CALL TO ORDER
Mayor Carrie Tergin called the November 1, 2021 City Council “Pre-Meeting” to order at
5:45 P.M. to review the agenda.
ATTENDANCE
The following Councilmembers were present when the meeting convened:
Present: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt,
Ward, and Wiseman
Absent: None
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Councilmember Kemna will lead the prayer.
Miscellaneous
- Director of Cole County’s Health Department, Kristi Campbell will attend virtually
to provide a pandemic update.
- The new Cole County EMS Chief and Director of Cole County Emergency
Management will be welcomed and introduced by Cole County Commissioner
Sam Buschman and Fire Chief Matt Schofield.
Presentations from Staff, Consultants & Invited Guests
- Larry Linthacum, Superintendent of Jefferson City Public Schools was scheduled
to provide an update. He is unable to attend tonight, and his presentation will be
rescheduled.
- Carlos Graham and the Public Safety Sales Tax Committee will remind everyone
to vote tomorrow, November 2nd, for the Public Safety Sales Tax.
Consent Agenda
- Councilmember Spencer would like to vote on item b. separately related to the
renewal of the Jefferson City Regional Economic Partnership (JCREP). Luke
Holtschneider, CEO of JCREP will be in attendance to answer any questions.

- City Staff presented their respective introduced bills.
Bills Pending
- City Staff presented their respective pending bills.
