AUTHORIZING THE CARTERET PLANNING BOARD TO CONDUCT A
PRELIMINARY INVESTIGATION AND MAKE A RECOMMENDATION AS
TO WHETHER A PROPOSED WEST CARTERET MINUE STREET RETAIL
REDEVELOPMENT AREA IN NEED OF REDEVELOPMENT PURSUANT TO
THE LOCAL REDEVELOPMENT AND HOUSING LAW, N.J.S.A. 40A:I2A-l,ET
SEQ.
WHEREAS, pursuant to Resolution #04-336, the Governing Body of the Borough of
Carteret has previously determined that it is in the public interest to consider designating
and establishing a Minue Street Redevelopment District within the Borough in
accordance with the Local Redevelopment and Housing Law (codified at N.J.S.A. 40A:
12A-I et seQ. "Redevelopment Law"); and
WHEREAS, the Governing Body wishes to redesignate the proposed redevelopment
study area as the West Carteret Minue Street Retail Redevelopment Area; and

WHEREAS, it is proposed that said redevelopment study area be comprised of the
following Tax Block(s) and Lot(s):
Block 373 Lotsl-19
Block 50.01 Lots 1-5,7-19,20.01-20.04,21-29,32.01,32.03 & 32.04
Golino Place right-of-way
Pendro Place right-of-way
Germak Drive right-of-way between Pekola Terrace and Pelick Place
Pekola Terrace, south of Germak Drive
Rights-of-way immediately adjoining the north and
south sides of Block 373
WHEREAS, pursuant to Section 6 of the Redevelopment Law, no area of a municipality
shall be determined a redevelopment area unless the governing body of the municipality
shall, by resolution, authorize the planning board to undertake a preliminary investigation
to determine whether the proposed area is a redevelopment area according to the criteria
set forth in Section 5 of the Redevelopment Law; and
WHEREAS the Governing Body wishes to assign the conduct of the preliminary
investigation and hearing(s) to the Carteret Planning Board pursuant to the provisions of
the Redevelopment Law; and
WHEREAS, pursuant to Resolution #04-340, the Borough has authorized funding for
Beacon Planning and Consulting Services to prepare an Area in Need of Redevelopment
Assessment Report.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
ofCarteret, County of Middlesex, State of New Jersey as follows:
1. That the Carteret Planning Board is hereby authorized to initiate and undertake a
preliminary investigation and hearing(s) to determine whether a proposed West
Carteret Minue Street Retail Redevelopment Area consisting of the above
delineated properties, or any of them, is a redevelopment area as required by
Section 6 of the Redevelopment Law and to utilize the services of Beacon
Planning, as previously authorized, to assist the Planning Board in this regard.
2. That the Carteret Planning Board, following said preliminary investigation and
hearing(s), make a recommendation to the Mayor and Council pursuant to
Subsection b. of Section 6 of the Redevelopment Law as to whether the proposed
West Carteret Minue Street Retail Redevelopment Area is an area in need of
redevelopment.
3. That a copy of this Resolution be forwarded to the Carteret Planning Board for
action consistent therewith.

Dear Ms. Barney:
With regard to the above referenced parcels described in Resolution #2005-45,
and in accordance with your proposals to designate said parcels as redevelopment
areas within the Borough of Carteret, please be advised that we consider your request to
be consistent with the Department of Community Affairs' smart growth principles.
Accordingly, the proposed redevelopment areas fall entirely within a defined
smart growth area, pursuant to N.J.SA 40A: 12A-6.b.(5). If you have any additional
