D SPECIAL MEETING OF THE TOWN COMMISSION OF GULF STREAM, FLORIDA HELD IN THE TOWN HALL ON TUESDAY, JULY 10, 1990 AT 9:00 A.M. I. qq The meeting was called to order at 9:00 A.M. by the Hon. William F. Koch, Jr., Mayor. Roll Call Present: William F. Koch, Alan I. Armour James Cross Lawrence E. Stahl Kathleen Wallace Also Present: Franklin Flannery William Gwynn Jr. Mayor Vice Mayor Commissioner Commissioner Commissioner III. Maintenance Department /Trash Collection Town Manager Finance Director In view of the fact that the proposed trash collection contract with County Sanitation had not been adequately reviewed, Commissioner Stahl suggested that the contract not be considered at this time and that the discussion of change in concept for trash collection be considered at the same time the budget for the Sanitation Department is reviewed. IV. Budget PRESENTATION FOR 1990 -1991 Mr. William Gwynn, Finance Director, presented the preliminary budget in the total amount of $1,277,415.00, discussing each line item. Mr. Gwynn was directed to update the document to reflect the following changes: A. Commissioner Stahl moved and Commissioner Wallace seconded that the $7,500 budgeted for Emergency Medical Services be deleted. All voted AYE. Commissioner Wallace moved and Commissioner Stahl seconded that the Capital Expenditures item in the Police Department be reduced from three vehicles and accessory costs related thereto to cover the cost of two vehicles and related accessory costs. All voted AYE. Commissioner Stahl moved to reduce the amount budgeted for a Contingency Reserve to $30,000.00. The motion was seconded by Commissioner Wallace and all voted AYE. A new budget item for Accumulated Sick Time and Vacation Time in the amount of $45,000.00 was discussed at length. All agreed that this figure should be funded but that it be done over several budget years. Commissioner Stahl felt that some of the Undesiqnated JFund Balance should be designated for this item prior to the end of fiscal year 1989 -1990 and indicated that he would make that motion at the Regular Commission Meeting on July 13, 1990, the amount to be $12,500.00. Commissioner Stahl then moved that the $45,000.00 figure -shown in the preliminary budget be reduced to $10,000.00 noting that with the $12,500 from the Undesignated Fund Balance, the Accumulated Time would be one half funded this year. Commissioner Stbhl's motion was seconded by Commissioner Armour and all voted AYE. Town Commission Special Budget Meeting of July 10, 1990 page -2- In the matter of the budget for the Sanitation Department, it was pointed out that the preliminary budget provided for the operation of a two man department as it currently exists, which is one of the options being considered by the Commission. The other option under consideration is to reduce the department to a one man operation with the trash pick up being handled by County Sanitation on a contractual basis. A comparision sheet prepared by Mr. Flannery and Mr. Gwynn indicated that there was approximately $4,000 difference in the cost of the two options. Commissioner Armour noted that the main reason for considering the contractual arrangement was to O eliminate the problem of keeping qualified persons employed to handle the trash pick -up. Commissioner Stahl moved that the Sanitation Department personnel be reduced to one man with the trash pick -up being handled under the contractual arrangement provided the contract stipulates that the property owner has the option to have the lawn trash removed by their lawn maintenance service, or by the trash contractor, and further provided that the contract can be terminated at the end of the first year if the arrangement is found to be undesireable. Commissioner Cross seconded the motion and all voted AYE. Mr. Gwynn confirmed that he would make the necessary adjustments throughout the entire preliminary budget to reflect the new concept for trash removal. Mayor Koch directed that the amended contract be presented for consideration at the Regular Meeting of July 13, 1990. Commissioner Stahl requested that a firm figure be obtained from County Sanitation with regard to the charges for garbage collection for the 1990 -1991 fiscal year in view of the fact that the current fee will be reduced by the amount of tipping charges and then increased due to adding the fee of $5.00 per unit for recycling. Commissioner Armour requested that the Commission be supplied with a choice of salary increase figures along with the 1991 -1992 preliminary budget rather than having a set percentage in place at presentation. B. Certification of Rolled Back Rate Commissioner Armour moved and Commissioner Wallace seconded that the Rolled Back Rate be certified at $4.0670 per $1,000.00 and all voted AYE. C. Proposed Millage Rate for 1990 -1991 Fiscal Year Mr. Gwynn advised that with the numerous changes that had been directed, it