MINUTES

1. CALL TO ORDER: Staff Member Becky Bucar called the meeting to order at 5:11 p.m.
2. ROLL CALL: Board Members: Pedley, D'Amico, Cox and Ortiz—Alternate.
Absent: Board Members: Board Members Rohlen, and Cooley.
Staff Members Present: Todd Landry, Senior Civil Engineer, Becky Bucar, Engineering
Manager, Nicole Casey, Senior Accountant, and Sarah Ring, Administrative Technician.

5. DISCUSSION ITEMS
5.1 2019/2020 Fiscal Year Truckee Tax Measure Expenditures(Measure V and Measure R).
Recommended Action: Make a determination that the expenditure of Measure V and
Measure R funds in the 2018-2019 fiscal year was consistent with the provisions of Measure
V as established by the voters in the November 4, 2008, general election and with the
provisions of Measure R funds as established by the voters in the June 3, 2014, special
election.
• Todd Landry, Senior Civil Engineer presented from staff report(on file with the Town
Clerk).
• Todd Landry, Senior Civil Engineer provided a brief overview of how each of the
funds works.
• Other Funds is defined as the balance of work to be done on a project such as
landscaping islands, sidewalks or lighting. Using a roundabout project as an
example.
o Maintenance of the pavement would be eligible use of Measure V funds.
o The balance of the work such as landscaping islands, and lighting would
come from a different funding source.
o Grant funds get utilized first; the town utilizes funding sources from most
restricted to least restricted.
• Discussion around the Keiser intersection between Keiser and the Cemetery came
up during the review of the Stockrest Springs Roundabout.
o Staff confirmed that the intersection is being studied.
o Stoneridge development never constructed their second phase which would
have required the installation of a sidewalk along the frontage of their
property.
o Being that the second phase was never built the town is working on a CIP
project to develop a solution called the Jibboom Street Sidewalk Project.
Staff Recommendation was moved by Board Member Pedley and seconded by Board
Member Ortiz with the following votes:
Ayes: Board Member Pedley, Board Member Ortiz-Alternate, Board Member
Cox and Board Member D'Amico.
Noes: None
Absent: Board Member Rohlen, and Board Member Cooley.
Abstained: None.
Motion passed 4 -0
6. ADJOURNMENT: Meeting adjourned at 6:15 p.m. by Staff Member Landry.
