SUMMARY STATEMENT:
The applicant is a single woman with a new child.
While she does have year-round employment, the applicant works on commission and experiences a large decrease in business during the winter months. She has no other sources of income
(child support is pending), and her annual income is $21,657.00. The applicant has agreed to inform the City of McCall if child support is granted at which point hardship status would
terminate due to the income status change. If approved, the hardship would be effective on the billing for January 2002 service.
The amount of relief is to be determined by Council.
Staff recommends that the hardship be granted at the “relief base rate” for a family of two. The rate would be $22.50 per month with a usage limit of 8,000 gallons. Any usage over
this limit would be charged at $1.04 per 1,000 gallons. Sewer would be charged at the current rate of $24.50. This would result in a total monthly bill of $47.00 if the applicant remains
within the usage limits. The current water base rate is $38.70 per month. Granting a hardship to the applicant would create a differential of $20.20 per month.
Staff also recommends
that the past due balance on the applicant’s account of $231.64 be written off to allow the applicant to start paying on an affordable current balance.
RECOMMENDED ACTION:
Approve
the past due balance write off, and the hardship request for adjustment with a status review in January of each year.