would be impossible for him to arrive at a new proposed millage rate at this meeting. Mayor Koch advised that this Special Meeting would be continued at 8:30 A.M. on July 13, 1990 in the Town Hall in order to give time for the new calculations to be made. D. Date of First Public Hearing for Budget Adoption Mr. Gwynn stated that it would be necessary to hold two Public Hearings in September after 5:00 P.M. and that September 6, 10, and 24 are not available due to other Public Hearings having precedence and sugpst• ed that it be held on September 14, 1990, the same date as the Regular Meeting. Commissioners Wallace and Armour advised they would be available for all of September, Commissioner Stahl advised he would not be available for any of September and Commissioner Cross stated he would be available after September 10, 1990. Mayor Koch stated he would have to check his calendar as he believed he would not be available on September 14, 1990, adding that the date could be confirmed later in the meeting. 0 Town Commission Special Budget Meeting of July 10, 1990 V. Public There was no comment from the public. VI. Adjournment page -3- Mayor Koch recessed the meeting, to be reconvened at 8:30 A.M. on July 13, 1990, at 11:15 A.M. Town Commission Recessed Special Budget Meeting July 13, 1990 Mayor Koch reconvened the recessed meeting at 8:30 A.M. II. Roll Call Present: William F. Koch, James Cross Lawrence E. Maintenance Department /Trash Collection Finance Director Town Attorney County Sanitation Vice Mayor Mayor Koch called attention to the amended contract for trash collection that had been prepared as a result of the meeting of July 10, 1990. Commissioner Stahl felt that paragraph 3. should be reworded with regard to trash generated by lawn maintenance contractors. As a result, the last sentence in paragraph 3. was changed to read "Trash generated by lawn maintenance services is included in the provisions of this Contract, provided, however that the property owner shall be permitted to have such trash removed by the lawn maintenance service if the property owner so desires." Commissioner Stahl also suggested that in the last line of paragraph 14., the year 1991 be inserted after October 1 in the beginning of the line. In discussing the Amended Garbage Contract, Attorney Randolph believed that a per unit amount should be inserted to reflect the rate reduction as a result of the Solid Waste Charge being deleted. Mr. Gaudette stated he would insert the figure of $11.96 per unit in the amended contract under paragraph 6.(D). Commissioner Stahl moved and Commissioner Wallace seconded that the Amended Garbage contract be executed with the change in paragraph 6. (DJ1. All voted AYE. Town Commission Special Budget Meeting of July 10, 1990 page -4- Commissioner Cross moved and Commissioner Stahl seconded that the Trash Collection Contract with County Sanitation be executed provided the changes to Paragraph 3. and Paragraph 14. as detailed during discussion are made and approved by Attorney Randolph. All voted AYE. IV. 1990 -1991 Budget Continued A. Budget Consideration Mr. Gwynn pointed out each change that had been made at the O direction of the Commission during the session held July 10, 1990. The changes resulted in a reduction of the budget from $1,277,415 to $1,113,535 with the millage being reduced from $6.3675 per $1,000 appraised value to $5.9817 per 1,000. Mr. Gwynn went on to point out that the budget as adjusted produces a millage rate that is 17.9% above the rolled -back rate. C. Proposed Millage Rate for 1990 -1991 Fiscal Year Commissioner Stahl moved that the proposed millage rate for 1990- 1991 Fiscal Year be established at $5.9817, $4.7956 for operating and $11861 debt service, seconded by Commissioner Wallace and all voted AYE. Commis- sioner Stahl observed that the millage had been reduced by 9.2% from what was originally proposed and asked that this be made a part of the record. D. Date of First Public Hearing for Budget Adoption Mr. Gwynn reported that he had been advised by Mr. Flannery that the date of the September regular meeting was September 14, 1990 but that it appeared questionable if a quorum would be present. Mr. Flannery had determined that September 11, 1990 would be acceptable. In view of this, Mr. Gwynn suggested that the first public hearing for budget adoption be held at the same time, pointing out that the budget meeting must be held after 5 P.M. Commissioner Wallace moved and Commissioner Cross seconded that the regular meeting of September 14, 1990 be changed to September 11, 1990 at 4 P.M. and that the first public hearing for budget adoption be held on September 11, 1990 at 5:01 P.M. All voted AYE. V. Public There was no comment from the Public. VI. Adjournment Mayor Koch adjourned the meeting at 9 A.M. on a motion from Commissioner Stahl which was seconded by Commission Cross with all voting AYE.
