The meeting is accessible to the public via live streaming via Tahoe Truckee Media online http://ttctv.org/live-meeting/town-of-truckee/or cable TV channel 18. Public comment will be accepted via email at truckee(D-townoftruckee.com and text or voice message at (530) 428-6555 on any item on the agenda until the Mayor closes public comment on each item. Please note this voice message does cut off all caller after three minutes. It is equally important when you leave audio comments to identify yourself and what item number you are speaking to. 1. CALL TO ORDER— Mayor Polivy called the meeting to order at 5:00 p.m. 2. ROLL CALL: Council Members; Abrams, Tirman, Commendatore, Vice Mayor Klovstad, and Mayor Polivy. Staff Present: Kim Szczurek, Administrative Services Director/Acting Town Manager; Dan Wilkins, Public Works Director/Town Engineer; Denyelle Nishimori, Community Development Director; Jenna Gatto, Planning Manager; Andy Morris, Town Attorney; Yumie Dahn, Associate Planner; Nicole Casey, Senior Accountant; and Judy Price, Communications Director, Town Clerk. 3. PLEDGE OF ALLEGIANCE— recited in unison. 4. PRESENTATIONS 5.1 Kim Szczurek, Acting Town Manager, Randy Billingsley, Acting Police Chief, COVED Update and Dan Wilkins, Public Works Director/Town Engineer. Town of Truckee July 14, 2020, Town Council Regular Page 1 AGENDA ITEM 6.1 Council Discussion: • Great that staff walked the business district to help. • Remind there are good things happening. • Be equally diligent in private and public settings. • Working towards winter solutions. • Combination of removing and relocating trash receptacles. • Fluid and flexible. • Encouraging takeout that will result in additional litter. • Encouraging the businesses to be responsible for litter in the outdoor space. • The cases will continue to uptick after the July 4th holiday. • Remember the personal responsibility. • Review one-way on Donner Pass Road and Jibboom Streets. 5.2 Nicole Casey, Senior Accountant, provided the Financial Status Update. Council Discussion: Concerns regarding the insurance costs. Mayor Polivy opened the presentation items to public comment. Seeing none, Mayor Polivy closed public comment. 6. CONSENT CALENDAR Council Member Commendatore pulled item 6.4 for discussion. It was moved by Council Member Tirman, and seconded by Council Member Abrams, to approve Consent Calendar Items 6.1, 6.2 and 6.3 as follows: 6.1 Approve the Minutes of.dune 9, 2020 regular and closed session minutes. Council Member Tirman abstained from the minutes as he was absent from the meetings. 6.2 Waive the second reading and adopt Ordinance 2020-06, setting the Truckee Town Council regular meetings to the second and fourth Tuesdays of each month at 5:00 p.m. 6.3 Adopt Resolution 2020-34 Approving the Town of Truckee Conflict of Interest Code update. The Consent Calendar carried with the following vote: Ayes: Council Member Tirman, Council Member Abrams, Council Member Commendatore, Vice Mayor Klovstad and Mayor Polivy. Noes: none. Absent: none. Abstained: Council Member Tirman abstained from the minutes Item 6.1. The motion passed unanimously. 6.4 Rescinding and Replacing the Resolution Calling for the Municipal Election and consolidation with the Statewide General Election. Recommended Action: Rescind Resolution 2020-53 and Adopt Resolution 2020-56, calling for the General Municipal Election on November 3, 2020, and requesting Nevada County Board of Supervisors consent to the consolidating the General Municipal Election Town of Truckee July 14, 2020, Town Council Regular Page 2 AGENDA ITEM 6.1 with the Statewide General Election. Council Member Commendatore stated no discussion is necessary and requested the Mayor call for the vote. The staff recommendation was moved by Vice Mayor Klovstad, seconded by Council Member Abrams, and adopted with the following vote: Ayes: Vice Mayor Klovstad, Council Member Abrams, Council Member Tirman, and Mayor Polivy. Noes: Council Member Commendatore. Absent: none. Abstained: none. The motion passed 4-1. 7. DISCUSSION ITEMS 7.1 STAFF REPORT - Appeal of Donner Lake 6 Approval (Application #2020- 000000631APL). Recommended Action: Conduct a public hearing and adopt Resolution 2020-54, thereby taking the following actions: 1) Uphold the decision of the Planning Commission on the Donner Lake 6 Zoning Clearance, Planned Development, and Use Permit; 2) Deny the appeal of the Planning Commission's approval on the basis that the required findings to approve the project can be made; 3) Determine the project exempt from further environmental review pursuant to Section 15061(b)(3) of the California Environmental Quality Act;and 4)Approve the Zoning Clearance, Planned Development, and Use Permit based on the recommended findings and subject to the recommended conditions of approval. Mayor Polivy stated this item has been postponed at the request of the Appellant and is continued to the August 11, 2020 Town Council Meeting. 8. COUNCIL REPORTS Council Member Tirman • Attended July Stn Truckee Litter Corp. • Participated in Weekly COVID update. • Participated in Nevada County Town Hall. • On June 11, provided the commencement address to North Tahoe Leadership. • Participated in the selection of an architect team for the Truckee Library remodel. • Happy Bastille Day. Council Member Abrams • Attended the Raley's Grand Opening. • Looking forward to visiting Grocery Outlet. • Participates in the weekly COVID update. Council Member Commendatore • Participated in the COVID updates. Vice Member Klovstad • Attended the Raley's Grand Opening. • Participated in the Truckee Litter Corp. • Attended a Nevada County Workshop. • Town Manager recruitment workshop and survey. • Attended State energy efficiency workshops. • Attended a meeting about the 2020 Census. Mayor Polivy • Participated Town manager recruitment efforts. • Attended the Raley's Grand Opening. • Meets weekly with JD Hoss at the radio station. • Attended County meetings. • Participated in public outreach. 9. CLOSED SESSION —Adjourned at 6:37 p.m. 9.1 PUBLIC EMPLOYMENT -Town Manager, Government Code Section 54957. Reportable Action: Council named Dan Wilkins, Public Works Director/Town Engineer; as Acting Town Manager effective Tuesday July 21, 2020. 9.2 CONFERENCE WITH REAL PROPERTY NEGOTIATORS — for various properties in Downtown Truckee along the Union Pacific Railroad {UPRR} right-of-way, agency negotiator Dan Wilkins, Public Works Director/Town Engineer; and UPRR representatives, Government Code Section 54956.8. Reportable Action: This item was continued to the July 28, 2020 Council Meeting. 10.
