residential neighborhood—that fact may
• cause that project location to receive a greater amount of backlash than others.
• Railyard site:
■ The location would be in the north side of the balloon track.
■ Concern with transit bringing vagrancy and crime.
• The Placer County transit center is open until 1:00 am and open to the public, but
it isn't open 24 hours.
• Soaring Way site:
• The regional TART would just stop at that location, so our local TART would
have to increase their service because the Regional TART would no longer take
the Brockway corridor to the depot; rather, they would take 267, and wouldn't go
downtown.
• This would impact both Regional and local TART.
• This site adds to the carbon footprint and doesn't make sense.
• Questioned whether a park and ride location with a demand shuttle work in this
area instead.
• On-demand parking for downtown may work well.

• Brockway Road: This vacant lot was brought up at the meeting as an option.
■ The south side of the site has wetland issues that may be problematic to
development.
■ The northern side of the parcel is developable.
• Discussed a roundabout going in at the Palisades and Brockway.
The site location ranking sheets were collected by the consultant team from the meeting
participants for analysis. The consultant team thanked the Project Advisory Committee
for the work done, and will report back at the next meeting with the outcomes.

The meeting adjourned at 5:08 PM. The next meeting of the Transit Center Relocation
Study Project Advisory Committee, date and time to be announced, will be held at 10183
Truckee Airport Rd., Truckee, CA 96161.
