REGULAR COUNCIL MEETING, NOVEMBER 1, 2021
CALL TO ORDER
Mayor Carrie Tergin called the November 1, 2021 City Council meeting to order at
6:00 P.M.
ROLL CALL
The f ollowing Councilmembers were present for roll-call:
Present: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt,
Ward, and Wiseman
Absent: None
A quorum was present.
ADOPTION OF THE AGENDA
A motion was made by Councilmember Schreiber and seconded by Councilmember
Wiseman to adopt the agenda. The motion passed unanimously.
MISCELLANEOUS AGENDA ITEMS
a. Kristi Campbell, Director of the Cole County Health Department provided a pandemic
update.
b. Cole County Commissioner Sam Buschman and Fire Chief Matt Schofield introduced
the new EMS Cole County Chief, Eric Hoy and the new Cole County Emergency
Management Director, Nicholas Tietsort.
PUBLIC HEARINGS
There were no public hearings at this time.
APPOINTMENTS BY THE MAYOR
There were no appointments at this time.
PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS
a. Jefferson City Public Schools Superintendent, Larry Linthacum was schedule to
provide an update. He was unable to attend tonight, and he will be resche duled for a
future City Council meeting.
b. Carlos Graham and the Public Safety Sales Tax Committee reminded all City
residents to vote tomorrow, November 2nd for the Public Safety Sales Tax.

ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
City Council committee announcements:
• Committee on Administration - The next scheduled meeting is Wednesday,
November 3rd at 7:30 a.m. in the Boone-Bancroft Room at City Hall.
• Public Works & Planning Committee – The committee met last Thursday, October
28th. There will be no November meeting. The next scheduled meeting is
Thursday, December 9th at 7:30 a.m. in the Boone-Bancroft Room at City Hall.
Mayor Tergin made the following announcements:
• The Jefferson City Fire Department participated in the Capital Mall’s Halloween
Event, handing out candy to trick-or-treaters.
• The Jefferson City Police Department hosted their annual Haunted Alley on
Saturday, greeting trick-or-treaters and passing out candy.
• The television show, Ghost Hunters on Discovery + is featuring the Missouri State
Penitentiary.
• The NICA State Mountain Biking Championship for junior high and high school age
participants was held last Saturday at Binder Park. Organizers of the event
thanked Kevin Schwartz with JC Parks for helping organize the successful event.
• Veterans Day activities are planned around the City for November 11th. American
Legion will be hosting an event at 11:00 A.M. at their building on Tanner Bridge
Road.
• Mayor Tergin and Councilmember Ward announced the winner of the Old
Munichburg Association’s South Side Pride Award, Homer and Donna Cavitte,
whose home is on East Dunklin Street.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Stacy Landis, Student Representative, was not in attendance.

f. Awarding Bid 3206 for Manhole Frames, Covers, and Risers to Neenah Foundry of
Neenah, WI ($30,750) and Core and Main of Columbia, MO ($6,122.80)
g. Authorizing the Utilization of Sourcewell Contract 080818-HPI with Henderson
Products to Purchase a Snow Plow Truck
Councilmember Spencer requested that item b. be taken up separately so a discussion
and update can be provided related to authorizing the renewal of the Jefferson City
Regional Economic Partnership (JCREP).
Councilmember Ward motioned and Councilmember Kemna seconded the motion to
approve items a. – g., with the exception of b. on the Consent Agenda. The motion
passed unanimously.
Luke Holtschneider, CEO of JCREP was welcomed to the podium where he provided a
brief introduction of himself and update on JCREP and the renewal of the contract.
Councilmember Spencer motioned and Councilmember Spicer seconded the motion to
approve item b. on the Consent Agenda. The motion passed unanimously.

There was considerable discussion related to bill 2021 -060 and a substitute that was
originally distributed in error on Thursday, October 28th, and then a corrected substitute
redistricting option distributed on Friday, October 29th.
After the discussion, Councilmember Spencer motioned to call to question bill 2021-060.
Councilmember Spicer seconded the motion. The motion to call to question bill 2021-060
passed by the following roll-call vote:
Aye: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward
and Wiseman

PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS
Frank Rycik addressed the City Council with his concerns related to substitute bills. He
feels that substitute bills should go through the same process as introduced bills, with an
introduction at one meeting, and the passage at a second meeting. This would allow for
more public input and City Council deliberations. He realizes the current process would
need to be changed in the City Code.
COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS
There was no discussion at this time.
NEW BUSINESS
Councilmember Hensley who voted nay on pending bill 2021-060 motioned to reconsider
bill 2021-060. Councilmember Wiseman seconded the motion.
The motion to reconsider bill 2021-060 passed by the following roll-call vote:
Aye: Hensley, Kemna, Lester, Schreiber, Vogt, Ward and Wiseman
Nay: Fitzwater, Spencer, and Spicer

Councilmember Wiseman motioned and Councilmember Ward seconded the motion to
accept the Substitute Redistricting Option. The motion passed by the following roll-call
vote:

CLOSED SESSION
Pursuant to Sec. 610.021 of the Revised Statutes of Missouri, Mayor Tergin entertained a
motion to go into Closed Session to discuss the following:
1) Attorney-Client Communications [Sec. 610.021(1)]
A motion was made by Councilmember Wiseman to go into Closed Session for the
above-stated reasons, seconded by Councilmember Vogt and approved by the following
roll-call vote at 7:25 P.M.:

and Wiseman
Nay: None
RECONVENE IN OPEN SESSION
Following the Closed Session, the City Council reconvened in Open Session at 7:39 P.M.

and Wiseman
Absent: None

A motion to adjourn was made by Councilmember Wiseman seconded by
