HomeMy Public PortalAbout20100712 budget work sessionCOUNCIL WORK SESSION JULY 12, 2010 1 (BUDGET COMMITTEE) CALL TO ORDER The Council Budget Committee Work Session meeting of July 12, 2010, was convened at 5:45 P.M. by Councilman Ron Medin, Finance Committee Vice Chairman in the absence of Chairman Rich Koon. ATTENDANCE The following Council Members were present: Present: *Carroll (arrived at 5:50 P.M.), Griffith, Medin, Penfold, Pope, Scrivner, Struemph Absent: Harvey, Koon A quorum was present. DISCUSSION Parks and Recreation Department: Mr. Steve Duncan made a presentation on behalf of the Parks and Recreation Commission and answered questions asked by the Council. Budget Workshop Procedures: Councilman Ron Medin explained the procedure for bringing up items during past budget workshops using the "parking lot" method of changing specific line items. A motion was made by Councilman Bob Scrivner, seconded by Councilman Jim Penfold, to use the same procedure of requiring a motion, a second, and a majority vote of the Council in order to place items on the "parking lot" during the budget process. The motion was approved with Councilman Eric Struemph voting "Nay." Staff Issues: City Administrator Steve Rasmussen made a presentation regarding various staff issues addressed in the budget. A motion was made by Councilman Bryan Pope to place $96,000 on the parking lot to continue the Transit 30- minute route schedule test for one year. The motion was seconded by Councilwoman Carrie Carroll. Staff was requested to bring back further information on the data during the test period as it has only been in effect at this time for a little over a week. Following further discussion, Councilman Bryan Pope withdrew his motion, and Councilwoman Carrie Carroll withdrew her second. Councilman Eric Struemph then made a motion to take all of transit and put it on the parking COUNCIL WORK SESSION JULY 12, 2010 2 (BUDGET COMMITTEE) lot ($250,000) until all information comes back from staff, seconded by Councilman Bryan Pope. Councilman Bob Scrivner made a motion to amend Councilman Struemph's motion to make the amount $152,966 rather than $250,000. The motion was seconded by Councilman Bryan Pope. The motion to amend was approved unanimously. The original motion, as amended, was then approved unanimously. NEW BUSINESS Councilman Jim Penfold made a motion to add to the parking lot an amount for the support of CAMPO an amount not to exceed the City's portion, plus the Callaway County portion. The motion was seconded by Councilman Eric Struemph, and approved unanimously. Councilman Bryan Pope wanted to know if the Council could get some information about how much it would cost to use the church building next door to the Police Station which the City purchased. Staff will bring that information to the next budget workshop. Councilman Bob Scrivner asked staff to explain any reduction in capital expenditures by more than 10% that are found on page 19 of the budget book. Finance Director Steve Schlueter explained the information to Councilman Scrivner's satisfaction. ADJOURNMENT Motion was made by Councilman Jim Penfold for adjournment, seconded by Councilman Eric Struemph, and approved unanimously at 7:00 P.M.
