CALL TO ORDER: Staff Member Becky Bucar called the meeting to order at 5:08 p.m. 2. ROLL CALL: Board Members: Allison Pedley, Kipp Cooley, Nancy D'Amico, Reid Cox and Troy Ortiz—Alternate. Absent: Board Members: Dr. Brooks Rohlen, and Karin Johnson. 3. PLEDGE OF ALLEGIANCE - Deferred 4. PUBLIC COMMENT - None 5. DISCUSSION ITEMS 5.1 2017/2018 Fiscal Year Truckee Tax Measure Expenditures(Measure V and Measure R). Recommended Action: Make a determination that the expenditure of Measure V and Measure R funds in the 2017-2018 fiscal year was consistent with the provisions of Measure V as established by the voters in the November 4, 2008, general election and with the provisions of Measure R funds as established by the voters in the June 3, 2014, special election. Discussion Items: • Staff Member Bucar presented the roles and duties of the Board. • Staff Member Landry presented Measure V expenditures report(17/18 Fiscal Year Truckee Tax Measure Expenditures Staff report on file with the Town Clerk) and funding sources of each project. • Board Member Cooley posed the question in reference to the Brockway Road Corridor Improvement Project if Town was planning on installing any signal crossings in the project corridor similar to those installed near Tahoe Forest Hospital. o Staff Member Bucar advised that it was not part of the current plan. o Staff Member Landry advised he would inquire on Board Member Cooley's question with the Town Engineer, Dan Wilkins. o Staff Member Bucar gave a status on Legacy Trial Phase 4 upon inquiry by Board Member D'Amico. ■ Staff Member Bucar apprised the board that due to multi-agency involvement (the project goes through Forest Service property) the Forest Service is required to submit its own environmental document (Mitigated Negative Declaration). ■ Town is also working with Placer County as well and they are helping with costs on the design and CEQA documents. ■ Environmental analysis can become complicated with multiple agencies being involved; it can take more time. ■ Town has 30% design and is getting close to completion on the CEQA document. ■ After the CEQA document is complete,the Town will move forward to get it to final design. ■ The project crosses boundaries between the Town of Truckee, Placer County, and Forest Service so each part of the design is reviewed by each agency. ■ Staff shared basic details about upcoming projects such as the continuation of Legacy Trail. • Some portions of future phases are conditioned with new development projects such as Planned Community 1- Coldstream. ■ Staff Member Landry attached a copy of the Independent Auditor report based on feedback from last fiscal year's meeting. o Board Member Cox presented a question about the Schedule in comparison to the annual report in terms of the net loss showing on Measure V. ■ Staff Member Nikki Casey verified with the Board that Finance accidentally allocated the Measure R expenditures to the Measure V fund. ■ When the error was identified by Finance it was immediately adjusted, and the correction will show up in the next financial statement. The annual report is representing the`actuals', in terms of what it should have been. ■ Staff Member Landry read aloud the staff recommendation. Staff Recommendation was moved by Board Member D'Amico and seconded by Board Member Pedley with the following votes: Ayes: Board Members D'Amico, Pedley, Cooley, Cox, Ortiz-Alternate Noes: None Absent: Dr. Brooks Rohlen, and Karin Johnson Abstained: None Motion passed 5-0 o Additional conversation by the committee to discuss communication to schedule the next meeting. o Staff Member Bucar to send out an email to attain phone contact for each board members in the event of last-minute communication that may occur around the next meeting. Email communication isn't an effective means of communication when changes occur last minute to ensure that there is a quorum. 6. ADJOURNMENT: Meeting adjourned at 6:27 p.m. by Staff Member Bucar.
